Territorial context <ul><li>Tuscany is a Region of central Italy, with a geographically varied territory (mountains, cities, rural areas, coast lines, and islands) </li></ul><ul><li>Tuscany has: </li></ul><ul><li>3,730,130 inhabitants </li></ul><ul><li>287 municipalities </li></ul><ul><li>138 municipalities with less than 5,000 inhabitants </li></ul>

E-government policies <ul><li>The PAAS Network was born in Tuscany in 2005, as a regional initiative to guarantee access to information, e-services and the participation of everyone. </li></ul><ul><li>The need of this kind of network was identified in a statistical survey conducted in 2003 by the Tuscan Region: </li></ul><ul><li>45% of Tuscan families owned at least one PC, </li></ul><ul><li>only 36,6% of them had Internet connection. </li></ul><ul><li>The Tuscan Region created three action lines for the promotion of e-government and e-services: one for the Public Administration, one for Businesses and one for Citizens. </li></ul><ul><li>The last one aimed to increase access to services. </li></ul>

The PAAS Network: against the digital divide, for digital citizenship <ul><li>The Paas network is an implementation of Regional Law for the promotion of electronic administration and the information society </li></ul><ul><li>The Paas Network is a network of 274 Assisted Access Points to Services (and Internet) spread throughout Tuscany. </li></ul><ul><li>The PAAS Network was born on 2005, and many citizens have been involved since its first months of activity </li></ul>

Some numbers <ul><li>159 involved Municipalities against 287 municipalities in Tuscany </li></ul><ul><li>274 active PAAS </li></ul><ul><li>Over 260 Volunteer groups </li></ul><ul><li>Over 1.300 Volunteers </li></ul><ul><li>Over 50.000 citizens registered </li></ul><ul><li>Over 500.000 accesses registered by regional monitoring system </li></ul>

Common identity of the Network <ul><li>General functions : </li></ul><ul><ul><li>Being open to everyone </li></ul></ul><ul><ul><li>Breaking down every sort of digital divide (social and/or cultural provision, age, origin) </li></ul></ul><ul><ul><li>Guaranteeing access to information </li></ul></ul><ul><ul><li>Promoting social inclusion </li></ul></ul><ul><ul><li>Involving disadvantaged people </li></ul></ul><ul><ul><li>Promoting digital citizenship </li></ul></ul><ul><ul><li>Access Points differs from “Internet Points”, because they have different identity, functions and purposes. </li></ul></ul>

Individual function of PAAS <ul><li>Each PAAS has its own: </li></ul><ul><ul><li>Localization: Association’s offices, libraries, senior citizens centers, young people centers, “Red Cross” points, information centers, local government offices </li></ul></ul><ul><ul><li>Target: senior citizens, young people, migrants, tourists, students, women, citizens </li></ul></ul><ul><ul><li>Activities and services : related to target and localization </li></ul></ul><ul><li>In small villages, PAAS often make up for infrastructure deficiencies of the territory and address all targets. </li></ul>

Actors <ul><li>The Paas network is funded by Tuscan Region , supporting general organization and providing technological infrastructure </li></ul><ul><li>Municipalities manage local organization and are answerable to Region for Access Points in their territory </li></ul><ul><li>Volunteer Associations organize activities, give basic training and assist citizens to acquire knowledge and self-sufficiency in accessing the Internet and using informatics tools </li></ul><ul><li>Volunteers play a relevant social role, getting citizens in contact with local government, improving participation and facilitating social integration using ICT </li></ul>

Access Points as Living Labs <ul><li>Access Points can be used as Living Labs to test and diffuse new technologies and platforms: </li></ul><ul><li>In 2008 20 selected Access Points were involved on Tell Me Project (funded by EU) and debated on-line about Regional Participation Law </li></ul><ul><li>The Access Point Network joined in five Electronic Town Meetings, discussing Participation Law (2006), Health Public Handling Charge (2007), Climate Change (2008), Urban Security, Landscape (2010) </li></ul>

Access Points as Living Labs <ul><li>Tuscan Region is going to distribute to citizens the ”electronic sanitary card” and the Paas Network is getting ready to inform citizens, promote the use of smart card, test correct working and test citizens’ liking </li></ul><ul><li>Moreover, Tuscan Region is working to “Citizens’ regional portal”: citizens can access by smart card and can pay their regional and local taxes, find information about their wage slip, send certified mail to public administration. </li></ul>

Access Points and e-participation <ul><li>On 2009, Tuscan Region funded the opening of 36 new Paas in 36 mountain municipalities interested in developing participation activities. </li></ul><ul><li>The Access Points have to use a participation portal and every municipality can personalize it. </li></ul><ul><li>Thus, people of rural and mountain villages have the opportunity to participate to public decisions and local council have the opportunity to test citizens’ liking and improve contact with community members. </li></ul>

Every PAAS is… <ul><li>a place to reduce the digital and social divide </li></ul><ul><li>a place to promote social integration of migrants, by implementing informative tools and user-friendly applications already developed by Public Authorities </li></ul><ul><li>a place to allow citizens participation in the decision-making process of Local Authorities, by discussing local public budgets, using specific software </li></ul>
