PURAM W3‘ fi? ~fi—11oo6s NEW DELHI-110066 FOREWORD I have great pleasure in presenting the March 2014 edition of annual publication titled “Tariff & Duty of Electricity Supply in India”, a bilingual publication brought out by Central Electricity Authority. The publication provides assimilation of regulatory data on notified tariffs of various States, the estimated data on average rates of electricity supply & electricity duty for different categories of consumers, as well as, summarized data on power supply schemes for special category of consumers. The estimated average rates of electricity published herein have been computed on the basis of tariff notifications and tariff orders received from various State Power Utilitiesl State Regulatory Commissions. The data have been presented in such a manner so as to enable the user to have a complete information on estimated comparative rates of electricity for a particular category of consumer in different State / Union Territories at a glance. These effective rates for different consumer categories have beenworked out assuming different energy consumption for various sanctioned load, keeping in view the urbanization, increase in usage of electricity appliances and improvement in the standard of living. Further, separate summary has been added on information collected on features such as (i) State wise electricity dutyl tax/ cessl surcharge leviable on various consumer categories, (ii) time of day (TOD) tariff schemes in the States where it has been introduced, (iii) special power supply schemes of G01 for Kutir-Jyoti/ Bhagyajyotil Lokdeepl Below Poverty Line (BPL)/ Jeevan Dhara/ JJ Clusters and Low Income group Consumers and (iv) State wise details where agriculture & non-agriculture power is free and where un-metered power is at fixed rate . In fulfillment of this obligation, the March 2014 edition of the publication titled “Tariff & Duty of Electricity Supply in India” has been brought out. This annual book is published bilingually to fulfill the requirements of Raj Bhasha Vibhag. In addition to a comprehensive tabulation of the retail tariffs as per tariff orders issued by the State Electricity Regulatory Commissions, the effective rates of electricity have also been presented in this publication based on assumed consumption at various levels of consumer end loads, taking into account the faster pace of urbanization, increased usage of electrical appliances and gradual improvement in the standard of living. Further, so as to have ease of reference, the information has also been separately compiled under the headings of (i) State wise electricity duty/ taxl cessl surcharge leviable on various consumer categories, (ii) time of day (TOD) tariff schemes, (iii) special power supply schemes of GOI for Kutir-Jyoti/ Bhagyajyoti/ Lokdeepl BPL/ Jeevan Dhara/ Life Line/ JJ Cluster etc. and (iv) State wise details . where agriculture & non-agriculture power is free and where un-metered power is at fixed rate. OVERVIEW As mandated by the Electricity Act, 2003, Central Electricity Authoriw compiles and publishes the consumer tariffs applicable in various utilities across the country as well as the estimated average rates of electricity applicable to the various consumer categories with a view to provide a ready reckoner for comparison. In this edition, tariff revisions subsequent to the previous edition of the publication have been incorporated. Tariff applicable in about 45 states/ utilities have been indicated. A quick glance through this publication enables the user to know the electricity tariffs applicable to different categories of consumers in various states in the country. The tariff rates have been obtained from the tariff orders issued by the State Electricity Regulatory Commissions or the tariff notifications issued by the concerned State Distribution Companies, SEBs, Power Departments and other Power Utilities in the country. Also, the dates from which the "current tariff plans were originally made effective have been indicated so as to enable the user to know as to since when the current tariff plans have been in existence. The information contained in this book has been divided in three parts. The “Part-1" includes condensed information on _some selected items of interest, detailed information on which is available in the later sections of the document. “Part-2” consists of the summary of the Tariff Notificatlonsffarlff Orders issued by the various SERCs, Discoms, SEBs, PDs etc. In the "Part-3", a comparative study of the estimated average rates of electricity for various consumer categories at various assumed power consumption/ demand levels for all the distribution utilities has been provided. This is supported by graphical representation of the data in the form of bar charts. For ease of reference, the information has been separately compiled under four headings, viz. (i) electricity dutyl taxl cessl octroi leviable on various consumer categories (ii) time of day (TOD) tariff schemes in the States where it has been introduced, (iii) power supply schemes for Kutir-Jyoti / Bhagyajyoti / Lokdeep / Below Poverty Line I Jeevan Dhara / Life Line / JJ Cluster and low Income group consumers and (iv) Statewise details where agriculture & non-agriculture power is free and where un-metered power is at fixed rate. - There exists a wide variation in the structure of electricity tariffs and duties viz. number of slabs of the connected load, range of electricity consumption for a particular tariff etc. , even for the same category of consumers considered by the different SERCs I Discoms / SEBs / PDs. Therefore, in order to make a general comparison of consumer tariffs, the average rates have been worked out for various categories of consumers in the country by adopting methodology as indicated in the following para. ' The sanctioned, load and monthly energy consumption have been assumed for each category of consumer. Considering the tariff notified by the State Government I SERCS, the total amount payable by a particular category of consumer at the assumed load and monthly energy consumption is worked out. Taxes and duties are then added to arrive at the total average estimated rate of electricity supply in terms of paise/ kwh. However, the rebate/ penalty for prompt/ late payment of bills by consumers have not been considered in the estimated tariff.

Power Supply Schemes for Kutir Jyoti I Bhagyajyothi I Lokdeep I Below Poverty Line I Jeevan Dhara/ Life Line I JJ Clusters and Low Income Group Consumers Kutir Jyoti Government of India formulated Kutir Jyoti for providing electricity to the economically weaker section (below poverty line). It was launched in 1988-89 for extending single point light connections to households of rural poor families below the poverty line including Harijans and Adivasi families. Bhagyaiyothi Bhagyajyothi scheme is operating in Karnataka to provide electricity connections to low income homes in rural areas. The State Govt. has ordered free supply to consumers under this category upto 18 Units per month and Govt. will bear the required subsidy. Lokdeep The Lokdeep / Kutirjyoti category of consumers in West Bengal is un-metered, having fixed charges as Rs.3O per month for consumption up to 25 kWhI month. Below Poverty. Line (BPL) The BPL category has a monthly consumption limit of 30 Units per month. The consumers under this category may lose their eligibility if their consumption exceeds this limit (as in Maharashtra). The tariff under this category is comparable and even less than Kutir Jyoti category. Jeevan Dhara The ‘Lifeline’ category who have low capacity to pay and consuming electricity at the lowest level as basic minimum need is named as Jeevan Dhara by Assam Electricity Regulatory Commission. The tariff of this category is cross subsidized by other consumer categories. Lifeline The consumers, who consume lower than 30 units per month, ~ are the life-tine category of consumers. With metered connection, their consumption level and tariff is found to be comparatively higher than that of BPL category. JJ Clusters Shanty construction made by migrant labour in Delhi, largely on government agency land or ‘encroached land’. Also known as squatter settlement, their basic civil amenities are provided by Delhi Govt. The electricity tariff of this category of consumers is cross subsidized by other consumers. Low Income Group The social criteria may at times call for relief to certain consumers e. g. | ow—income group. Such a category exists in Goa, Dadra & Nagar Haveli and Daman & Diu. The consumers are authorized to have a load of 40 W at two points. Any unauthorized increase in load beyond 2x40 watts, will impose penal charges and the installation may also be liable for disconnection.
