  3. 3. Education <ul><li>Universal Education was a product of Mass society </li></ul><ul><li>Prior to this only the wealthy were educated </li></ul><ul><li>Need for skill workers drove this change </li></ul>
  4. 4. Suffrage expands <ul><li>Great Britain gives right to vote to all men over 21 and women over 30 </li></ul><ul><li>In 1875 France establishes a new constitution created the French Republic called the Third Republic </li></ul><ul><li>Starts Universal male suffrage </li></ul>
  5. 5. The Old Order <ul><li>Germany is united under Otto von Bismarck </li></ul><ul><li>Conservatives use expansion aboard to distract people from seeking democracy at home </li></ul><ul><li>Austria-Hungary is form in 1867 </li></ul><ul><li>Has many domestic problems from groups like Czechs, Poles, and Slavic's who wanted freedom </li></ul>

International Rivalries <ul><li>Bismarck feared an anti-Germany alliance by France </li></ul><ul><li>Creates Triple Alliance with Austria-Hungary and Italy in 1882 </li></ul><ul><li>Bismarck then pursued a foreign policy to increase German power </li></ul><ul><li>William II takes power in Germany and drops treaty with Russia </li></ul>
  7. 7. Triple Entente <ul><li>Great Britain, France, and Russia form an Alliance to counter the Triple Alliance </li></ul><ul><li>Europe is now divided into two uncompromising camps </li></ul><ul><li>Events in the Balkans will move the world to war </li></ul>

Crisis in the Balkans <ul><li>As the Ottoman Empire declined Balkan provinces gain freedom </li></ul><ul><li>Russia and Austria see a chance to gain territory </li></ul><ul><li>Austria annexed Bosnia and Herzegovina </li></ul><ul><li>This outrages the Serbs and their Russian Allies </li></ul>
