11. Some elements we could quickly notice via interviews that are worth sharing already now

• Some players have a better vision that others of what is happening (depending on their past exposure to global projects, to national
import equations, to cross border projects or simply because their gather all data at national level being a TSO) but there is not yet an
integrated view at cross border level of the future of hydrogen in the Euroregion.
• It took a while after looking for power to X equations (the mandate) to realize that there is actually almost none in the region.
Afterwards however, when we started with “H2 supply will be mostly via imports”, people agreed. It was not an immediate shared view.
• Players are all very interested to develop the hydrogen economy, and there are a lot of projects and initiatives going on, but there is a
lack of knowledge for a given player of what is happening across the border in neighbouring regions while actors want to know.
• Regarding hydrogen for heavy duty road transport, beyond the question of hydrogen production and availability, public financial
supports differ widely from state to state and region to region, and will be a major factor of risk regarding a potential uneven
development of future hydrogen refilling networks. There is also a question of assessing properly the possible heavy duty
offtake (rivers & roads).
• Regarding hydrogen for inland rivers transport, there are a series of interesting initiatives, but there is not yet a shared vision of how
hydrogen will penetrate the transport river system of the EMRregion, and the respective space for pure hydrogen and alternative
fuels.
• A number of actors have expressed a gap between the vision and the reality when it comes to the development of full net zero
mobility in the Euroregion. While many acknowledge the transition towards massive powertrain electrification (BEV and FCEV) in
different forms of transports, how this can be deployed from a pure operational point of view remains a question. This calls for a roadmap.

The Einstein Telescope is an advanced gravitational-wave observatory, currently in the planning stage. The border region between the Netherlands, Belgium and
Germany is being considered as a possible location because of its tranquillity, stable ground and strong ecosystem of scientific institutions and high-tech
companies.

18. As a consequence the EMRregion H2 equation will be mainly driven by imports,
and the pace at which new pipelines will be deployed

In Rotterdam, next to massive planned
hydrogen imports, a 2x 200 MW green H2
local production project is underway.
In Antwerp, next to hydrogen imports
(recent projects from Norway), and existing
steam reformers providing grey H2, Plug
Power has announced a 100 MW local green
H2 production.
In Dutch Limburg, Chemelot is a major
industrial zone that is suffering from the
current international crisis but which
future will entail a hydrogen dimension.
In Liège, several projects of retransformed
industrial zones offer a potential for
hydrogen use, as well as the Renory port.
The development of the Airport is also an
avenue to consider for possible future large
offtake of H2 derived fuels.
In Terneuse, Air Liquide develops a 200 MW
electrolyser running on renewable power
with the idea to provide green hydrogen to
the Benelux market.
Close to Feluy, Carmeuse, ENGIE and John
Cockerill have decided to develop a 75 MW
electrolyser combined with carbon capture
to develop an e-gas supply to mobilty
applications (inter alia).
In Zeebrugge, the Belgian consortium
Hyoffwind (Eoly and Fluxys) will develop a
25 MW green hydrogen production unit
(scalable to 100 MW).
In Germany, a number of industrials are
starting to consider a decarbonization
route based on green hydrogen with
local production backed by subsidies.

be produced using grid power, but the question of carbon content and

(promising but still immature), or by electrolysis with waste-to-power
electricity.

The Tihange 3 reactor (1038MW) is officially extended for at least 10y,
extension of Tihange 1 (962MW) is under negotiation.

Air Liquide has 600+km of piping in the region, but not
passing through the EMR.
Repurposed natural gas pipelines (case by case study).
New :
Fluxys, OGE, Gasunie have plans to develop a backbone of
H2 pipelines through the region by 2030, starting some
lines as early as 2026.
Highways
Suitable for limited volumes or short ranges supplies (such
as production site to station deliveries), but not suited for
large scale or industrial uses supplies.
Railways
Probably suited for H2 derivatives (ammonia, methanol, e-
kerosene…), but limited in volume for safety reasons
Waterways
Probably suited for H2 derivatives (ammonia, methanol, e-
kerosene…), but limited in volume for safety reasons and
ammonia can not cross cities on rivers.

