They include any tools, materials, or techniques used to support access to knowledge. (Unesco 2002-Forum l'impact des logiciels de cours libres pour l’enseignement supérieur dans les pays en voie de développement) .
  3. 3. Concepts <ul><li>Open: o-decade (open source, open systems, open standards, open archives, open everything). Before 1990 we were in the e-decade.  </li></ul><ul><li>Educational: we don´t refer only to formal education, when it comes to OER the objective is to achieve personal and social development. </li></ul><ul><li>Resource: is a source or supply from which benefit is produced. </li></ul>
