IPv4 Transfer Services 
• Transfers between APNIC account holders 
– Resources must be held in APNIC accounts 
– Recipient accounts must demonstrate the need to receive the transfer 
• Inter-RIR transfers 
– Currently between the ARIN and APNIC regions 
– Must meet relevant policy criteria 
– Source initiates the transfer via the respective RIR 
• Minimum transfer size: /24 
• IPv4 transfer fee applies 
– A 20% transfer fee is charged according to the size of the block that is 
being transferred 
– Payable by the recipient, or by the source if transferred out of the 
APNIC region

Inter-RIR Transfers 
• Completed transfers: eight from ARIN to APNIC (Nov 2012 
– April 2013) 
• Transfer time (including evaluation): one – two weeks 
• Successfully transferred live network 
– ARIN-managed resources transferred into the AP region, to be 
managed by APNIC 
• ARIN and APNIC stats overlap one day after the transfer 
due to the time zone difference

IPv4 Pre-Approval Service 
• Get your need for more IPv4 approved before you locate 
your source of transfer 
– Lodge the form via MyAPNIC 
– Once approved, it is valid for 24 months 
• Advantage: the recipient does not need to provide transfer 
justification again, once the transfer source is located and 
the transfer size is approved

• Allows the approved need for IPv4 transfers to be listed on 
APNIC’s website 
– Opt-in anonymous listing of pre-approvals

APNIC 
– APNIC sends the contacts details of the holders to Members

  • 12. IPv4 Transfer Services • Transfers between APNIC account holders – Resources must be held in APNIC accounts – Recipient accounts must demonstrate the need to receive the transfer • Inter-RIR transfers – Currently between the ARIN and APNIC regions – Must meet relevant policy criteria – Source initiates the transfer via the respective RIR • Minimum transfer size: /24 • IPv4 transfer fee applies – A 20% transfer fee is charged according to the size of the block that is being transferred – Payable by the recipient, or by the source if transferred out of the APNIC region 12

IPv4 Transfer Services • Pre-approval service, with opt-in anonymous listing • Broker listing; four registered so far www.apnic.net/transfer-brokers • Mailing list to enable the source and recipients of IPv4 address transfers and IPv4 brokers to discuss topics relevant to transfers apnic-transfers@apnic.net • Public transfer log ftp://ftp.apnic.net/public/transfers/apnic 13

Inter-RIR Transfers • Completed transfers: eight from ARIN to APNIC (Nov 2012 – April 2013) • Transfer time (including evaluation): one – two weeks • Successfully transferred live network – ARIN-managed resources transferred into the AP region, to be managed by APNIC • ARIN and APNIC stats overlap one day after the transfer due to the time zone difference 14

IPv4 Pre-Approval Service • Get your need for more IPv4 approved before you locate your source of transfer – Lodge the form via MyAPNIC – Once approved, it is valid for 24 months • Advantage: the recipient does not need to provide transfer justification again, once the transfer source is located and the transfer size is approved 15
