  2. 2. <ul><li>You can compare it to Facebook, Hyves(Netherlands), Lunarstorm(Sweden),Skyrock(France), Orkut(Brazil&India) ‏ , ShulerVZ(Germany) ‏ </li></ul><ul><li>Site established in December 2000 </li></ul><ul><li>The site provides possibility to discuss in various communities, keep blog and comment to other users pictures </li></ul><ul><li>The most popular site amongst youth in Finland and it has over 0,5 million users and contains over 9 million pictures </li></ul><ul><li>74% of finnish youth, ages between 15-24, use the site weekly. Average age of the users is about 21 </li></ul><ul><li>Over 80% of 16 year old finnish girls are registered to IRC-Galleria </li></ul><ul><li>Registration age limit is 12 years </li></ul><ul><li>Site established in year 2004 and it has over 400 million registered users. Over million of them in Finland </li></ul><ul><li>Usually users use their own name and they connect only with their existing friends </li></ul><ul><li>Biggest user group 35-54 year olds. Average age is rising. </li></ul><ul><li>Registeration age limit is 13 years </li></ul>

Virtual Community Policing Group <ul><li>Group works on Social Media on national level </li></ul><ul><li>Police profile -fobba- started 10.9.2008 on IRC-Galleria </li></ul><ul><li>Police profiles ^mane^ and [--jutta--] started in may 2009 on IRC-Galleria </li></ul><ul><li>Virtual Community policing group was established 2010 and it works on social media (mainly IRC-Galleria, Facebook and Messenger) ‏ </li></ul><ul><li>Police profiles on Facebook started in January 2010 and group also answers to questions in Suomen poliisi fanclubs (started in August 2009) discussion forum </li></ul><ul><li>Group investigates all school related crimes on Police Districts area and patrols once a month doing alcohol surveillance amongst youth </li></ul>

Work on IRC-Galleria (and generally) <ul><li>Give kids a new kind of chance to contact the police </li></ul><ul><li>Preventive police work : Inform youth about laws and aswer to their questions </li></ul><ul><li>Profiles are not there to limit the freedom of speech or to moderate the site, but profiles will intervene to criminal actions if it’s necessary </li></ul><ul><li>Work is open and visible (no undercover work included) </li></ul><ul><li>Possibility to contact ”customers” (private messages) ‏ </li></ul><ul><li>Take part in conversations on sites different communities </li></ul><ul><li>Help the youth to understand that criminal activity on internet is as forbidden as in real life and you can also end up a victim yourself </li></ul><ul><li>Be present for youth and create a feel of security </li></ul><ul><li>Tool of investigation </li></ul><ul><li>Possibility to make a report to child welfare </li></ul><ul><li>Tips to different type of crimes every week </li></ul><ul><li>Multiprofessional cooperation (Social and youth workers, schools, NGO) ‏ </li></ul>

Work on Messenger <ul><li>Work started almost immediately after work on IRC-Galleria </li></ul><ul><li>Messenger is tool for intensive conversations </li></ul><ul><li>Group uses it only for serious cases </li></ul><ul><li>Conversations are saved and they can be used in preliminary investigation </li></ul>

Work on Facebook <ul><li>Suomen poliisi -fanclub started in August 2009 (Police Goverments communication staff in cooperation with Virtual Community Policing Group) </li></ul><ul><li>Over 40000 fans, 10% under 18 year old, 60% 25-44 year old </li></ul><ul><li>Improve cooperation between citizens and police </li></ul><ul><li>Informs about police related issues (wall and pictures) ‏ </li></ul><ul><li>Open discussion forum where police answers to questions </li></ul><ul><li>Guides people to official police website </li></ul><ul><li>Tree police profiles started 26.1.2010 </li></ul><ul><li>People can send private messages to police profiles to ask questions that they don’t want to ask in public discussion forum </li></ul>

Work on YouTube <ul><li>Police channel suomenpoliisi opened in October 2009 (Police Governments Communications staff) </li></ul><ul><li>Intention to release police related videos and videos that are shown in preventive way </li></ul><ul><li>In December was </li></ul><ul><li>released video called </li></ul><ul><li>” Ei pelota” (Not scared) </li></ul><ul><li>and it has </li></ul><ul><li>had almost 300000 </li></ul><ul><li>viewers </li></ul>

Statistics and information <ul><li>Moped, alcohol, tobacco and police work related questions </li></ul><ul><li>Opinions asked about different things (graffities, drugs etc.) ‏ </li></ul><ul><li>Several very personal questions (rape, child abuse, domestic violence etc.). Some of them have led to preliminary investigation </li></ul><ul><li>About 20 tips and other crime related informs per month </li></ul><ul><li>Police profiles received about 50000 questions and comments in 15 months (IRC-Galleria) </li></ul><ul><li>About 100 questions per month to police profiles on Facebook </li></ul><ul><li>2000-4000 visitors per week on IRC-Galleria’s police profiles (busiest week 35000) ‏ </li></ul><ul><li>Homepage (70000 visitors in 14 months) was made to help with the questions. It contains links to aswers for the most common questions (internet and blogs) ‏ </li></ul><ul><li>Recognition from Minister of Communications Suvi Linden: ”A Best Practice Model For Cooperation 2009” </li></ul>

  11. 11. ” Ups and Downs” <ul><li>You can reach a lot of people easily and inexpensively </li></ul><ul><li>Easy to contiune the relationship made on internet in real life (youngsters don’t differ real world and virtual world) ‏ </li></ul><ul><li>Police can act more easily to crimes on virtual world (cyberbullying and grooming) ‏ </li></ul><ul><li>Groups work in social media supports other police work </li></ul><ul><li>It’s much easier to talk about unplesant and difficult things in internet than in real life </li></ul><ul><li>Easier to start conversation with ethnic minorities </li></ul><ul><li>Internet users inform more often about violations on internet because it’s easy and almost anonymous </li></ul><ul><li>Police ”keeps up” with the constant changes in youth lifestyle </li></ul><ul><li>Is commercial service provider ok for this kind of work? </li></ul><ul><li>Security of the private messages </li></ul><ul><li>Big playgroud, few workers at the moment </li></ul><ul><li>Laws and regulations concerning internet, laws are national - internet is global </li></ul><ul><li>Security risks of the user </li></ul>
