The focus is on the partnerships required for developing support for metrology education in a variety of settings. </li></ul><ul><li>The case study review concludes with “ lessons-learned ” and offers recommendations for initiating contacts and developing partnerships. </li></ul>NCSLI 2009

MESURA RH is the Human Resource Program of the integral MESURA Program of CENAM <ul><li>Its aim is to ensure that the Human Resource (HR) component of every system has the proper competences to develop her/his functions. </li></ul><ul><li>The HR component is the heart and soul of every system and must be able to control and operate it judiciously including equipment, standards, materials, procedures and conditions. </li></ul><ul><li>Other superior functions of the HR could be design and development, analysis, improvement and optimization. </li></ul><ul><li>MESURA RH aims to identify and develop the right competences for every person in her/his function in metrology. </li></ul>NCSLI 2009

Some common problems related to HR Capital <ul><li>In Education and Training Institutes : </li></ul><ul><li>In Mexico there are not specific metrology programs in medium and higher education institutes. </li></ul><ul><li>The few programs that have a metrology course, have many times outdated contents and emphasize only knowledge and not skills nor attitudes. </li></ul><ul><li>The metrological competences of graduates as technicians and engineers are rather weak or non existent. </li></ul><ul><li>In Companies: </li></ul><ul><li>Typically, metrologists are formed in the field, being it the production line, the workbench or the laboratory. </li></ul><ul><li>Most times the metrological functions are not well defined or not explicit, and metrologists have a low profile in their organizations. </li></ul><ul><li>The HR development is centered in specific persons and not in the development of organizational knowledge. </li></ul>NCSLI 2009

Design of learning objects (lessons, laboratory practices, demos, etc.) to be included in the subject programs. </li></ul><ul><li>IV. Application – Example 2 MESURA RH in Industrial Plants <ul><li>Objective : </li></ul><ul><li>To implement a system for effective management of HR competencies that perform metrological functions in the whole production plant. </li></ul><ul><li>Methodology : </li></ul><ul><li>I. Analysis of key processes of the plant, its main operations and the critical metrological functions to perform. </li></ul><ul><li>II. In depth analysis and diagnosis of those functions, by metrological field, both as they are performed (evaluation of metrologists) and as they need to be performed. </li></ul><ul><li>III. Design of ad hoc, fit for purpose, competence development programs for the metrologists in CENAM and other labs. </li></ul><ul><li>IV. Execution of the programs, competence evaluation and certification, and implementation of the model. </li></ul>NCSLI 2009

Results up to date <ul><li>A methodology for HR competencies development in metrology has been developed and validated. </li></ul><ul><li>MESURA RH has been implemented in 3 Higher Education Institutions and 5 Large Industrial Plants, all with success. </li></ul><ul><li>Key success elements of the methodology are: </li></ul><ul><li>Focus on the actual needs and key processes of the organization and bringing the metrological functions to the directive level attention. </li></ul><ul><li>Focus on competencies (rather than only knowledge) and clear identification-documentation-evaluation-certification of these competencies. </li></ul><ul><li>Diversification of means for competency development with courses, in house training, e-learning, discussion groups, etc. </li></ul><ul><li>Implementation of a system for individual and organizational competency and knowledge management in metrology. </li></ul>NCSLI 2009

UNCC used as an extension of Cummins research and development in the area of measurement technology/methods. </li></ul><ul><li>CCT technicians have a broader understanding of metrology and lab systems/standards. </li></ul><ul><li>Individual technical class such as those from Ivy Tech provide technicians and engineers skills they can apply immediately in their day to day jobs. </li></ul>NCSLI 2009

Dream It Do It Program <ul><li>Cummins is very actively supporting the Dream It; Do It program </li></ul><ul><li>Targeted at high school and earlier </li></ul><ul><li>Cummins focus is get students interested in science and engineering, targeting applications in manufacturing </li></ul><ul><li>Cummins new Central Metrology Lab will provide students the opportunity to see applied science and hopefully a future interest in Metrology </li></ul>NCSLI 2009
    19. 19. Lessons Learned <ul><li>When recruiting Metrology talent, assume you are bringing this skill into your company not necessarily in your lab. Look at your calibration/testing labs as an entry point in to the company and that you will be training your future lab customers. </li></ul><ul><li>Limit the number of universities you work with to the “vital few”. </li></ul><ul><ul><li>If you try to involve to many schools you end up watering down you resources. </li></ul></ul><ul><ul><li>Focus your efforts with a school that has a program or internal champion in the field of Metrology that is critical to your product. If Dimensional Metrology is critical to your manufacturing process, focus on a school that is has a strong emphasis in Dimensional Metrology. </li></ul></ul><ul><li>Work with local technical schools to develop programs that can meet you tactical training needs. This increases the chances of the training being utilized, lower cost, less travel time, etc. </li></ul><ul><li>Education can’t start to soon, reach out to local schools and establish programs that promotes technical education/careers in science and engineering. </li></ul>NCSLI 2009

A Possible Resolution <ul><li>Discussions with the Polytechnic Dean of Engineering resulted in her suggesting that NCSLI work through the Joint Alliance of Companies Managing Education for Technology [JACMET]. </li></ul><ul><li>Contact has been made with the Director of JACMET and dialog was initiated. </li></ul>NCSLI 2009

What is JACMET Joint Alliance of Companies Managing Education for Technology <ul><li>JACMET will be a national model for collaboration between industry and universities to provide career-long, professional learning for graduate engineers who work in manufacturing and product development. </li></ul><ul><li>The purpose is to improve the performance of the engineering work force in manufacturing operations. </li></ul><ul><li>The goal is create a new system of graduate engineering education which is simultaneously industry driven and of appropriate academic quality and acceptance so as to provide a national role model for possible use in any location. </li></ul>NCSLI 2009

Steps yet to be Taken <ul><li>Submit a comprehensive proposal to the NCSLI Learning and Development Committee to pursue the JACMET option, </li></ul><ul><li>If the proposal is accepted, then develop a metrology module that can be part of or extend the existing curriculum. </li></ul><ul><ul><li>NOTE: This curriculum addition only needs approval by JACMET and the Member Organizations to incorporate into the course category. It is the instructor’s option to include a metrology module into their course syllabus. </li></ul></ul><ul><li>Design a campaign strategy to educate the Member Organizations and course instructors as to the value of metrology. This campaign would use the resources of the NCSLI Learning and Development Committee. </li></ul>NCSLI 2009
    30. 30. <ul><li>To improve the probability of success, there needs to be full involvement and coordination of the Public (Political), Private and Professional sectors ( Champions are an essential element across all sectors and sub-sectors ). </li></ul><ul><li>Program development must fulfill an existing (proven) economic need ( What are the expected results and are those expectations reasonable within the context of the initiative s ?). </li></ul><ul><li>Programs should be &quot;well grounded&quot;  and targeted ( This requires the identification of the course that will best help market the students to potential employers with a specific application or within a specific industry ). </li></ul><ul><li>There is an underlying need to thread the metrology philosophy into the entire value-add process ( e.g . a sustained educational process is required across all sectors, at all levels ).Any inatitive should include a “placement program’ </li></ul>NCSLI 2009
