State of Hawaii Department of Health - Rat Lungworm Outbreak 2017 - Facts, Lies, and Quality Management
1. HAWAII DEPARTMENT OF HEATH
RAT LUNGWORM OUTBREAK CONFIRMED
FACTS, LIES, and QUALITY MANAGEMENT
The state Department of Health confirmed the first case of rat lungworm
disease contracted on Oahu in 2017, bringing the statewide total of confirmed
cases this year to sixteen.
“This is a serious disease that can be acquired on any of our islands because slugs
and snails throughout the state carry the parasite responsible for the illness,” said
Keith Kawaoka, deputy director of Environmental Health. “This is a grim
reminder that we all need to take precautions when working in our gardens and
on farms, and eliminate slugs, snails and rats from our communities to reduce the
risks posed by this parasite.

FACTS, LIES, and QUALITY MANAGEMENT
We are somewhat made to believe that Quality and its management will happen
naturally by having sets of documents and certifications. However, it's never the
case as many efforts in the name of achieving Quality and Excellence are seen in
isolation. This happens quite easily because there are no proper mechanisms in
place to touch the Belief System of an individual or groups when it comes to
ensuring a Quality Culutre. The Facts, Lies, and Quality Management will give a
clearer picture on whate Quality Management is all about and how to address
those weaknesses that plague organizations out there. We sure can't afford to
do the right things wrong or the wrong things very correctly.

DISEASE OUTBREAK CONTROL DIVISION
Diagnosing angiostrongyliasis can be difficult, as there are no readily
available blood tests. In Hawaii, cases can be diagnosed with a polymerase
chain reaction (PCR) test, performed by the State Laboratories Division, that
detects A. cantonensis DNA in patients' cerebrospinal fluid (CSF) or other tissue.
There is no reliable diagnostic test available to detect previous infections of
angiostrongyliasis.

Angiostrongylus cantonensis is the most common infectious cause of
eosinophilic meningitis. Timely diagnosis of these infections is difficult,
partly because reliable laboratory diagnostic methods are unaavailable.

3. Diagnosis of CNS angiostrongylsis requires thorough patient history,
good clinical examination, presence of some key laboratory values, and
some indication that the parasite is/was present.

OUR DISTINGUISHED DEPARTMENT OF HEALTH
The state Department of Health confirmed the first case of rat lungworm
disease contracted on Oahu in 2017, bringing the statewide total of
confirmed cases this year to sixteen.
The patient is currently hospitalized and the department confirmed their
illness late on Tuesday afternon.
Health offiials say the individual began experiencing symptoms consistent
with rat lungworm disease in July.
DOH staff from the Vector Control Program and Disease Investigation
Branch started conducting onsite property assessments this morning in East
O`ahu in response to the finding.
Vector Control staff surveyed for slug, snail and rat activity. Current
findings do not show evidence of slugs or semi-slugs nearby.
The source of the individual's infection is still unknown at this time, but
DOH will continue investigations based on the information gathered today.
“This is a serious disease that can be acquired on any of our islands because
slugs and snails throughout the state carry the parasite responsible for the
illness,” said Keith Kawaoka, deputy director of Environmental Health.

4. “Mis-information is rampant in this great age of mass-information.
While we have more access to learning than ever before in the
history of the world, we're actually getting dumber it seems. The
amount of (mis)information at everyone's finger tips has lured us
into a false sense of knowing. Whether it be information about
science, politics, or theology, our society is suffering from an
inability to research, process, filter, and apply. - David D. Flowers
“The point of modern propaganda isn't only to misinform or push
an agenda. It is to exhaust your critical thinking, to annihilate the
truth”. - Garry Kasparov
