Plan International Bangladesh Lalmonirhat Programme Unit Plan International Bangladesh started work in Bangladesh since 1994 from Khansama Dinajpur and started working in Lalmonirhat district since the year 2000. The Lalmonirhat Programme Unit is based at Hatibandha Upazila. Plan is working now with some core programmes such as Quality Primary Education(QPE), Community Managed Health Care(CMHC), Protection of Vulnerable Children(POVC), and Disaster Risk Management(DRM). Plan works with community , stakeholders, CSO, children and partnership with Local development organization ,Union Parishad, Government in some projects. Plan have started a new and exceptional project as piloting named Integrated Community Development Project (ICDP) in Patikapara char. Plan think as the concern of community peoples it‟s a challenges for Plan to take initiative for adapting char community peoples with changing environment & development responsibility.. Women and Their Children Health(WATCH); Water, Sanitation and Hygiene (WASH) Project under CMHC program; Youth Apprenticeship and Job Placement(YAJP) as well as Developing Aspiration and Livelihood for Adolescents (DALA) under POVCP. Plan works in all 45 Unions and 02 Pouroshova under Lalmonirhat District with UBR, Community clinic mainly as well as Girl power Project operates by partner Rupantar at 03 Upazilla . Plan‟s main objective is to promote child right by using CCCD as right based approach. Plan‟s major funding source is sponsorship and side by side grants Mission: Plan aims to achieve lasting improvements in the quality of life of deprived children in developing countries, through a process that unites people across cultures and adds meaning and value to their lives, by: Enabling deprived children, their families and their communities to meet their basic needs and to increase their ability to participate in and benefit from their societies Building relationships to increase understanding and unity among peoples of different cultures and countries Promoting the rights and interests of the world's children Vision: Plan's vision is of a world in which all children realise their full potential in societies that respect people's rights and dignity. To promote joyful learning environment interactive & reflecting teaching learning process are practicing in school through colorful materials where parents, community, School Management Committee, Community Based Organization (CBO) and Union council play vital role with the collaboration of local level Education Department.   4. 4. Community Managed Health Care Programme (CMHC) Community Managed Health Care Programme has been implemented in Hatibandha Upazila since 2007. Eco-Social Development Organization (ESDO) is the implementing partner of Plan International Bangladesh Lalmonirhat Programme Unit of this project. Community Managed Health Care Initiative (CMHCI) is being implemented in Lalmonirhat Sadar and in Aditmari. Human Resources for Health (HRH) project is being implemented in Kaligonj and Patgram upazila under Community Managed Health Care programme. Women And Their Children Health (WATCH) project is active with full approach in Hatibandha upazila. Major activities of this programme: 1. Capacity building of Community group for ensuring quality service at Community Clinic of Lalmonirhat district. 2. Capacity building of UH&FWC management committee of Hatibandha upazila for ensuring quality service at UH&FWC 3. Promoting institutional delivery though the functioning of 8 FWCs of Hatibandha Upazila and to establish effective referral linkage. 4. Conducting BCC sessions at community level 5. Counseling to adolescent on Adolescent Reproductive Health rights issue in Hatibandha Upazila. 6. Providing gender focused Maternal Newborn and child health (MNCH) care messages by conducting TFD shows at community level. 7. Developing Community Skilled Birth Attendants (CSBA) by providing 6 months long institutional training. 8. Promoting CSBA services at the community level for ensuring safe delivery. 9. Strengthening the referral linkage.

