  7. 7. The Problem Today, the dissemination of inventions that result from publicly funded research and development (government inventions) mostly relies on markets logic However, history has shown that open and free dissemination of inventions can also lead to major socioeconomic benefits. Without new proactive strategies and tools, open approaches will remain unknown or underused. Government will lose opportunities to fully exploit the fruits of its research, which will result in slower or reduced progress for society The Action Plan on Open Government does not currently propose any approach making the inventions of government open. t'JITr; l3lS Lu: -M: -l3i. i-r: -, Oz)-an lIWr3ITI‘O"S ‘i. i‘v“i3i'k5"o:3,, Fv3lJru; ii'y 10, JULIA, Ottziwa

  38. 38. Possible Actions Include a commitment to Open Inventions in the next Open Government Action Plan. Develop Open Government Invention Pledges — permissive, copyleft, Develop ”safe” public domain release procedures for inventions Develop and deploy an Open Government Inventions Portfolio — website with patent documents and pledges Organize a workshop/ conference with stakeholders Enhance SBDA IP directives and policies to include proactive handling of Open Inventions Review, enhance relevant acts (Public Servant Invention Act, .. ..? ) Include implementation in departments’ DOG action plans Enhance government contracting with Open Inventions principles. Enhance science funds granting procedures with Open Inventions principles Framework for open collaborations Francois Lefebvre, Open Inventions Workshop, February L0, 2016, Ottawa
  39. 39. Outcomes Mission focus Canada, central actor in global innovation Canada, leader on global open government agenda More efficient government Socialized risks, socialized benefits/ profits Free/ Open/ Unencumbered standards Accelerated progress Less inventions left unknown/ unused on the shelves and vaults More independent/ neutral government No more valuation crystal balls Empowered local talent Market competition on implementation, not on exclusive rights ownership Enhance collaboration l: "aI‘l§Ol5 Lc-iebv"e, Ooen lnventiocis Works"ioo, February L0, 2016, Ottawa
  40. 40. A Concern: The Black Hole of Valuation Valuation: Estimate the potential value of an invention ° Focus on S value not overall socioeconomic value ° Value: How much? To whom? When? ° Crystal ball, guesstimates - Analysis paralysis ° Capture just in case Result: ° Delays ° ”C| osed Inventions” ° Openness as the last resort: Let's release what's not stuck in the ’’Black Hole of Valuation” 9 OPEN JUNK F'anr; isis Lu: -Iu: -ism"-: -, Oz)-an lnvrsnto-ss W‘: ::i'ks"o:3, Feb ru a ry LU, 2'uL'L}, Ottawa

  42. 42. A New Commitment Stream ? Current Streams: information, data, dialogs Streams not tightly defined now — Data is information Inventions are a different “legal beast” Major culture shift F'anr; isis Lu: -Iu: -lsvw: -, Oz)-an nvento-‘is W: srks"o:3, Feb ru a ry LU, 2'uLij, Ottawa
  43. 43. Open Gov. vs Open Science ? * SBDAs create more inventions ? 4: But invention happen everywhere in GoC — operational departments, ? * Open Inventions has incidence in contracting by all GoC F'anr; isis Lu: -Iu: -lsvw: -, Oz)-an nvento-ss W‘isrks"o:3, Feb ru a ry LU, l'uLij, Ottawa
