  • IASC (UN, NGO consortium, IOM, WB, and RC/RC movement) – NOT a UN concept but discussed, developed, and agreed by wider humanitarian community! All actors are committed to coordinating effectively and developing operational complementarity (while of course respecting mandates, obligations, independence, and specific ways of working of each partner) PoP (GHP 2007): transparency, equality, responsibility, complementarity, and results-oriented approach Transparency: Achieved through dialogue and info-sharing, communications to increase trust Equality: Mutual respect regardless of size and ‘power’ Responsibility: Integrity and ethical obligations, commit only if have means/skills Complementarity: Build on comparative advantages / strengthen local capacity Results-oriented: Reality based and action-oriented / based on capacities Challenge now is to build on achievements to ensure we are delivering a better ‘product’ and responding to needs of the most vulnerable – IMPACT on affected population! Need to: - strengthen accountability frameworks - build partnerships - ensure more equitable access to funding - strengthen preparedness
  • There are many agencies and groups… each with different skills and experiences – different reach as well. Many have years of experience managing emergencies, doing preparedness and providing assistance. All understand need to support national governments The NGO world in particular has expanded enormously – and it’s become clear in the past 15 years that more coordination was needed.
  • The first 24 hours crucial – local communities will likely be on their own. Community-based groups will be a natural partner for external assistance. If communities can express their needs in a coherent, organised fashion, the humanitarian community will better be able to respond.
