• The extension was announced by the UK Prime Minister
David Cameron and Indian Prime Minister Manmohan Singh
in July 2010
• Both Governments confirmed funding to support the
programme
• The programme would continue from 2011 till 2016
This new phase of the programme comprises of four strands of
education collaboration covering:
1. Leadership Development
2. Innovation Partnerships
3. Skill Development
4. Enhancing mobility
4. Funding and eligibility

MHRD, Welsh Government, Scottish
Government (exact amount TBC). £5m
year 1, £17m over 5 years
UKIERI is a UK wide initiative and
institutions/organizations from all parts of
the UK are eligible to apply.

generation of leaders
Objectives:
• To enhance the capability of institutions through the
development of leadership initiatives
• To increase the capacity of individuals to ensure they
have the relevant leadership skills

staff to build capacity and develop academic leadership

14. UKIERI Strand 1
Leadership Development: Enhancing
capacity of individuals and institutions on
leadership skills for future
Objective:
• To increase leadership capacity in schools and develop and deliver a
programme that will meet the needs of the Indian education system.
• To develop an academic HE leadership programme that provides core
knowledge and skills required to become an effective leader and link
centres of excellence of Higher Education, both India and the UK.
• To develop an academic FE leadership programme that provides
knowledge and skills required for institutional leadership in Further
Education institutions and colleges and thereby creating sustainable
linkages between India and the UK FEIs.

16. School Leadership Programme
Key points to remember for bidding
• It aims to build a sustainable school leadership development
programme in India through training headteachers/vice principals and
school administrators through a contracted partner
• Contractor will devise and deliver a training programme for 125 Indian
applications and 250 in Year 2
• Contractor should identify & engage appropriate institutions as Indian
partner to deliver aspects of developing and delivering the programme
• Ensure cascade directly with a 1:10 ratio
• Proposed start date for implementation is September 2011
17. HE Leadership Programme
Key points to remember for bidding
• It aims to develop an academic leadership programme that provides
core knowledge and skills for becoming effective leader and increase
leadership capacity in Higher Education Institutions in India
• Contractor will devise and deliver a training programme for 125 Indian
applications and 100 in Year 2
• Contractor should identify & engage appropriate institutions as Indian
partner to deliver aspects of developing and delivering the programme
• Ensure cascade directly with a 1:5 ratio
• Proposed start date for implementation is September 2011

Innovation Partnerships: Providing
opportunities for institutions to collaborate
on innovation and thematic partnerships
Objectives:
• To encourage and support the development of the 14 ‘Innovation
Universities’ in India.
• To encourage the development of sustainable partnerships and
collaboration that involves joint research and innovation through
Innovation Centre Partnerships.
• To support the development of new, and sustainable, institutional
partnerships between UK higher education and Indian institutions
across themes including Science & Technology, Arts & Humanities.
• To establish Tripartite Partnerships between US/UK/India through
research collaboration and science and technology partnerships

20. Thematic Partnerships
• The strand activity will strengthen engagement and
encourage future potential collaborations between the
Indian and UK higher education institutions and
further education institutions by facilitating
collaborations on innovation.
• Will fund Collaborative research, including mobility of
PhD and post docs
• All themes are eligible to apply
• Direct costs of staff time, administration, equipment
and overhead costs are not included in the grant
funding
• Duration of partnership may not be lower than 12 nor
exceed 24 months
• Value or each partnership funded would not be
greater than £40,000 per project proposal
21. Thematic partnerships
All applications should support the concept of
innovation through:
• Activities that enables solutions/inventions that
have an impact on social and / or economic
value
• Activities towards development of new
processes or structures and
organisational creativity
• Activities that facilitate networks between
universities, industry, users and regulators
• Activities that facilitate exchange of innovations
between public and private sectors
22. Eligibility and Duration
The programme is open to all UK HEIs
and India’s HEIs recognized by University
Grants Commission. The Project Leaders
must be of at least postdoctoral status or
equivalent.
Each project must be a joint submission by
the UK and Indian teams, through their
institutions and endorsed by the respective
heads of institutions.
23. What can be funded?
• Activities that foster collaboration, training and work on a
collaborative research project in the specified
theme/themes;
• Costs associated with activities to disseminate findings;
• Clear staff development and training arrangements that
support and develop those involved with the programme
at both ends of the partnership;
• Activities that support blended teaching methods (e.g.
face to face delivery, block learning / travelling teacher,
distance learning, e-learning;