22. Main conclusions of this part / Hydrogen Production & Use

• While some local hydrogen projects get developed, the fundamental development of an hydrogen economy in the EMR-Region
versus on the coast of Belgium, Germany and the Netherlands will be directly related to the speed of deployment of H2 backbones
Þ Align decision makers on the importance of doing everything to deploy quickly new hydrogen pipes, especially at the
interconnection points (make things easy at administrative level / handle the societal acceptance dimension)
Þ Speed up actions to favour the visibility of the aggregate offtake on the heavy duty transport side (rivers & roads)
• There is no existing database of key hydrogen projects that are relevant to the EMR region = either in the region or at the gates of
the region that will have an impact on the hydrogen supply
=> It would be good to develop such mapping / dataset in a simple and structured way to help share the global view of
productions and consumptions, and also be able to aggregate consumptions data for the deployment of infrastructures
• Next to hydrogen imports and some green hydrogen production from wind (on the different countries coastal regions), there might be an
equation for the production of hydrogen from waste in the inner land
=> Beyond the existing pilot projects eventually assess in a more structured way what could be the global resources and
production, as well as widen the number of players / start-ups invited to play in the region
• Transporting hydrogen and hydrogen derivatives on the water ways is a limited option is terms of volumes. It would however be good to
deepen the vision to develop partial alternatives routes to the transport of hydrogen per pipe and road by using rivers
=> Launch a group focused on the development of hydrogen transport on water ways across the EMR Region as with the
development of hydrogen barges this will be a increasing topic, and there will also be a need to supply Liege airport with increasing
green fuels (as all fuels can not come by road). Such discussions have started in different places, bring them now to the next level.

23. III. What can be said
about transports ?

The region is very logistics intense being at the
crossroads of the densely populated Benelux
and North-Rhine-Westphalia areas.
Heavy duty traffic (trucks, rivers, airports) will
need scaled hydrogen access in order to achieve
Net Zero emissions.

Looking at it from a pure road transport side, the
EuroRegion acts as a huge roundabout that redistributes
the traffic between Belgium, the Netherlands, Germany
and Luxemburg.
In that sense it will be an essential node at the cross
section of future H2 highways in Europe and must have
a proper network of H2 refilling stations;

craft in Europe to also serve as a methanol bunker
delivery vessel, both delivering and operating on
green methanol. It will be deployed at the Port of
Rotterdam, Europe's largest port, in 2024.

31. Main conclusions of this part / Transport

• The EMR-Region concentrates a very large part of the high volume transport by barges in Europe on inner rivers, as such it
represents a very interesting play for decarbonisation with impact.
=> The EMR Region should build on the high decarbonization vision of the CCNR to make this scenario the reference also for
the Meuse ecosystem and bring all parties to work to implement it all over the region.
• There are an increasing number of hydrogen based barges being developed in Europe
=> The EMR Region should develop as a priority to foster the supply of hydrogen on its water ways and favour the
development of a chain of SMEs at the forefront of hydrogen based vessels development and maintenance that could serve
client’s fleet beyond the region (being centrally located)
• The EMR-Region is a major an central note / like a roundabout for the distribution of heavy duty vehicles at the corner of
Germany, the Netherlands and Belgium, and at the corner if 3 major Ten-T Corridors
Þ It must have H2 refuelling stations on its network and articulate them with a wider vision of the developing networks of
stations in the Netherlands and Germany to ensure continuity of supply on the main crossing highways
Þ Further work should be done on the harmonization of stations for trucks and barges across all countries
• There are however wide difference in the funding of refuelling stations and H2 vehicles that could jeopardize the development of
proper H2 refuelling corridors across the entire Region
=> European funding, via the EMR Regio project could eventually fill the financing gap in the regions where the support of
hydrogen stations and vehicles is lower than in neighbouring regions, in the interest of Europe.

35. Main conclusions of this part / Working all together / Aligning resources

• In all parts of the EMR Region there are hydrogen associations but besides connection at the top there does not seem to be
interactions at the level of members (besides in Belgium between WaterstofNet and H2 Hub Wallonia - as some members are in both,
and now will be reinforced by the upcoming launch of the Belgian Hydrogen Council, their joint initiative)
Þ It would be good to bring all members together for once to make them realize there is a lot happening (ex: Liège) and get
them to know what happens being borders that they honestly ignore
Þ It would be good to map existing members in all three clusters along value chains to i) increase the visibility of the richness of
the EMR Regio ecosystem ii) facilitate afterwards interactions between members of the different clusters iii) lead some players to
source closer to home as they discover new possible partners. This has been done in some organizations but not across
organizations at the EMR Regio Level.
• There is a very strong ecosystem of SMEs and R&D centres trying to work together in North Rhine-Westphalia to develop
concrete solutions and knowledge (while we noticed in some other place collaborations between local companies and R&D center on
specific projects)
Þ Such approach could be widened at EMR Region level
• There is not yet a common work done on human resources, whereas skillsets and resources are being organized in the field of
hydrogen as a must be for the development of this new economy
