Government & Citizens as a whole.……. eindia.eletsonline.com We are talking about serving to a population of more than 1.2 Billion & other entities involving multiple agencies, stakeholders/units catering to more than 35 languages and 150 dialects …………. The level of filed work spread over the entire country having a area of 3,166,414 Sq. Kms. divided into 593 districts, 5470 sub-districts, comprising of 5161 towns and 638,588 villages……. poses a greater challenge when it comes to implementation Whatever Infrastructure/Data Centre/Application we built …… One-way or other the outcome will be shared by the masses as above

Governance & Service Delivery </li></ul><ul><li>Whether …A Scheme (such as NREGA, Health Schemes, Child Schemes, Urban & Rural Schemes, Welfare Schemes etc.) , Citizen Service (Ration Card, Passport, Income Tax, UID, Pension, Banking etc.) or Business Community… </li></ul><ul><li>Focus has shifted to timely outcome, transparency, accountability, reach and availability at an affordable cost </li></ul><ul><li>Focus has shifted from keeping the legacy and dumb engine running …to … providing actual business solutions </li></ul><ul><li>Focus has shifted from Silo and Monotonous opportunities …to…. Create new opportunities which is collaborative, conducive and appealing for all community base (Govt., private, rich, poor, literate-illiterate..& so on) </li></ul><ul><li>Adaptability and willingness to acquire new skills to cope with the demands remain the most prized assets…. Way Forward…………… <ul><li>BPR/GPR - Must to move forward </li></ul><ul><li>KPI SLA - To fix accountability </li></ul><ul><li>“ Capital Expense” vs. “Pay - Use” - Budget (RoI) is important </li></ul><ul><li>[Data Center, Network and other ICT Infrastructure ] </li></ul><ul><li>Legacy Data, Software & Hardware - AS/IS is important </li></ul><ul><li>Start small (Pilot), Make Success of it and then Replicate </li></ul><ul><li>MMPs are complex/vast - PPP is the best route to take it forward </li></ul><ul><li>[No day zero investment, sustainability in form of SLA/Assured Service] </li></ul><ul><li>Employee’s ‘buy-in’ must – Change Management is the bigger challenge </li></ul><ul><li>[Think out of box approach to have employee's ‘buy-in’ like PLIS] </li></ul><ul><li>Have institutional mechanism within - Consisting of Domain/Technical Experts </li></ul><ul><li>[Rely on PPP partner but ensure that Sovereign assets are within Government’s control] </li></ul><ul><li>Take note of ‘Data/Information’ sharing - With other Government Departments </li></ul><ul><li>Stakeholders involvement is must and Citizens are our biggest stakeholders </li></ul>eindia.eletsonline.com

The Context <ul><li>During last few years the growing economy and spreading globalization have led to an increased demand for Passport and Passport-related services in the country and this trend is expected to continue with increasing intensity in the foreseeable future </li></ul><ul><li>Provide all the Passport-related services to the citizens in a speedy, convenient and transparent manner. We had in mind ……. <ul><li>Can’t survive with existing network of 37 Passport Offices - Supply was much less than the demand </li></ul><ul><li>The trend (since 2007) was - increase of 15-20% demand every year. We issued 40 Lakhs passports in the year 2007. In 2010, we crossed 60 Lakhs </li></ul><ul><li>Limited number of staffs </li></ul><ul><li>Duplicity of efforts due to process gaps </li></ul><ul><li>Delay in delivery of services to citizens due to lack of speed, Accountability & Transparency </li></ul><ul><li>Corruption, middle-man, tout, agent </li></ul><ul><li>Dependency on other stakeholders (Police, India Post) </li></ul>eindia.eletsonline.com

Learning……..we may replicate in MMPs <ul><li>Remember - We had a Passport Issuance System that was running for over 20 years and understanding AS-IS gaps is always important before moving towards TO-BE </li></ul><ul><li>The PPP partners would only be able to perform and yield desired results; provided they are supported with timely, accurate and un-biased decisions </li></ul><ul><li>Many a times it requires decisions which may bypass the usual approval process but in the interest of ‘Project Success’ </li></ul><ul><li>Existing Data(Master Data/Transaction)…is important (whatever form it may be)…Remember few documentations are available to understand the in-depth of existing Data </li></ul><ul><li>PPP partners/vendors are the support arms for these MMPs and other e-Governance Projects…Department need to drive from front </li></ul><ul><li>MMPs are complex and voluminous…..but are doable provided the department takes up with right mix of vision, vigour and technology </li></ul>eindia.eletsonline.com