• Costs for Staff and Postdoctoral Research Fellows’ (or
equivalent) exchanges: to include travel related and
accommodation costs;•
• Costs for Research students (UK to Indian and India to
UK): to include travel related and accommodation costs
and some contribution to research student fees;•
• Reasonable costs directly associated with the research
activities e.g. reagents and other consumables, travel for
field work etc;•
• Reasonable costs for attendance at conferences and
seminars directly associated with the research
activities;The funds are not intended to contribute
towards the direct costs of staff time associated with the
projects nor for administration or other overheads.
25. Innovation Centre and University
Partnerships
The Indian government is working on a regulation for
innovation universities. We hope to open a call for
collaboration with these universities at some point during
the life cycle of UKIERI2
26. DST Thematic Partnerships
• Will be announced later this year
• Aimed at research partnerships and promoting and
assisting PhD and post-docs in India and the UK to
undertake short visits to work on research projects.
• Subject areas identified as DST priorities:
• Stem cell and animal biotechnology
• Next generation networks and telecoms
• Advanced materials including nanotechnology
• Weather science and climate change
• New energy technologies

Skills Development: Enhancing UK India
collaborations in skills development
Objectives:
• To provide opportunities to organisations/consortia for training
need identification and for delivery of training and setting up of Centres
of Excellence in partnership with industry bodies/SMEsTo ensure
skills’ providers and other bodies in the UK and India are better
equipped to work with each other
• To enable the development of a strong Indian sector skills
infrastructure focusing on employer engagement approaches,
developing curriculum and qualifications, certification and assessment
etc
• To provide travel grants to facilitate partner finding and working on
a full grant proposal

29. Skills Travel Grant
Key points to remember for bidding
• Purpose to facilitate finding suitable partners and developing business
models for submitting full grant applications in future years
• The strand activity aims to facilitate organisation/institutions in partner
finding and developing models for collaboration for future activities
under the two sub activities of Skills strand
• Events/ tours would be organised in conjunction with relevant India/ UK
sector stakeholders.
• Each application must be endorsed by the respective project lead and
the head of lead organisation/institute.
• Value for each travel grant will not be more than £1500 for individual
institution/organisation and not more than £ 3000 for consortia of
institution/organisation
30. Collaborative Skills Pipeline
Key points to remember for bidding
• Bids sought from consortia of TVET institutions including partners from
industry
• The strand activity aims to support the development of key infrastructure
elements with focus on strengthening Sector Skills Bodies and their
engagement with industry/business
• Activities to support curriculum development, National Occupational
Standards (NOS), National Vocational Educational Framework (NVQF),
Labour Market Information System (LMIS), training of trainers,
certification, quality assurance, certification & assessment etc covered
under the funding.
• Involvement of SMEs, Industrial Training Institutes (ITIs), polytechnics
will be an added advantage
• Duration of partnership may not be lower than 24 nor exceed 36
months
• Value or each partnership funded would not be greater than £65,000 per
project
31. Institutional Capacity Building
Key points to remember for bidding
• The strand activity aims to build capacity and provide support to
vocational education institutions through training and development of
teaching/training staff
• Activities to support curriculum development, quality assurance, training
of trainers, certification & assessment in line with sector skills councils
• Duration of partnership may not be lower than 24 nor exceed 36
months
• Value or each partnership funded would not be greater than £45,000 per
project proposal

Enhancing mobility: Fostering
student mobility and mutual

Objectives:
• To develop policies/framework to support mutual recognition and
equivalence of learning and achievement

