  • Thus iris being the most accurate and fastest biometric can be used for very accurate and rapid identification of criminals
  • Devices have gone from 2000 USD to 700 USD in just one 8 months because of demand in UID

    1. 1. AMBIS-tool for national security & citizen services Presentation by Purushottam Sharma,IPS IGP, PHQ , Bhopal eindia.eletsonline.com
    2. 2. Present Status . At present the AFIS exists at NCRB HQ and 22 otherstates Headquarters. And 11 more States have yet to installthe system. These AFIS have been running standalone with least features to deliver the desired result for tracking criminals in state. The shortcomings of present AFIS have been studied and found as follows: Most of AFIS are of outdated technology and have proprietary encoding & matching algorithms, which lack commonality & interoperability. . eindia.eletsonline.com
    3. 3. Cont…. None of these AFIS has interstate / inter AFIS connectivity module & functionality and therefore no Data Portability & Interoperability is achieved even amongst various versions of same vendor and AFIS of other vendors. All AFIS have miserably poor capability to search Latent Print. No AFIS has capability to store & search palm print and is not complete package of all required core functionalities eindia.eletsonline.com
    4. 4. What is AMBIS?• AMBIS (Automated Multi-Modal Biometrics Identification System)• Incorporates State of the Art biometric technologies to serve law enforcement applications beyond traditional AFIS capabilities• Modalities used today – Finger (Ten print flats and rolls, latent) – Face (Mug shot and latent face) – Iris (Dual iris scans) – Palm (Print and latent) eindia.eletsonline.com
    5. 5. Why Multi-Modal Biometrics?• Collectively the system will have more capabilities, reduced total cost of ownership and increased accuracy.• NCRB will build database in alignment with UIDAI standards and thus the national residents database.• Finger is used for traditional applications. – Chance print investigation – Identification in case of other missing biometrics eindia.eletsonline.com
    6. 6. Who else is using Multi-modalBiometrics FBI Next Generation Identification System • NGI Implementation Schedule has 5 Increments • Increments up to 3: Fingerprint • Increment 4: Inclusion of face (Dec 2010) • Increment 5: Inclusion of Iris (Jan 2011) • Increment 6: Fusion U.S. Department of Defense (DoD) Next Generation ABIS • Hold the database of criminals from the entire world are of the interest to US and coalition forces • End-to-end multi-biometric identification solution with complete Forensic Capability (Fingerprint, Face, Iris, Palm and Fusion) • Real-time performance allows mobile identification of persons of interest globally. • Latent examination and coordination with FBI eindia.eletsonline.com
    7. 7. Who else is using Multi-modal Biometrics United Arab Emirates (UAE) Police• Expedite border control & real-time deportation screening• Positively identify subjects entering and leaving the country Saudi Arabia ABIS • Central matching engine for national ID, deportation programs and national mobile identification system (MBIS) • Iris, face and fingerprint system eindia.eletsonline.com
    8. 8. Power of Multi-Modal Biometrics• Iris Iris is nothing but just a photo of your iris taken using a special camera. – Iris inherently has the lowest False Acceptance Rate which makes detection and linking of criminals records very effective (Only one result in the scores list). – Iris matching algorithm is also inherently the fastest biometric, reducing hardware footprint and response time thus making total cost of owner ship low – UIDAI after extensive research concluded that iris was very important for its identification program (Published White Paper can be found on UIDAI website eindia.eletsonline.com
    9. 9. Power of Multi-Modal Biometrics Iris Contd.. By incorporating iris in the AMBIS NCRB database will be inline with UIDAI database. NCRB will have to build the database as it progresses but being multi modal the system will full functional even without iris today. Iris scanner are also standard , the UIDAI program has driven the market to make iris capture devices LOWER than finger print live scan devices. eindia.eletsonline.com
    10. 10. Power of Multi-Modal Biometrics Face Only biometrics that can be captured covertly Mug shot identification and Digital Line-up Face Latent matching from surveillance videos Palm Latent palm matching eindia.eletsonline.com
    11. 11. AMBIS Standard API Interface• NCRB AMBIS will have a standard open source based interface technology for state level AMBISs and other agencies integration (Message Queues ActiveMQ, RabbitMQ etc)• NCRB AMBIS will publish a standards based API to which all external system should comply with NIST EBT/EFTS file format will be used for exchange and archival of biometric and demographics data. eindia.eletsonline.com
    12. 12. Web EnabledThe proposed NCRB AMBIS will haveto support web based functionalitieswith Client-Server architecture. eindia.eletsonline.com
    13. 13. Mobile Identification Capabilities• NCRB AMBIS and thus any state level AMBIS will have the mobile identification capability.• Devices with local identification capability (upto 5 lacs local database) will be deployed nation wide and will the capability to submit remote searches to NCRB and State AMBIS• Hand held rapid ID devices will also be able to submit search request on any modality to NCRB and state AMBIS eindia.eletsonline.com
    14. 14. Biometric Image FormatsBiometric images will comply with the ISO -19794-x standard format for all modalities.Biometric images will be captured and stored inJPEG 2000 lossless format.Biometrics will be captured in compliance withUIDAI or better standards (for example 500dpi or1000 dpi) eindia.eletsonline.com
    15. 15. AMBIS Database Buildup Strategy All the state AMBIS systems will integrate and upload records in bulk as per the NCRB AMBIS API and data format standards. Records will be searched and enrolled to maintain synchronization. Biometric records will be updated whenever possible. eindia.eletsonline.com
    16. 16. Vendor NeutralRecords are achieved in Standard NIST formatOriginal Biometric data is stored in standardcompression and ISO record formatsThe API is standard so AMBIS solutions can bechanged without disrupting the entire nationalAMBIS infrastructureModalities can be added or replaced without anyimpact on the functionality of the AMBIS eindia.eletsonline.com
    17. 17. UIDAI citizen services verification of identity of beneficiaries increased transparency electronic benefit transfers• Unifying citizen and criminal biometric services• conversion between ISO and NIST formats eindia.eletsonline.com
