- Ik zal het eerst even hebben voor een aantal belangrijke Brusselse uitdagingen. Ik begin waar het voor ons allemaal begon: in de kribbe. Om het met Bill Clinton te zeggen: it’s the demography, stupid. Het is de demografie, dommerik Wie regelmatig in Brussel komt, kan het niet negeren: er zijn ongelofelijk veel jonge kinderen en baby’s. De Brusselse bevolking is de jongste van heel België. Gemiddelde leeftijd: 37 jaar!! (Veel jonge mensen maar ook veel ouderen: vergrijzing binnen de vergrijzing. Ook het aantal 80 plussers stijgt enorm.) Tussen 1994 en 2014 kwamen er een stevige 200.000 nieuwe Brusselaars bij. Dat is een stijging van 23 procent. En tegen 2020 komen er misschien nog eens 200.000 bij.
- Ik ga er graag nog even in detail op in. Als de vraag naar woningen het aantal woongelegenheden begint in te halen, krijg je natuurlijk onvermijdelijk een stijging van de prijzen
- Ik ga verder met wat het allerbelangrijkste is voor ons gewest. We hebben drie prioriteiten: jobs, jobs en nog eens jobs. 26,5% van de Brusselse minderjarigen leeft in een huishouden zonder betaald werk. Eén op 3 Brusselse jongeren zit zonder werk; de helft van de jonge werklozen heeft geen diploma SO; 90% is eentalig Franstalig. (in Antwerpen overigens 28% van de jongeren zonder werk). Eén op vijf Brusselse werkzoekenden is langer dan 5 jaar werkloos. Dat zijn dramatische cijfers. Maar dankzij de zesde staatshervorming hebben we betere activeringsmogelijkheden en kunnen we beter ingrijpen via Actiris. Zo daalde de Brusselse werkloosheid in 2015 met maar liefst 6,7% tot 18,3% van de beroepsbevolking. De jeugdwerkloosheid daalt al 31 maanden op rij tot 26,8%. Voor het eerst zijn er minder dan 100.000 werklozen in Brussel. We geven een jongerengarantie. Dankzij die jongerengarantie kunnen jongeren die vier maanden na dat ze gestopt zijn met studies of dergelijke aan een baan, voortgezette scholing, een plaats in het leerlingstelsel of een stage beginnen.
- Smart city today
- En dan komen we bij onze troeven. Het citaat dat u hier kunt lezen, komt uit de Engelse zakenkrant, de Financial Times, van een anonieme hoge ambtenaar bij de Europese Commissie. Het is op zich een mooi compliment maar eigenlijk willen we niet het nieuwe Berlijn worden, we willen een beter en slimmer Brussel, een referentie op ons zelf worden! En we timmeren hard aan die weg, hierboven ziet u al een aantal imponerende cijfers, al hebben we nog meer ambitie en willen we bij de top vijf van Europa komen voor Smart Cities.
- Hoe kunnen we die Smart City waar maken? Zoals Abraham Lincoln ooit zei: “that government of the people, by the people, for the people, shall not perish from the earth.”. Er is vroeger vaak beslist over de hoofden van de Brusselaars heen, dankzij het Smart City project kunnen we de stad - en de mogelijkheid om de stad vorm te geven - terug aan de Brusselaars geven. We willen hen digitale zuurstof geven op de scholen, maar ook op de pleinen via snel internet. Een maand geleden keurde de regering mijn Open Data-ordonnantie voor Brussel goed, waardoor open data de regel wordt. Iets waar veel start up’s mee weg kunnen en veel innovatieve ideeën uit voort vloeien. Agoria schat de meerwaarde voor Brussel op 180 miljoen euro en 1500 nieuwe jobs. Ik werk samen met mijn collega, Brussels minister van Werk, Didier Gosuin, aan een coherent IT-opleidingsplatform om de Brusselaars die it-capaciteiten mee te geven. En last but not least hebben we ons Smart City Event waarin we de teugels letterlijk doorgeven aan de creatieve en innovatieve Brusselaars die hun ideeën ter plaatse kunnen pitchen om Brussel beter te maken.

These are the highlights Further forcus on digital economy and society index of the European Commission Menaing: connectivity: continue to invest in fier/ wifi; also make 5G investments possible human capital: invest in knowledge to create future proof generations and create a versatile work/living force Usage of internet: further invest in access for all-in internet; also make people more aware of being actor of internet and this in a safe and secure way Integration of digital technologies: not only technology, also look at the opportunities in terms of business models, etc Digital governemnet: also in our own way of working with citizens and companies, we have to move forward so as to improve the services in a digital but inclusive wayu
- To be digital means transversal: not create sillos, but be working in a horizontal way Re-use blocks: i have just come back from Barcelona and seen interesting evolutions that could be used here Digital inclusion: every citizen needs to be included, and get the opportunities to use these tools European dimension: let’s not reinvent things in Brussels, smart copy and cooperation - governance: a real role to move Brussels forward; look at public and private data sources for example Performance measurement: we will create smart city indexes to measure progress.
