  2. 2. introduction <ul><li>Action Aid Nepal (AAN) understands the effective preparedness by keeping the vulnerable analysis at all levels can reduce the impact of emergency and disaster. AAN believes that &quot; any situation where there is an exceptional and widespread threat to life, health or basic subsistence, which is beyond the coping capacity of individuals and the community is to be considered as an emergency and disaster &quot;. Emergency and disaster can be more than just a threat to life but also to livelihood as well because it involves risks to people's livelihood, destruction which may lead to a life-time of chronic poverty and destitution and a sacrifice of dignity. AAN's goal in emergency and disaster management is both preventive and curative. </li></ul>
  3. 3. disaster context <ul><li>Nepal is a country with one of the highest seismological risks in the world. Diversity of its geography makes it prone to different types of natural disasters, including major floods, landslides and other human-made hazards disasters, including fire, take place now and then every year claims more than 1100 (approx.) deaths annually. </li></ul>
  4. 4. disaster context … <ul><li>Several agencies and organizations from the governmental and non-governmental sides as well as international supporting agencies are involved and working actively in the disaster mitigation programs in all over the country. Apart from the rescue and relief works, there is no visibility of preparedness and rehabilitation works compared to the extent of the present disasters. </li></ul>
  5. 5. disaster context … <ul><li>The National Plan has also not mentioned adequately the disaster management programme in the recent Poverty Reduction Strategy Paper (10th Fiver Year Plan) though , “Poverty is a cause & consequence of the disaster”. No access to poor, marginalized/disabled people, women and children in the process of implementing the disaster response programme is the crucial part that imposes multiple denial of rights of the people affected in disaster. </li></ul>
  6. 6. gaps <ul><li>The recent challenges are the big gaps in the policies and practices for the implementation of disaster management programme effectively. The planners and donors have not yet internalized the huge loss of lives and properties due to disasters during the development planning cycles. There is a chain effect relation between water induced disasters, flood, famine, emergency and poverty, which is the key to understand the disaster vulnerability situation in Nepal. These several challenges on socio-political, financial and management aspects are as follows: </li></ul>
  7. 7. gaps … <ul><li>Lack of Good-Governance: Low or no transparency and accountability to the projects implemented (either by the people or government institutions), leads financial mismanagement caused several disasters due to low quality of works (cannel, roads, others) etc  </li></ul><ul><li>Lack of Political Will: Lack or no political commitment among the lawmakers and development planners for the continuity of the programme after rescue and relief works. The post disaster rehabilitation work demands relatively high cost compared to other development programme and rescue/relief works. </li></ul>

The disaster management programme is not yet prioritised in national programme; as a result, the donor agencies too have the reluctance to address the disaster problems holistically. Low or no allocation of financial resources for long-term disaster management programme. </li></ul><ul><li>Lack of Expertise/Know-how: Limited availability of researches and study reports for better understanding and analysis to the cause and effects of the increasing trend of disasters in Nepal </li></ul>
  9. 9. gaps … <ul><li>Lack of Participation: Vulnerable women, poor, children are not properly assessed during/post disaster situations in terms of equity and accessibility resulting to the increased drudgery and indebtedness for women in post disaster situations. </li></ul>
  10. 10. rights holders <ul><li>People affected by and Vulnerable to the types of Hazard and Risks are the Rights Holders for Emergency and Disaster. </li></ul><ul><li>The groups includes; the poor, women, children. Sometime the dwellers of a particular community or VDC could be the rights holders </li></ul>
  11. 11. positions <ul><li>POOR PEOPLE ARE ASSURED OF APPROPRIATE ASSISTANCE TO SURVIVE AND RECOVER FROM DISASTER : </li></ul><ul><li>Rights to life and livelihood (food, shelter, health & sanitation, water, clothing etc.) of each individual and community should be secure in circumstances of any emergency and disaster. </li></ul>
  12. 12. Positions … <ul><li>PEOPLE AFFECTED BY DISASTERS AS CITIZENS WITH RIGHTS – PEOPLE HAVE RIGHT TO PROTECTION TO HUMAN SECURITY AND TO ASSISTANCE BASED ON THEIR NEEDS: </li></ul><ul><li>Ensure government/agencies accountable to act immediately in emergency and disaster. </li></ul>

