  6. 6. Producers’ Representation in the CDCAProducers’ Representation in the CDCAAntioquia Departmental Cinematography CouncilAntioquia Departmental Cinematography CouncilCompetitiveness FirstCompetitiveness First“Speaking of Colombian cinema, there can be films, but there are nocoherent looks and many images appear dispersed and contrived, asthey are only caricatures or sketches of a reality not explored, which hasactually not touched their directors or actors, in a nation without a filmtradition beyond the conscientious work of a few. The history of a countrywithout a consolidated experience in film education, and with a televisionindustry which has rarely risked using a film grammar in its products or tobroadcast the work of Colombian filmmakers are facts that we mustweigh in when considering the necessary actions to emerge frombackwardness and support a rational state policy in favor of filmmakers.”-David Cardona-National PhotographicNational PhotographicNATPHONATPHOReal Colombia ImagesReal Colombia Images
  7. 7. Competitiveness FirstCompetitiveness First“Thus, the current film promotion model does not transcend a scheme of favoringproduction as a way to execute a yearly budget, while filmmakers tend to work inisolation, sidestepping the work of formulating collective strategies that allow for thecapture of an unending wealth of images in the metropolitan and rural areas ofColombia. This wealth waits to be discovered through the systematic work ofelaborating a precise shooting script and a realistic budget, without ignoring theaesthetic concerns underlying the demanding enterprise that film work constitutes. This way, it is possible to envision a current dynamic in the Colombian film industrycentered on a model based on spending public monies by making films, all in thename of a non-existent national cinema.”-David Cardona-National PhotographicNational PhotographicNATPHONATPHOReal Colombia ImagesReal Colombia ImagesProducers’ Representation in the CDCAProducers’ Representation in the CDCAAntioquia Departmental Cinematography CouncilAntioquia Departmental Cinematography Council
  8. 8. Competitiveness FirstCompetitiveness First“Film promotion funds can achieve success indicators to the extent that theyprovide the means to make movies, but success in delighting the audience andproviding aesthetic pleasure through film is not dependent on subsidies, even ifpeople were paid to go to film theaters. It is necessary to create such conditionsthat aesthetic concerns and quality of production become a standard, commonfactor, with or without state subsidies. That is, competitiveness beforecompetition.”-David Cardona-National PhotographicNational PhotographicNATPHONATPHOReal Colombia ImagesReal Colombia ImagesProducers’ Representation in the CDCAProducers’ Representation in the CDCAAntioquia Departmental Cinematography CouncilAntioquia Departmental Cinematography Council
  9. 9. The main purpose of this enterprise is to represent film producers in thedevelopment of the proposed Action Plan, with special emphasis on developing asupply chain for this industrial sector. Our priority, within the “Luis AlbertoAlvarez Córdoba, In Memoriam” Audiovisual Network is to create in Medellín aCinema Cluster that will make of Antioquia a producer of quality films andinternational appeal, along the axis constituted by such metropolitan centers in ourhemisphere as are Vancouver, New York City, Los Angeles, Miami, Havana,San Juan de Puerto Rico, Mexico DF, Panama City, Caracas, Cartagena,Medellín, Bogotá, Cali, Quito, Lima, La Paz, Rio, Buenos Aires, Punta delEste and Santiago de Chile.National PhotographicNational PhotographicNATPHONATPHOReal Colombia ImagesReal Colombia ImagesProducers’ Representation in the CDCAProducers’ Representation in the CDCAAntioquia Departmental Cinematography CouncilAntioquia Departmental Cinematography Council

Among several actions already undertaken, three actions will beintegrated with other agents in order to develop:- A platform of business and cooperation among the sector’s agentsregarding global IC and VT.- A Business Fair (Rueda de Negocios) in Medellín and Antioquia.- A bio-system for a global community and a digital platform toadminister image generation and other associated processes thatcomplement film.National PhotographicNational PhotographicNATPHONATPHOReal Colombia ImagesReal Colombia ImagesProducers’ Representation in the CDCAProducers’ Representation in the CDCAAntioquia Departmental Cinematography CouncilAntioquia Departmental Cinematography Council
  11. 11. Additionally, we aim for the establishment of an axis that includesLatin America and the Iberian Peninsula with the rest ofEurope, India, Asia, the Pacific Region and Africa, as parts ofa global strategy to integrate the non-English-speaking Filmindustry of Medellin with those of Rio, Martinique, Quebec,Portugal, Galicia, Berlin, Budapest, Paris, Warsaw,Bucharest and Rome, among other cities and regions, including the Middle Eastern ones.National PhotographicNational PhotographicNATPHONATPHOReal Colombia ImagesReal Colombia ImagesProducers’ Representation in the CDCAProducers’ Representation in the CDCAAntioquia Departmental Cinematography CouncilAntioquia Departmental Cinematography Council

  22. 22. Cluster de CineCluster de CineMEDELLÍNMEDELLÍNCinema ClusterCinema ClusterThe Right Question About the ClusterThe Right Question About the ClusterAfter identifying a cluster it is necessary to build up the sectors based ondifferentiation and exclusive processes. Here it is important to ask the followingquestion:“¿Why does a nation become the site of successful international competitors in agiven sector? Or to ask it in a slightly different way: Why can the companiesworking in a particular nation create and maintain a competitive advantage againstthe best world competitors in a given field? And Why is a nation often the site of somany world leaders in a given sector?” (Porter, 1991, p.2)Considering these questions helps us to establish lines of thought and action thatwill enrich the value chain associated to our business.Un Lugar para el MundoUn Lugar para el MundoANTIOQUIAANTIOQUIAA Place for the WorldA Place for the WorldNational PhotographicNational PhotographicNATPHONATPHOReal Colombia ImagesReal Colombia Images
  23. 23. Cluster de CineCluster de CineMEDELLÍNMEDELLÍNCinema ClusterCinema ClusterThe Right Question About theThe Right Question About the ClusterClusterIt is fundamental to always consider the fact that the question “Whatdo we need to do so that companies will settle in our region?” is notappropriate, since it loses all validity in the absence of the conditionsthat allow for wealth creation from the entrepreneurial actions ofbusinesses in the region, whether they are local or foreign. Inaddition, the leadership role, that is, the ability to transform a givenbusiness sector, becomes vital as a commitment and goal.Un Lugar para el MundoUn Lugar para el MundoANTIOQUIAANTIOQUIAA Place for the WorldA Place for the WorldNational PhotograpicNational PhotograpicNATPHONATPHOReal Colombia ImagesReal Colombia Images
