Suggested Organisation Structure Level Resource persons & indicative compensation Desirable numbers Desirable qualifications Responsibilities L 0 GP level (MGNREGA Minimum wage per day) 4-5/ GP From among labourers, must be literate Shall be trained in verifying records & works L 1 Block Level (Rs.5000-Rs.8000/- P.M) 2-3/block Inter/Graduate , with minimum 3-5 yrs grassroots experience with CSOs Identify & train GP level Resource Person and guide them during the SA verification process L 2 District Level (Rs.8000-Rs.12,000/- PM) 1-2 per district Graduate with minimum 5-8 yrs grassroots experience with CSO Identify , train Block & GP level Resource Person, and anchor the SA Team of the District L 3 State Level (Rs.16000- Rs.20000 P.M) 7-10 Post-Graduate with minimum 8-10 yrs grassroots exp with CSO Monitor the SA process across 2-3 districts

Process @ State level <ul><li>PREPARATORY PHASE– </li></ul><ul><li>Drawing up the Monthly Schedule & intimating the Districts </li></ul><ul><li>Identification & Recruitment of State & District level Resource Persons </li></ul><ul><li>Preparation of Training Manuals and Modules </li></ul><ul><li>Training the State and District teams through Pilot Audits </li></ul>

Pre-Audit Process at District Level <ul><li>Identification & Selection of Block and GP level Resource Persons </li></ul><ul><li>Facilitate making record available by Programme Officers to Resource Persons </li></ul><ul><li>Training of Block Resource Persons through pilots audit process – includes verifying records & inspection of work-sites </li></ul>

DURING AUDIT PROCESS <ul><li>Mobilization of Labourers in villages using communication tools (slogans, songs etc) </li></ul><ul><li>Verification of documents by visits: door to door </li></ul><ul><li>Work-site verification </li></ul><ul><li>Focused group discussions at ward level </li></ul><ul><li>Collecting evidence, filling out Social Audit Format </li></ul><ul><li>Conducting Gram Sabhas </li></ul>

POST SOCIAL AUDIT PROCESS <ul><li>Conducting a cluster level Public Hearing </li></ul><ul><li>Reading out Social Audit Reports in Public Hearing </li></ul><ul><li>Hearing to be attended by elected members of block panchayats, implementing agency, Disbursing Agency & labourers </li></ul><ul><li>Hearing to be presided over by officer nominated by DPC </li></ul><ul><li>Recording the recommendations and decisions by Presiding Officer </li></ul>

FOLLOW-UP PROCESS <ul><li>Setting up of independent State & District Vigilance Units </li></ul><ul><li>Responsibility of SA follow up lies with the Vigilance Units </li></ul><ul><li>Disciplinary & other action as per existing Rules </li></ul><ul><li>Preparation of ATR & communicating it to Government </li></ul><ul><li>State Council to monitor action taken and incorporate in report to Assembly </li></ul>
  10. 10. ESTIMATED COSTS Estimated cost: 0.5- 0.75 % of total expenditure (includes establishment expenditure of State & District level units, Stationary, Photocopying. Travel etc) States to send to MoRD their annual budget proposals
  11. 11. Concurrent SA <ul><li>Wall paintings in Public place at Habitation and GP level </li></ul><ul><li>Reading out to the labourers and pasting the Muster Rolls in the Gram Panchayat every month </li></ul><ul><li>Follow-up Action to be initiated on all complaints and grievances </li></ul>