34. Joint Masters & Split site PhDs
Key points to remember for bidding
• The strand activity aims to support development & delivery of joint
master programme with dual degree and split PhD’s through institutional
partnerships
• Programmes that encourage UK students to spend time in India and
vice versa would be strongly encouraged
• Programmes of study delivered entirely online or through distance
learning will not be valid for funding
• Duration of partnership may not exceed 36 months
• Value or each partnership funded would not be greater than £40,000 per
project proposal
35. Work Placement Programme
Key points to remember for bidding
• The strand activity aims to provide recently qualified graduates from the
UK, an opportunity to live and work in India for up to one year through a
contracted partner
• Contractor to devise and deliver a programme for 50 graduates over two
years to participate in paid work placements in India
• Contractor should have a UK partner who can deliver, market the
programme across UK HE and FE institutions
• Proposed start date for implementation is September 2011
36. India UK Staff Exchange Programme
Key points to remember for bidding
• The strand activity aims to promote staff exchanges between
Higher Education/Further Education (HE/FE) institutions and
schools across India and the UK for up to 4 weeks to share and
deliver best practices on curriculum and pedagogy
• The programme would work for enhancing capacity of teaching
staff in Higher Education/Further Education (HE/FE) institutions
and schools who would directly further cascade and implement
the learning’s from each others education system.
• All the exchange visits should complete by 31 May 2012
• Value or each exchange visit would not be greater than £3,000
per proposal
37. Activities that the funding
will cover
• Activities that support working in collaboration to enhance the
sensibility and awareness raising for different cultures and working
methods as a result of training on the job in a totally different
environment
• Activities that support exchange of knowledge and different
experiences at international level;
• Activities that reflect one’s own work, methods, projects etc. as
result of the possibility to compare it
• Activities that help to introduce new ideas, knowledge and
collaboration and work towards curriculum development
• Activities that support cascade to train other faculty/staff as
multipliers who disseminate good practise and new methodology etc
The funds are not intended to contribute towards the direct costs of
staff time associated with the projects nor for administration or other
overheads.
38. UKIERI Call for Bids: Application Process
– TORs have been published for those activities
which will not be delivered through the UKIERI
Secretariat directly. These activities will be
delivered through Indian and UK contractors who
will jointly design and deliver the programme.

those activities which will be directly delivered
though the UKIERI Secretariat. The basic
requirement for the joint application is that there
needs to be a UK and an Indian partner for the
project.

40. Instructions for Joint Application Form
– To access the online application form the email addresses of both the UK
and Indian Lead Partners (the joint applicants) are required. One applicant
should register the addresses of both parties
– A single username and password will then be sent to both applicants which
should then be used to access and complete the joint application form
– You are strongly advised to download and read the Guidelines and sample
application form before deciding whether or not to register your partnership
– All applicants can apply to a minimum of 1 and a maximum of 4 activities
mentioned above, with the same partner. However if the lead partners are
different, a new login needs to be created
41. Instructions for Joint Application Form
– Both applicants will be able to edit the form and only one would be allowed
submission on behalf of the two partners
– The application form can be saved between edits, but should not be
submitted until it is complete. If you are applying for more than one sub
strand activity, you can simultaneously access the different forms and save
them with the same login if the lead partners are same
– Please ensure that you save the form at regular intervals to avoid loss of
data. If the application is left idle for too long it will automatically log out and
any unsaved data will be lost

Q How many strand activities am I eligible to apply for?
A Minimum of one and a maximum of five with the same partner in case of joint online
application forms whereas no restriction on submission of bids under activities
announced through ToR’s.
Q Are institutions from Northern Ireland, Scotland and Wales eligible to apply?
A Yes. UKIERI is a UK wide initiative and institutions/organisations from the devolved
administrations are eligible to apply.
Q Is there a restriction on the number of partners I can work with?
A There needs to be a lead partner each in India and the UK. No restrictions on the
number of other partners.
Q Will UKIERI help me touch base with a potential partner in India or the UK to
jointly submit a proposal?
A UKIERI supports a number of policy dialogue events and networking opportunities
for various stakeholders to come together and work in all sphere of education.
