  • Focuses on uncertainty. Since we cannot be completely certain of what threat or hazard will occur, it is important to build capabilities that can be applied to a wide variety of incidents. Plan for capabilities…..not scenarios. Example School bus wreck...train derailment….plane crash….mall shooting… Starting with scenario limits options and coordination of other agencies Exercises are part of a cycle What do you think? Does this make sense? Is it what you are already doing? Is this the way we want to proceed?
  • Q. Who is required to comply with HSEEP guidelines? Only State and local jurisdictions that receive grant funds to conduct exercises through the Homeland Security Grant Program (HSGP) are required to comply with HSEEP.
