Back drop of Odisha “Odisha is rich in natural resources, its culture & heritage, but, still it is backward in the country” Over 73% of Odisha’s population of 41.9 million does not have access to electricity.  Nearly 25 million are still using used firewood as their basic source of fuel 83 percent of the population does not have access to a privy or pucca latrine Nearly half the population (47%) are still below the poverty line. Millions do not access to safe drinking water or basic health care Rural Teledensity in Odisa is 28.07% whereas Urban density is 146% (means 146 telephones per 100 persons)

Some of Our Offerings for Odisha State Urban Local Bodies Integrated & Data Handling Access • Better interface between ULBs and Citizens, transparency and accountability, need based quality and timely Information & Services to citizens • Online payment gateway integration SUBIDHA • Enables farmers and traders to sell & buy various agro products, using web based application; Call center set up at Directorate of Agriculture and Food Production, Bhubaneswar. Agro Telemarketing Center • As soon as farmer details are entered into the web portal by the call centre officials, an automatically generated SMS is sent to concerned trader with all details of the farmer.

Key Challenges Programme Management (e-infrastructure, e-literacy[90% people do not know english and use local language], Capacity building, PPP) Change Management : Important not only in terms of cultural change but also in terms of changing operations and processes workflow that the automated system will introduce. (Work flow, BPR, under utilisation of ICT infrastructure) Integration of Services : Need to integrate the initiatives existing in various departments and ministries other than creating islands of automated projects. (There are also issues between Centre and State subject)
  15. 15. Key Challenges One final and continuous key challenge is the development of leaders and change managers to inspire institutional change, support collaboration, and engage in all sorts of public process and service innovation.
