Responsiblefor the analysis of AggregateRevenue Requirement (ARR) and
Expected Revenue fromCharges(ERC) for the nine electricity utilities in the
2. State of Kerala, including Kerala State Electricity Board the largest licensee
in Kerala having a maximum Demand of 3900 MW and consumption 18000
MU per year. The ARR filed by each of these licensees is analyzed and costs
for each operation such as Employee Cost, O&M Expenses, Power purchase
costs, Depreciation, InterestCharges and ROE are fixed as per norms for
the optimal operation of each of these utilities. After the ARR is approved
for each year analysis is done to estimate the Embedded cost of supply and
also the Long Run MarginalCost and the Short Run Marginalcost and cost
based tariff is arrived at in both these methods. Costfor each category of
consumers likedomestic, commercial, non domestic non commercial,
agricultural are determined based on the analysis of load curves of each of
these categories and allocation costs based on contribution to peak and off
peak demands of each category. Determination of TOD tariff based on
shortrun marginal cost analysis. Determination of generation tariff for all
the generating plants in Kerala including non conventional energy sources
like wind, Small Hydro, Co-generation plants.
Responsiblefor evolving twenty five Codes and Regulations for all the
utilities in Kerala State for all operations in technical , financial and
administrative functions for the utilities consistentwith Electricity Act,
2003, CEA Regulations and CERC Regulations. These include Kerala
Electricity Supply Code, 2005, Kerala Electricity Grid Code 2006, Kerala

developing billing and collection procedure and accounting system. The
total projected cost of operations is segregated into Generation,
Transmission and Distribution operations and each of these costs are
segregated into capacity, energy and consumer related costs. Thesecosts
are allocated to each category of consumers using coincident peak and non
coincident peak analysis. Long Run Marginal Cost and ShortRun Marginal
cost is estimated based on the investment plan and scheduleof operation
of the generation plants. Developed the Spot Billing systemfor Kerala State
Electricity Board and implemented it successfully in 1989 and the systemis
used in KSEB even now with minor modifications after computerization.
Developed software for Embedded CostAnalysis for the determination of
retail tariff for KSEB. Also was responsiblefor operationalization of KEOPS
the softwarefor least costscheduling operation of KSEB systemfor medium
term and shortterm. Optimal scheduling was done to minimize the cost of
generation.
