  • China's State Council issued "A Next Generation Artificial Intelligence Development Plan", setting out a top-level design blueprint charting the country's approach to developing artificial intelligence (AI) technology and applications, setting broad goals up to 2030. Strategic Objectives. These are divided into the following three steps: First, by 2020, the overall technology and application of AI will be in step with globally advanced levels, the AI industry will have become a new important economic growth point, and AI technology applications will have become a new way to improve people’s livelihoods, strongly supporting [China’s] entrance into the ranks of innovative nations and comprehensively achieving the struggle toward the goal of a moderately prosperous society. ● By 2020 China will have achieved important progress in a new generation of AI theories and technologies. It will have actualized important progress in big data intelligence, cross-medium intelligence, swarm intelligence, hybrid enhanced intelligence, and autonomous intelligence systems, and will have achieved important progress in other foundational theories and core technologies; the country will have achieved iconic advances in AI models and methods, core devices, high-end equipment, and foundational software. ● The AI industry’s competitiveness will have entered the first echelon internationally. China will have established initial AI technology standards, service systems, and industrial ecological system chains. It will have cultivated a number of the world's leading AI backbone enterprises, with the scale of AI’s core industry exceeding 150 billion RMB, and exceeding 1 trillion RMB as driven by the scale of related industries. ● The AI development environment will be further optimized, opening up new applications in important domains, gathering a number of high-level personnel and innovation teams, and initially establishing AI ethical norms, policies, and regulations in some areas. Second, by 2025, China will achieve major breakthroughs in basic theories for AI, such that some technologies and applications achieve a world-leading level and AI becomes the main driving force for China’s industrial upgrading and economic transformation, while intelligent social construction has made positive progress. ● By 2025, a new generation of AI theory and technology system will be initially established, as AI with autonomous learning ability achieves breakthroughs in many areas to obtain leading research results. ● The AI industry will enter into the global high-end value chain. This new-generation AI will be widely used in intelligent manufacturing, intelligent medicine, intelligent city, intelligent agriculture, national defense construction, and other fields, while the scale of AI’s core industry will be more than 400 billion RMB, and the scale of related industries will exceed 5 trillion RMB. ● By 2025 China will have seen the initial establishment of AI laws and regulations, ethical norms and policy systems, and the formation of AI security assessment and control capabilities. Third, by 2030, China’s AI theories, technologies, and applications should achieve worldleading levels, making China the world’s primary AI innovation center, achieving visible results in intelligent economy and intelligent society applications, and laying an important foundation for becoming a leading innovation-style nation and an economic power. ● China will have formed a more mature new-generation AI theory and technology system. The country will achieve major breakthroughs in brain-inspired intelligence, autonomous intelligence, hybrid intelligence, swarm intelligence, and other areas, having important impact in the domain of international AI research and occupying the commanding heights of AI technology. ● AI industry competitiveness will reach the world-leading level. AI should be expansively deepened and greatly expanded into production and livelihood, social governance, national defense construction, and in all aspects of applications, will become an expansive core technology for key systems, support platforms, and the intelligent application of a complete industrial chain and high-end industrial clusters, with AI core industry scale exceeding 1 trillion RMB, and with the scale of related industries exceeding 10 trillion RMB. ● China will have established a number of world-leading AI technology innovation and personnel training centers (or bases), and will have constructed more comprehensive AI laws and regulations, and an ethical norms and policy system.

SMART CHINA™:SMART CHINA™: A POTENTIAL GLOBAL LEADERA POTENTIAL GLOBAL LEADER  The People's Republic of China (PRC), or China, an East Asian country, is the world's most populous country, with a population of over 1.35 billion, covering approximately 9.6 million  It is divided into 22 provinces, five autonomous regions, four direct-controlled municipalities (Beijing, Tianjin, Shanghai, and Chongqing), and two special administrative regions (Hong Kong and Macau), claiming Taiwan 23rd province  China is the world's fastest-growing major economy, the world's second-largest economy by both nominal total GDP and purchasing power parity (PPP), and the world's largest exporter and importer of goods  China is a potential new superpower, with rapid economic progress, growing military power, large population, and increasing international influence, economic, political and financial, as the key signs to have a global role in the 21st century  China has a market-oriented mixed economy under one-party rule, a state capitalism, where strategic sectors as energy production and heavy industries under state control  The Chinese economy is energy-intensive and inefficient becoming the world's largest energy consumer, and mostly relying on coal to supply of its energy needs (over 70% ), the cause of massive water and air pollution.  The government is planning to make renewables as constituting 30% of China's total energy production by 2050  In the 12th Five Year Plan (2011-2015), China set more ambitious development goals in industrialization, informationization, urbanization, marketization and further internationalization, promote social harmony and building a well-off society in an all aspects, with a stable growth in per capita national income  China plans a more balanced growth model, to place equal stress on imports, exports, attracting foreign capital and promoting outbound investments, instead of the current dependence on exports and foreign capital  China's future "smart cities" will be a main driver of its urbanization process, with 2 trillion yuan ($322 billion) set to be devoted to more than 600 cities nationwide  The government estimates there will be 600 to 800 smart city projects announced during the12th Five-year Plan (2011-15).   In all, China shows tremendous achievements in construction of socialist economy, socialist politics, socialist culture, and ecological civilization, what could be defined as the key features of Smart Socialism.   11. 11.  The 2016-2020 period will be crucial for the Chinese economy and decisive for the realization of the „Chinese dream” of a prosperous society in all aspects, pursuing a development pattern of "higher quality, efficiency, equality and sustainability".  This dream is to be achieved through the 13th Five-Year-Plan of a set of strategic goals to much affect the national economy and the global economy.  