Protection of Vulnerable Children Programme(POVCP) Plan International Bangladesh works for ensuring capacity building of partners, community, Duty bearers (adult, children and youth) as their requirement traced through community development planning. Children are capacitated to be involved among various development initiatives through Protection of vulnerable children programme. Through this programme community people are mobilised for their own development and for ensuring Child rights and protective environment. Community People, Civil society organisations and Duty bearers are very much cooperative for promoting child rights and quality education. Strengthening Capacity of Duty bearers ,Provision community based child protection system and Promotion of child & young women rights, gender equality and work for good governance at local level are the main aims of this programme. On the other hand, Annual convention of RH and Journalist features on CR & CP findings. Multi lateral initiatives established among RH, SP & GOV. relationship build up with Journalist forum. POVC Programme Details: Village and Union Shishu forum: It is a union based children organisation where there are around 40 children members. Earlier they had provision to seat at Para level organisation . They used to meet weekly there. Now they are enough skilled after receiving child protection, child rights and protective behaviors trainings. They all have documents in their own organisation like meetings, yearly planning and children‟s information .Through their meeting , they identified advocacy issues, prepared an action plan and made a dialogue with related stakeholder especially with union Parishads for incorporating the CP & CR issues in their development planning. SF also cooperate CPG as union standing committee for identifying CP issues through monitoring and collaboration of other children organisations.CPG ensure support to victim if required by the support of UP chairman UNO, Police station as well as health complex. For reducing child marriage and violence, they observe different day in their community and school through the collaboration of UP CBO and school. Some objectives are: To find out ways and create opportunity for exploring the potentiality of children To increase participations of all categories children for developing themselves To strengthen the capacity of children on Child rights and protection through providing trainings To aware the community peoples on bad affects of child marriages and incidences To have dialogues with UP and others stakeholders who work for children To monitor CP issues and cooperate to CPG for reporting and responding accordingly
  6. 6. Upazila Shishu Forum: It is an Upazila based children organization where near about 35 - 40 children are existed as members. Most of the members of this forum came from union shishu forum and some of from different schools of upazila based . They do meeting quarterly and discuss on Union status, upcoming priorities and advocacy issues. Now they are almost skilled after receiving Child Protection, child rights and organizational training. Most of the members of forum are new that‟s why some of them got training. They have documents in their own organization like meetings, yearly planning, children‟s information and received training .Through their meeting , they identified advocacy issues, prepare an action plan and make a dialogue with related stakeholder especially UNO and chairman, Upazila parishads for giving priority for reducing sexual abuse ,exploitation and child incidences in their development planning. USF also cooperate UP for identifying CP issues through monitoring and collaboration of other children organizations.USF seek support for ensuring victim‟s health and legal support if required through UP chairman, UNO, Chairman of Upazila parishad, Police station, health complex and concern stakeholders. For reducing child marriage and children violation they observe different days, week, fair and Natto utsab in upazila level under the leadership of UNO and chairman of Upazila parishad . Some objectives are: To find out ways and create opportunity for exploring the potentiality of children To strengthen the capacity of children on Child rights and child protection through providing related training To aware community peoples on bad effectives of child marriages and incidences as well as child rights To make dialogue with UNO,chairman,Upazilla parishad and stakeholders those who work with such initiatives To monitor CP issues and cooperate them for reporting and responding accordingly Community Based Organization & CSO: This is a village based organization .From the inception, such sorts of these organizations are working with Plan for the development of their community. Initially Plan is introducing program activities through using the right based approaches CCCD. All believe that CBOs are outputs of CCCD, Now CBOs are doing their yearly planning through ensuring all level participation of their community and identify activities and responsibility. Not only that they also do monitoring their planning activities, fund raising for smooth operation of ctivities, influencing to development stakes of respective union for incorporating their planning issues with their planning. CBOs are ensuring participation of marginalized peoples ,recruited & developed resources and ensure accountability. For reducing child marriage and children violation they observe different day in their community and school through the collaboration of UP and schools. They strengthen community resources to provide training by the support of different developments stakes. They also are influencing UP for incorporating their community issues with their development planning as well prepare budget with the participation of all and declare openly in front of general peoples. The objectives are: All over the community development by themselves To ensure child protection and prevent sexual abuse To strengthen resources and their best utilization through various program activities To ensure community monitoring and identify development issues To increase participation of all level categories peoples
