  11. 11.  The 2016-2020 period will be crucial for the Chinese economy and decisive for the realization of the „Chinese dream” of a prosperous society in all aspects, pursuing a development pattern of "higher quality, efficiency, equality and sustainability".  This dream is to be achieved through the 13th Five-Year-Plan of a set of strategic goals to much affect the national economy and the global economy.  The world economic environment is still complicated with interwoven opportunities and challenges, while both the times and the trends are favorable for China, there are still key strategic opportunities for China's development.  China's development prospects are broad, but the country is facing many difficulties and challenges, as well as a tough restructuring of the economy, transformation of growth modes and the need to boost innovation.  While mapping the 13th five-year plan period, governments should face risks and challenges soberly, with better evaluation of difficulties and complexities.  Breakthroughs should maintain economic growth, transform the growth mode, optimize industrial structure, promote innovation, step up agricultural modernization, reform institutional mechanisms, boost coordinated growth, strengthen ecological progresses, safeguard people's living quality and improve support for the poor, Xi stressed.  With the changing growth mode and improving quality and efficiency at the center, the economy will be driven by consumption, investment and exports instead of only by investment and exports.  China will shift from relying on secondary industries alone to reliance on the primary, secondary and tertiary industries, turning away from resource consumption and toward technological progress through innovation.  Industrial structure is key to economic competitiveness. Traditional sectors should be transformed efficiently. Informatization and industrialization should be integrated.  Among industrialization, informatization, urbanization and agricultural modernization, the weakest link is agriculture. More needs to be done to transform agricultural development and speed up agricultural technology innovation.  Reform is the ultimate power to cultivate and release market energy and boost sustainable and healthy growth of the economy and society.  Coordinated regional growth and green development must be carried out fully.  People's quality of life is the be-all and end-all of economic growth and more should be done to tackle problems in education, employment, incomes, social security, health care and food safety.  Chinese President Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, at a meeting on the 13th five-year plan period (2016-2020) with leading officials from seven regions in east China: Shanghai, Anhui, Fujian, Jiangsu, Jiangxi, Shandong and Zhejiang, May 27, 2015. 26. 26.  The prospect of Future China is decided by the quality of its future cities and local communities. Globally, there are about 700 cities, each with population exceeding 500,000. The infrastructure investment for these cities is forecasted to be $30 trillion to $40 trillion, cumulatively, over the next 20 years.  In August 2013, China's State Council issued “Several Opinions on Promoting Consumer Spending on Information Technology and Expanding Domestic Demand’, http://www.miit.gov.cn/n11293472/n11293877/n15578381/n15578441/15578731.html  which clearly proposes to develop pilot and demonstrative smart cities where conditions permit. The Opinions requires all pilot cities to issue policies to encourage market-based investment and financing, information system service outsourcing and socialized development and utilisation of information resources.  The Opinions supports intelligent upgrading of public utilities and the acceleration of the implementation of smart grids, smart transport, smart water supplies, smart land administration and smart logistics.  It encourages market players to jointly participate in smart city development. Within the amount of local treasury bonds approved by the State Council, the people’s government of all provinces, autonomous regions and municipalities directly under the central government will consider arranging some funds for construction of smart cities. Also, it encourages eligible enterprises to issue corporate bonds to raise funds for smart city development. In the same month, the State Council issued the “Broadband China” Strategy and Its Implementation Plan to provide network infrastructure support for smart cities.  As of September 2013, a total of 311 cities in China have proposed or are embarking on smart city development, including all cities above the sub-provincial-level, 89% cities at the prefectural-level and above, and 47% cities at the county-level and above9.  During the “Twelfth Five-year Plan” period, the plan investment in Chinese smart cities is expected to be more than 1.6 trillion Yuan. 28. 28. I-CHINA™:I-CHINA™: THE FUTURE CITIES IT NEEDSTHE FUTURE CITIES IT NEEDS  The smart city solution for the current unsustainable global urbanization is being held back by a lack of clarity and consensus of what it is and what the components and socio-economic benefits of a smart city actually are.  A Smart City is typically viewed by academic and commercial worlds as a Smart Economy, Smart People, Smart Governance, Smart Mobility, Smart Environment, or Smart Living or as an assortment and a mixed bag of thereof.  