Positions … <ul><li>PROMOTE LONG TERM AND SUSTAINABLE SOLUTIONS THROUGH THE INTEGRATION OF HUMANITARIAN WORK AND ON-GOING DEVELOPMENT WORK: </li></ul><ul><li>Follow the human rights and humanitarian laws responding emergency and disaster, ensuring minimum Sphere Standards in emergency and disaster responses. Apply the &quot; Do no harm &quot; principles. Reduce vulnerability of the poorest and marginalized by the regular development interventions. </li></ul>
  14. 14. Positions … <ul><li>RIGHTS TO PARTICIPATE - PARTICIPATION OF PEOPLE AFFECTED BY DISASTER IN DECISION MAKING: </li></ul><ul><li>Work together with other stakeholders to fill the gaps. People affected by disasters particularly the most marginalized, can be actively involved in assessments, decision-making, and negotiation of their rights with the stakeholders. </li></ul>

Positions … <ul><li>CRITICAL ENGAGEMENT WITH THE PEOPLE AND INSTITUTIONS AT ALL LEVEL UPHOLDS SUCH RESPONSIBILITY AND GROW THE CAPACITY: </li></ul><ul><li>Educate, organize and mobilize the people towards reducing the risk through preparedness and mitigation of the hazards and secure sustained livelihood with dignified lives and addresses policies issues to assert the rights of the people in difficult circumstances (i.e. emergency and disaster). Develop resilience capacity of the community to coup with the hazards. </li></ul>
  16. 16. areas of intervention <ul><li>Since disaster increases the hardships of the poor and marginalized people, there is a great need to do the proper vulnerability analysis and support in enhancing the local capacity for disaster preparedness and response. In this regard, AAN would engage in building proper sensitivity on the issue with different stakeholders and work on enhancing their capacity. </li></ul><ul><li>Further areas of interventions are: </li></ul>
  17. 17. areas of intervention … <ul><li>Capacity Building: Ensure preparedness and availability of trained human resources in its working areas to assist the local government and communities in the event of major disasters, </li></ul><ul><li>Building alliances: Build the strong alliance and networks of the NGOs/CBOs and also with local government agencies (CDO/DDC/VDC) in order to have the effective respond during the rescue, relief, rehabilitation and preparedness works; and for the collaborative works, </li></ul><ul><li>Policy Influencing: Influence policy makers and media advocacy people for the rights of the disaster-affected poor people integrating Gender and Rights perspectives in the disaster works, </li></ul><ul><li>Emergency Response: Respond and support vulnerable communities by implementing the relief, rehabilitation and preparedness works as and when necessary, </li></ul><ul><li>Knowledge Management : Share the key learning and practices with other country programs especially within AA Asia. </li></ul>
  18. 18. strategy <ul><li>Advocating the need for the effectiveness of the disaster response including the short and long-term plan with government, donors, non-governmental organizations and the public, by establishing the co-ordination systems among the agencies working in disaster management </li></ul><ul><li>Hazards mapping and vulnerabilities assessment of the disaster prone areas and advocate for the necessary mitigation measures, </li></ul>

Strategy … <ul><li>Strengthening the organizational capacity at national and local levels for effective disaster preparedness, </li></ul><ul><li>Improving the ability of vulnerable communities to cope with disasters through community-based disaster preparedness strategies, </li></ul><ul><li>AAN will adopt and apply the standards set by the Red Cross, Sphere Project for its operation and Nepal government rules and regulation in EMERGENCY RESPONSE. </li></ul>
  20. 20. expected outcomes <ul><li>Community level: Most of the poor and marginalized people become aware on the issue of emergency and disaster preparedness. They will be trained to combat with emergency and disaster through adequate preparedness at VDC level committee/networks. Linkage and coordination, Networking at VDC/DDC level to cope with emergency and disaster. </li></ul><ul><li>National level: There will be a strong commitment of the government and the responsible agencies on the emergency and disaster management issues. This will be reflected through the policies and acts pertaining to emergency, relief and rehabilitation. </li></ul>