  7. 7. Upazila and District Women and child rights development forum: District Women and child rights forum is consisted of 21 ED of Local NGOs, officer of BSA. District Social welfare officer is the advisor of this forum. Members of this forum are from all 05 upazila under Lalmonirhat district. They are continuing their meeting quarterly very effectively .It is very important that one of the ED(Women)is the chair person of this forum. They are doing meeting before district NGOs coordination meeting in each of the quarter and discussion on advocacy issues, progress of child protection situation in their working areas. They observe national, international and other day jointly under the leadership of district administration .They link with other upazila on child protection. The objectives are: To make advocacy with district administration on child trafficking and domestic violence, To monitor CP incidences in all their working areas To make reporting and responding on CP incidences To coordinate and collaborate with Upazila network To do round table discussion with Journalist and GOB for awareness by media Online Birth Registration Information System: Plan Lalmonirhat Program Unit effectively facilitated District Administration to operate Online BRIS by UP and Paura-shava under District Administration, Lalmonirhat. Initially, it is introduced „Birth Registration Information System‟, later named „Online Birth Registration Information System‟‟. Plan Bangladesh technically supported government to develop this system and initiated to scale up all over the district having effective demonstration by Plan Bangladesh in Hatibandha Upazila. Lalmonirhat district has been completed online birth registration under the active support of Lalmonirhat Govt. administration as the best performers supported by Plan Bangladesh. The district completed 1012049 online birth registration by 5 Sep, 2012. Objectives to introduce online BRIS: Count every child for increasing their rights and protect from any sorts of violence Empowering girls and young women involving capacity building initiatives and stop child marriage Stop male practices related on birth registration by Union Parishads
  8. 8. Child Protection Group (CPG): This is a very right time when it is formed the active support of Union parishads. It is extended outline of union “Paribarik Birodh Niroson & Nari O shishu Kalyan standing committee. Actually 3-7 members are existed in the committee according to UP ordinance -2009 but with the few committee members they can‟t control CP and CR situations that‟s why they increased the caliber of that committee for easy & smooth monitoring and responding and now members are 23 to 25 considering geographical areas and interest . Now they are doing their meeting quarterly by the leadership of UP chairman as a president of this committee. They regularly monitor CP findings and circulating some rules for preventing child marriages and any incidences related with . In each week, they call “Gram Adalaat” where they make judgments for those who seek support to UP where CPG plays vital role for ensuring judgement in that areas. Jointly president and woman member try to overcome thematter though the cooperation of other committee members. It is remarkable that representative of Union shishu forum are members of this committee and they are really played momentous roles for monitoring CP findings and reporting accordingly. If problem goes to beyond their control than referred to UNO/ Police station. Some time they seek support from journalist for judgment side by side referred to doctor for treatment and counseling if needed. The objectives are: CP incidences monitoring , reporting and responding Functioning Gram Adalat Day celebration and Regular documentation case filling informally and formally Different methods for capacity building and campaigning: For strengthening the capacity of concerns stakes we do use several customs such as meeting, monitoring, training, orientation and learning visit. Top of that, for easy understanding and effective awareness campaigning, we will have to use some method such as :Theater for development(TFD) ,Community Based Child protection system(CBCPS) , Drama, Folk song, Pot show, quiz competition, Shadow parliament by children and various day celebration, Fair, round table discussion, media, poster, banner, Rally of various ways and “Shishu Natto Utsab” through focusing and respect CCCD as right based approach.

Youth Apprenticeship and Job Placement (YAJP) project According to figures from the International Labor Organization (ILO), Bangladesh is in the twelfth position among the top twenty countries in the world where unemployment is rising. Plan I n t e rn a t io n a l Bangladesh builds a strategic and functional relation among the poor jobseekers (youth including 60% young women) and employers (industry owners) through providing financial support for food, accommodation and materials while the industry will contribute for training venue, security and apprenticeship allowances. Objectives of this project: 1. To contribute to sustainable income opportunities towards economic development of disadvantaged youth, both women and men, within Dhaka and Rangpur divisions of Bangladesh. 2. To increase job related vocational skills and knowledge of youth women and men (at least 60% young women) of 3 districts in Dhaka, and Rangpur divisions of Bangladesh through industrial apprenticeship and job placement for sustainable income and employment in formal sector. Outcome and beneficiaries: 1,500 youths including 900 girls/young women are employed as skilled work force at formal industries with a reported increased monthly income 6 months after completion equally. Trained youth are employment in regular job with the same industry after completion of the apprenticeship. Key to this project is to ensure formal decent work i.e. increasing their economic position by increasing their income by 50% from the base. The project targets 1,500 youths as direct beneficiaries, both women and men especially youth aged 18-24 years from poor and marginalised families, who are dropped out from schools, are unemployed and/or are engaged in informal jobs with low wages. Indirect beneficiaries are the families of the youth who benefit of their income increase and social empowerment. Plan International Bangladesh Lalmonirhat Programme Unit has been working to increase job related vocational skills and knowledge of youth women and men (at least 60% young women) of Hatibandha Upazila through industrial apprenticeship and job placement. The participants are selected through the Union Parishad under the leaded of Upazila Administration, Hatibandha Upazila, Plan International Bangladesh facilitated the whole process.
