Crime vs. Criminalization <ul><li>Disjuncture between discourse and reality regarding Central American gang violence </li></ul><ul><li>Important to distinguish between gangs as criminal phenomena and the criminalization that frames their representation </li></ul><ul><li>Criminalization can have significant distorting effects, especially with regards to policy – e.g. Mano Dura </li></ul><ul><li>But criminalization is also a fundamentally political process and reflects broader political economy issues </li></ul>
