IANA Stewardship Transition Consultation - APNIC 38

  1. 1. Consultation session IANA stewardship transition
  2. 2. Background • IANA has always operated under USG stewardship – Changes were made over time • ICANN was established in 1999 to “privatise” the stewardship of IANA – A “multistakeholder” approach, but before that term emerged • USG maintained a contract with ICANN for the operation of IANA services – But it has been expected that it would eventually relinquish that control – Various reviews and renewals of this contract have been done – Proposed in March 2014 to end the contract, and transfer stewardship to the Internet community (with conditions) 2

Draft proposal – for discussion 13 PRINCIPLE TRANSITION PLAN USG to terminate the IANA contract (30 September 2015) Technical stability and continuity Decisions about future oversight mechanisms for IANA should not affect the ongoing technical operations and the continuity of existing policies. ICANN to continue as operator of IANA (until further notice) ICANN should continue its responsibilities for IANA during and after the transition of the NTIA stewardship role. NRO to enter into a Service Level Agreement (SLA) with ICANN (before 30 June 2015) Agreement with ICANN for IANA’s provision of IP addressing related functions, including accountability (dispute resolution etc). Transparency, consistency and completeness in all arrangements Agreements should clearly define relationships and accountability, to ensure that they are fully transparent, consistent, complete and sufficient. NRO to review current agreements with ICANN (before 31 December 2014) To identify all necessary features and any gaps. NRO to enter into an Affirmation of Commitments (AoC) with ICANN (before 30 June 2015) The exchange of letters by NRO with ICANN in 2007 and 2009 can be replaced by an Affirmation of Commitments with ICANN for mutual recognition, rights and responsibilities.

Editor's Notes

  • IANA is a collection of registries, which are essentially independent, but historically grouped together.
The registries can be grouped into 3 quite separate groups, corresponding to different communities of interest.
Registries in general have no direct operational interaction with the Internet: if these registries disappeared then there would not be an operational impact.
There is one “registry” that is different, namely the root zone file because this has immediate and critical operational importance.