  10. 10. Developing Aspiration and Livelihood for Adolescents (DALA) Project Most of the adolescent girls in Bangladesh are ill fated by early marriage. Daughters are considered as the economic burdens in most of the families especially in the rural areas. Adolescent girls are compelled to stop education during their schooling and end up as a victim of child marriage. This situation violates child rights completely and DALA project is aimed towards these deprived girls. DALA provides different vocational skills and life skills and prepare them as skilled and confident persons so that they can position themselves against child marriage. Total 2000 students of which around 40% (i.e. 800) will be girl students of grade 6-10 of 10 different schools of Hatibandha will be the benefited from this project. This project also targets 250 out of school adolescents of which around 80% (i.e. 200) will be adolescent girls of the catchment areas of the selected schools for training activities. Objectives of this project: 1. To empower and technically equip 1,000 adolescent girls to have confidence, career aspiration and a positive self image which, in turn, promotes protective and positive behaviors to stand against the harmful social practices, and engage in income generating activities by 2016. 2. Provide life skills education and technical skills to build confidence on future career prospect and place in a productive economic world for girls at risk of child marriage. 3. Empower girls with confidence to be able to make choices in relation to their education, relationships and career; 4. Raising awareness on the dangers of child marriage. DALA Project approach: This project will target the adolescents of age range from 12-18 years both in-school and out-ofschool, thus project will design two-way approaches to cover all the adolescents in the project areas In school services: peer leader will facilitate and conduct the training on life skills. The basic technical skills training will be provided either by local partner organization or service providers Out of school services: Out of school youth programs are for adolescents of age 12-18 who have either school dropped out or completed their high school education, or want to improve their life skills and work readiness skills Out of school: The primary focus of the project is to provide support so that girls can continue their education or get back to school. The girls who are not in position to go back to school will be enrolled in life skills education and the older girls (age above 14 years) will get technical skills development training to prepare for a job. Adolescent Development Club: Community based safe spaces can be created to provide girls and boys with information, life skills training and the opportunities to build capacity, form new connections and friendships within the community.

Disaster Risk Management As Lalmonirhat is an area prone to disasters, such as flash floods, cold waves and earthquakes, Plan‟s Lalmonirhat Programme Unit working with schools, Local government, Partner organisations and local alliance for capacity building as well as making resilience community here all children can enjoy their rights even in disastrous situation . Plan is supporting to demonstration earthquake mock drill, contingency plan development, education in emergency, at community, schools and local government. For disaster preparedness, Plan puts a special focus on children, youths, the elderly and pregnant mothers. Water, Sanitation and Hygiene (WASH) Project Plan International has been working in Bangladesh to ensure the rights of the children in education, health, safe water and sanitation, protection, livelihood and disaster. Plan International Bangladesh has been implementing WASH project since 2002 through Community Led Total Sanitation (CLTS) approach at Hatibandha Upazila. CLTS approach is a highly participatory approach with a drive to change sanitation behavior and it involves communities in analyzing sanitation practices and creating their own action plans to end open defecation. Plan Bangladesh has been implementing Plan International Bangladesh has been implementing WASH Project with the aim of eradicating open defecation and to achieve the target of 100% sanitation coverage through capacity building of local government institutions (LGIs) and mobilization of the community. Plan Bangladesh has implemented WASH Project in poorly served and disaster-prone Hatibandha Upazila and has helped communities to take collective action to improve their hygiene practices and increase their access to hygienic sanitation facilities. Presently this model of CLTS is being implemented through a partnership approach with local government (Union Parishads) using the local level human resources - “Natural Leaders”. In this approach the lead role is played by Union Parishads and the process is facilitated by Natural Leaders while children do the monitoring and awareness raising activities. Integrated Community Development Project (ICDP) Integrated Community Development Project (ICDP) is a community sponsorship project which is implemented in a disaster prone area where girls‟ right to education is hampered by poor quality primary education as well as limited access to secondary school. The frequent flash flood pushes families into greater poverty. All these factors are subsequently linked to the high rate of child marriage, estimated at 90% by local authorities. Eco-Social Development Organization (ESDO) and Rupantar are the implementing partners of this project. To support schools and the Union Disaster Development Committee to continue education immediately after disaster.
