Six “Too’s” and Immodesty
In 1 Timothy 2:8, Paul gave God’s inspired “will” that men pray every where
(in every place) with holy hands raised. The context of verses 8-12 implies that
the matter under consideration is of conduct by men and women in public worship.
In verse 9, he turned his attention to the divine “will” regarding the conduct of
women especially in (but not limited to) said public services.
He focuses in particular on the “adorning” of women in the assembly. The
outward efforts of the Christian lady to adorn or beautify herself is described by
such words or expressions as “adorn,” “modest apparel,” “shamefacedness,” and
“sobriety.” Women professing godliness should not be concerned so much with an
elaborate hair style, eye-catching jewelry, and expensive clothing, although there is
nothing wrong with a woman wearing nice, attractive, yet modest clothing and
accessories. Her professing personal godliness should not only give attention to
dressing in a modest and appropriate manner, but she should “adorn” herself in
good works. Peter describes some aspects of spiritual and moral “adorning” in 1
Peter 3:1-6 by her pure manner of life; having an incorruptible heart; possessing a
meek and quiet spirit; and being in sweet subjection to her husband.
The words “adorn” and “modest” both come from the same Greek word
kosmos, which means, “harmonious arrangement, to put in proper order, of good
behavior, etc.” The word for “shamefacedness” (shamefastness in ASV) is the
strongest word for modesty. It is a sense of shame, modesty, or demeanor of a
woman, in particular. It is the sense of modesty which is “fast” or rooted in one’s
character. Shamefacedness would always restrain a good person from an
unworthy or inappropriate act. “Sobriety” is soberness, sound judgment, or
habitual inner self-government. It is a constant reign over desires which would
hinder one’s goal or purpose in mind.
Now, what about the “Too’s” of immodesty? Well, the dress of a woman can
be (1) too extravagant, (lavish or excessive). In addition, a ladies’ dress can be
immodest by being (2) too revealing. Greek and Roman women once wore a long
garment called a “stola” which reached near her feet. It was a simple, modest,
elegant and attractive garment. In time, however some cut the dress along both
sides to above the knee. This was called “showers” (discoverers) of the thigh” and
was regarded as immodest.

Thirdly, a garment can be regarded as
immodest by being (3) too tight, revealing the
feminine form, even if covered. This could easily
encourage the “looking on a woman to lust after
her” that Jesus condemned in Matt. 5:28. We
could judge a dress/skirt as being immodest if it
were (4) too high (from the floor). Or, it could be
said that the skirt was too short. (Several years
ago, some men of a congregation told the elders
that they could no longer serve the communion
trays in the congregation because so many of the
“sisters” were wearing short dresses, and when
they were seated, the dress or skirt was simply
even more revealing.)
Some garments can be made immodest by
being made of material that is (5) too thin, the
“see through” quality sometimes being a problem.
Finally, a dress or blouse can become immodest
by being (6) too low (or revealing to the upper
part of the body). Yes, men have the
responsibility not to “look with lust” (Matt. 5:28),
but women can help their Christian men to
maintain moral purity by dressing modestly, yet
in an attractive way.
