It is a democratic process in which community members directly decide how to spend part of a public budget. It enables taxpayers to work with government to make the budget decisions that affect their lives. Hartford Decide$ promotes participatory budgeting through a process in which residents brainstorm spending ideas, volunteers review the project ideas and turn them into project proposals, residents vote on proposals, and the government implements the top projects.
