EUROMED AUDIOVISUEL III (2011-2014) •  UNE ACTION DIRIGÉE VERS LES PROFESSIONNELS ET LES AUTORITÉS EN CHARGE DE L’AUDIOVISUEL ET DU CINÉMA METTANT EN AVANT LA COOPERATION REGIONALE entre les 10 pays concernés : Algérie, Jordanie, Egypte, Israel, Liban, Libye, Maroc, Palestine, Syrie, Tunisie • QUI PREND EN COMPTE LA STRATEGIE ADOPTÉE À L’ISSUE D’EUROMED AUDIOVISUEL II ET DONC LA NECESSITÉ DE METTRE EN PLACE UN MÉCANISME DE SOUTIEN RÉGIONAL POUR ENCOURAGER LA PRODUCTION ET LA COPRODUCTION
  3. 3. LE VOLET FINANCEMENT Missions : • Créer un MODÈLE de mécanisme financier RÉGIONAL de soutien au cinéma et à l’audiovisuel • Encourager la production et la coproduction dans la région

LE VOLET FINANCEMENT Actions : •  Création d’un Groupe de Travail Financement •  Études sur les types de financement possibles et les soutiens existants •  Recensement des coproductions existantes impliquant les pays de la région •  Exploration de nouvelles sources de financement: les incitations fiscales

LE GROUPE DE TRAVAIL FINANCEMENT •  20 membres venant de 7 pays, implication de professionnels et d’institutionnels •  6 réunions de mai 2012 à décembre 2013 •  3 consacrées au modèle de fonds régional •  3 consacrées à des thématiques liées à L’environnement du financement : télévision et marchés (Sunny Side of the Doc), aspects pratiques et juridiques des coproductions

LE GROUPE DE TRAVAIL FINANCEMENT Dans le cadre de recommandations (http://bit.ly/recommandations-groupe-travail-financement), Un projet de fonds de soutien au DÉVELOPPEMENT, prévoyant : •  des fonds pour l’amorçage des projets (écriture et développement avec formations à l’appui) •  un forum de coproduction régional •  des fonds pour la pré-production incluant la prise en charge de la participation à des marchés internationaux 4 études sur les modes de financement (http://bit.ly/financing-tools) et les soutiens existants (http://bit.ly/studies-support-films) Un recensement (2006-2013) des coproductions de la région (http://bit.ly/étude-coproductions)

La coproduction •  Selon le recensement effectué : 339 coproductions (241 fictions, 98 documentaires) réalisées par les 10 pays de la région entre 2006 et 2013 y compris les films en post-production fin 2013 (20 fictions, 8 documentaires) •  46 pays partenaires impliqués •  Seulement 20 coproductions entre pays de la région •  Les principaux pays partenaires en Europe sont la France et l’Allemagne, présents dans 52% des coproductions Comment améliorer ces performances ? •  Meilleur accès aux outils juridiques : guide pour une meilleure utilisation de la base de donnés juridiques •  Facilitation des pratiques: guide des bonnes pratiques de le coproduction internationale
