  3. 3. • The EDEN Special Interest Group (SIG) on Technology Enabled Learning (TEL) and Quality Enhancement (QE) was official launched during the EDEN Conference in Jönköping 13-16 June 2017. During the EDEN conference EDEN showed its competence and activities in the field of TEL and QE. According to Commonwealth of Learning (COL), Technology- enabled learning aims to focus on increasing access to quality teaching and learning by supporting policy formulation and innovation in the application of ICT in education, and the development of ICT skills. TEL includes a wide range of technologies for teaching and learning: online access, mobile devices, and low-cost technologies such as audio and video, radio and TV. The term technology-enhanced learning (TEL) is used to describe the application of information and communication technologies to teaching and learning. • Explicit statements about what the term is understood to mean are rare and it is not evident that a shared understanding has been developed in higher education of what constitutes an enhancement of the student learning experience (Kirkwood & Price, 2016) .   8. 8. TEL-What is it about? • Technology-Enabled Learning (TEL) describe the use of technology to support students’ learning. Using this term makes it possible to avoid potential ambiguities and differing interpretations of the process. The word enabled refers to facilitation: learning is made possible by the use of technology. It does not imply the value judgment that the word enhanced necessitates. • Technology-Enabled Learning is just about making learning possible, whether that means different ways of serving existing learners or, potentially, providing opportunities for learners who were previously regarded as being “out of reach” — that is, those learners who typically have little to no access to educational opportunities because of a variety of circumstances (Kirkwood & Price, 2016, p2).
