  11. 11. Foreign Intervention• At first, India tried to mediate between the Tamil Tigers and the Sri Lankan government • E.g. July 1983 Riots (Black July)-- India sent its foreign minister to Sri Lanka to mediate through a dialogue session • FAILED as both sides could not come to an agreement Sinhalese rioters set fire to Tamil homes and businesses 11

Foreign Intervention• Later, India intervened more directly • E.g. 1: June 1987 • India sent 20 ships to Jaffna to provide food and fuel to Sri Lankan Tamils--> Indian ships turned away by the Sri Lankan Navy • Indian Air Force dropped food and medical parcels and fuel to Tamils in Jaffna --> violated Sri A military plane dropping small Lankan airspace packages of food supplies. 12