The world economic environment is still complicated with interwoven opportunities and challenges, while both the times and the trends are favorable for China, there are still key strategic opportunities for China's development.  China's development prospects are broad, but the country is facing many difficulties and challenges, as well as a tough restructuring of the economy, transformation of growth modes and the need to boost innovation.  While mapping the 13th five-year plan period, governments should face risks and challenges soberly, with better evaluation of difficulties and complexities.  Breakthroughs should maintain economic growth, transform the growth mode, optimize industrial structure, promote innovation, step up agricultural modernization, reform institutional mechanisms, boost coordinated growth, strengthen ecological progresses, safeguard people's living quality and improve support for the poor, Xi stressed.  With the changing growth mode and improving quality and efficiency at the center, the economy will be driven by consumption, investment and exports instead of only by investment and exports.  China will shift from relying on secondary industries alone to reliance on the primary, secondary and tertiary industries, turning away from resource consumption and toward technological progress through innovation.  Industrial structure is key to economic competitiveness. Traditional sectors should be transformed efficiently. Informatization and industrialization should be integrated.  Among industrialization, informatization, urbanization and agricultural modernization, the weakest link is agriculture. DIGITAL SMART CHINA™DIGITAL SMART CHINA™  China plans to accelerate the construction of a broadband, converged, secure and ubiquitous new-generation national IT infrastructure, and promote the deep convergence of IT building and industrialization, and IT building in all socioeconomic fields.  It intends to build new-generation information infrastructure, with the following actions and measures:  Plan new-generation mobile communication networks, the new-generation Internet, digital broadcast and television networks in a unified manner, and promote the construction of satellite communication facilities, and create an ultra-high-speed, large- capacity and highly intelligent national trunk line transmission network.  Guide the construction of broadband wireless cities, promote the door-to-door connection of urban optical fibers, accelerate the construction of broadband networks in rural areas, and increase bandwidth popularity rate and access bandwidth comprehensively.  Establish sound laws, regulations and standards with focus on the two-way access of radio and television, and telecom operations, realize the convergence of the telecom network, the radio and television network, and the Internet, and promote network interconnection and operation convergence.  Strengthen the building of key information systems, such as market regulation, social security and medical care, and improve basic information resources system for geography, population, legal person, finance, taxation and statistics, strengthen the integration of information resources, regulate collection and distribution, and strengthen integrated social development and utilization.  Promote the construction of information security and secret protection infrastructure, and build an information security and secret protection system. GREEN CHINA™:GREEN CHINA™: CIRCULAR ECONOMYCIRCULAR ECONOMY  Part VI: Green development, construct energy conservation and environment friendly society  China will confront increasing resource and environmental restrictions, thus crisis awareness should be enhanced.  China will establish green and low carbon development ideas and focus on energy conservation and emission reduction, improve incentives and constraint mechanisms, and stimulate the establishment of resource-saving and environmentally friendly production and consumption to strengthen sustainable development and improve ecological standards.  China plans develop the circular Economy, improving the output efficiency of resource utilization, strengthen planning guidance, support fiscal and monetary policies, perfecting the laws and regulations, implementing extended producer responsibility and propelling all links between production, circulation and consumption.  China is to speed up the development of the resource recycling industry, comprehensively utilize mineral resources, encourage the recycling of industrial waste, upgrade recycling systems and waste separation and recovery of renewable resources, and advance the industrialization of renewable resource recycling.  China will encourage low carbon consumption models and lifestyles among the people and government, its scientific development model is adopting resource reduction, recycling, remanufacturing, zero emissions and industry links to popularize the classical recycling economic model.  As specific projects in renewable energy sources, China plans to construct large-sized hydropower stations in key watersheds, such as those of the Jinsha, Yalong and Dadu Rivers, and commence the construction of hydropower projects with a total installed capacity of 120 million kW. Construct 6 onshore and 2 coastal and offshore large wind power bases, with an additional installed capacity of over 70 million kW.   26. 26.  The prospect of Future China is decided by the quality of its future cities and local communities. Globally, there are about 700 cities, each with population exceeding 500,000. The infrastructure investment for these cities is forecasted to be $30 trillion to $40 trillion, cumulatively, over the next 20 years.  In August 2013, China's State Council issued “Several Opinions on Promoting Consumer Spending on Information Technology and Expanding Domestic Demand’,  which clearly proposes to develop pilot and demonstrative smart cities where conditions permit. The Opinions requires all pilot cities to issue policies to encourage market-based investment and financing, information system service outsourcing and socialized development and utilisation of information resources.  The Opinions supports intelligent upgrading of public utilities and the acceleration of the implementation of smart grids, smart transport, smart water supplies, smart land administration and smart logistics.  It encourages market players to jointly participate in smart city development. Within the amount of local treasury bonds approved by the State Council, the people’s government of all provinces, autonomous regions and municipalities directly under the central government will consider arranging some funds for construction of smart cities. Also, it encourages eligible enterprises to issue corporate bonds to raise funds for smart city development. In the same month, the State Council issued the “Broadband China” Strategy and Its Implementation Plan to provide network infrastructure support for smart cities.  As of September 2013, a total of 311 cities in China have proposed or are embarking on smart city development, including all cities above the sub-provincial-level, 89% cities at the prefectural-level and above, and 47% cities at the county-level and above9.  During the “Twelfth Five-year Plan” period, the plan investment in Chinese smart cities is expected to be more than 1.6 trillion Yuan.
