Newspaper excerpt : <ul><li>Petaling Jaya, Fri: A police spokesman said that 21 per cent of the population were between 10 and 19 years old and the crimes committed by juveniles had lately attracted a lot of attention. He said juvenile crimes also raised the question of whether the trend was a phenomenon of declining social and moral values in society. He urged parents, schools and other parties concerned to make a concerted effort to check on juvenile delinquency. He suggested that measures such as parental care, talks, counselling, community services and others could be taken. </li></ul>