In fact, a real smart city is three innovative cities in one: the Urban Trinity of Information Cyber City, Intelligent/Knowledge City and Ecological/Clean city, as presented in the keynote for the International Computer and Information Technology Conference, CIT 2011: http://www.cs.ucy.ac.cy/CIT2011/index.php?p=Keynotes  It is critical to draw distinctions between a smart city, as a unified urban entity, and “smart city” technologies, applications, and systems, as well as fragmented “smart city” projects, lacking the overall conception of the smart city and resulting in the unsustainably over-costly ventures. Then most rankings of smartest cities on the planet are largely partial and commercial.  The fully sustainable community, the Trinity Community, is to merge the Cyber/Digital, Natural/Ecological, and Social/Intelligent Spaces.  Be it a large metropolitan area, municipal district, small township or local community, in truly sustainable communities, economic, social, political, cultural, technological and ecological issues are closely integrated and advanced.  The Smart city concept is also addressing the crucial urban issues: waste management, water and sanitation management, poverty alleviation, pollution, traffic safety and housing redevelopments for the urban poor.  Such a Community of the Future is a key node of the Smart World of sustainable communities, buildings, and infrastructure, smart government, intelligence, education, healthcare, public safety, telecom, banking, retail, work, traffic, transport, computing, products, food, energy, oil, and water.  In sums, Smart City is an integrated, holistic and organic approach to increase the urban wealth and the quality of urban life by: improving the efficiency of city infrastructures, systems, operations and governance, growing the local economy, introducing innovative technologies and green systems, stimulating education, research, creativity, innovation and social cohesion, and adopting and implementing intelligent public policies.  http://www.slideshare.net/ashabook/smart-cities-28497022 CHINA Eco Smart Superpower © All Rights Reserved A. 29. 29. I-CHINA™:I-CHINA™: THE WORLD’S LARGEST SMART CITY MARKETTHE WORLD’S LARGEST SMART CITY MARKET  The concept of Smart City, now gains increasing popularity in China, as involving new technologies such as the Internet of things and cloud computing, and embracing transportation, healthcare and public security.  http://www.chinadaily.com.cn/bizchina/China-smart-city.htm  The government estimates there will be 600 to 800 smart city projects announced during the12th Five-year Plan (2011-15).  China's future "smart cities" will be a main driver of its urbanization process, with 2 trillion yuan ($322 billion) set to be devoted to more than 600 cities nationwide  More than 100 Chinese cities have pledged to become "smart cities" during the 12th Five-YearPlan (2011-15).  According to the State Information Center, a total of 154 cities have come up with plans to build a smart city, which in turn are expected to drive 1.1 trillion yuan investment, with a early- stage investment in their infrastructures expected to cost 500 billion yuan  Key objectives of China’s 12th Five Year Plan include increasing urbanisation and reducing carbon emissions, where smarter cities are the best instrumentation  It is expected that the Chinese Ministry of Housing and Urban-Rural Development (“MOHURD”) will invest approximately 1 trillion RMB in smart city initiatives. Key areas of investment will include: Planning, design and construction methods; Energy supply systems and networks; Transport and mobility systems; Communication methods.  http://www.chinadaily.com.cn/business/2013-01/11/content_16106868.htm  The common mistake of city’s administrators and urban planners is in identifying the smart city with a digital city model, integrating advanced ICT and computing technologies such as Cloud Computing and Internet of Things into the future urban development, added with some selected innovative features.  A city is viewed smart when investments fuel sustainable economic development and a high quality of life, accompanied by an efficient urban government, smart digital infrastructure, smart social infrastructure, and a wise management of natural resources. http://www.slideshare.net/ashabook/smart-cities-28497022 CHINA Eco Smart Superpower © All Rights Reserved A. 33. 33.  Intelligent automation  The first feature is its ability to automate complex physical world tasks that require agility and adaptability.  Whereas traditional automation technology is task specific, the second distinct feature of AI-powered intelligent automation is its ability to solve problems across industries and job titles.  The third and most powerful feature of intelligent automation is self-learning, enabled by repeatability at scale.  Labor and capital augmentation  A significant part of the economic growth from AI will come not from replacing existing labor and capital, but in enabling them to be used much more effectively.  Moreover, AI augments labor by complementing human capabilities, offering employees new tools to enhance their natural intelligence.  AI can also improve capital efficiency—a crucial factor in industries where it represents a large sunk cost.  Innovation diffusion  One of the least-discussed benefits of artificial intelligence is its ability to stimulate innovation as it diffuses through the economy.  To fully exploit AI’s potential for reigniting China’s economic growth and the revitalization of its industries, policymakers must be thoroughly prepared to address the challenges—intellectual, technological, political, ethical and social—that will inevitably arise as artificial intelligence becomes more embedded in our lives. Business leaders will need to integrate AI into their strategies and create a new AI playbook that empowers people to do what they do best—imagine, innovate and create.  https://www.accenture.com/cn-en/insight-artificial-intelligence-china CHINA Eco Smart Superpower © All Rights Reserved A.
