  3. 3. <ul><li>In the past three years </li></ul><ul><li>over 900 Israelis were murdered in terrorist attacks. </li></ul>

  5. 5. <ul><li>Most of the terrorists come from the West Bank. </li></ul><ul><li>The Palestinian leadership is doing nothing to stop the terrorists and even encourages them. </li></ul><ul><li>Currently there is no physical barrier that can stop them. </li></ul><ul><li>There are no terrorist infiltrations from Gaza because a security fence already exists there. </li></ul>
  6. 6. <ul><li>Until there is peace </li></ul>Israel needs a temporary defensive measure to block terrorist infiltration - The security fence.
  7. 7. <ul><li>It will keep terrorists out of Israeli cities and towns. </li></ul><ul><li>It will save lives. </li></ul>What will the security fence do?
  8. 8. <ul><li>establish a border of any kind. </li></ul><ul><li>annex any Palestinian lands to Israel. </li></ul><ul><li>change the legal status of any Palestinians. </li></ul><ul><li>prevent Palestinians from going about their lives. </li></ul>The security fence will not … The fence will not create permanent facts on the ground.
  9. 9. <ul><li>It’s mostly a chain-link fence </li></ul><ul><li>supported by high-tech and other intruder prevention systems </li></ul>And what is the security fence?
  10. 11. <ul><li>More than 95% is a chain-link fence and not the concrete barrier usually shown on TV (and that only where a concrete structure is absolutely necessary). </li></ul>The security fence is a fence, not a “wall”.
  11. 12. <ul><li>The route was determined by security needs, as well as the local topographical conditions. </li></ul><ul><li>The route places a barrier in the path of terrorists, as the Palestinian leadership refuses to dismantle the terrorist infrastructure. </li></ul><ul><li>The final border will be determined by negotiations. </li></ul>Where will the security fence go?
  12. 13. <ul><li>The fence will go on public lands, wherever possible. </li></ul><ul><li>When private lands are used, they remain the property of the owners, who receive compensation for their use. Compensation is offered both in a lump sum and on a monthly basis. </li></ul><ul><li>Palestinian farmers will have access to their fields. </li></ul>Land Use

  14. 15. <ul><li>Most Palestinians will remain on the eastern side of the fence. </li></ul><ul><li>Every effort will be made to avoid causing hardship and interference with their daily lives. </li></ul><ul><li>The Palestinians will not be cut off from their commercial and urban centers. </li></ul>
  15. 16. <ul><li>There would have been no security fence had there been no terrorism which has killed hundreds of innocent victims. </li></ul><ul><li>Death caused by terrorism is permanent. </li></ul><ul><li>Inconvenience caused by the fence is temporary . </li></ul>
  16. 17. <ul><li>Saving lives must always come first! </li></ul>The right of Palestinians to freedom of movement cannot take precedence over the right of Israelis to live.
