Joyce Kenkre funding & assessment - CNRS Masterclass 2013

  1. 1. Joyce Kenkre Professor of Primary Care University of South Wales Associate Director Wales School of Primary Care Research Funding and Assessment
  2. 2. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence Language and the community of practice Key point: gain membership of the community the physical nearness or distance of the granting agency… influenced the interplay of communication in the grant application process, which in turn influenced….how comprehensive the grant proposal, how rigid and technical the form, etc (Beaufort 1997;p520)
  3. 3. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence Joining the community It’s not that when you go for a proposal you lay your cards on the table and get the money. That’s not it. There are lots of other influences, and interactions with people that are very important You can’t look at preparing a proposal as an isolated experience….you’re not just accumulating knowledge [as you write], but meeting people who are going to play a role down the line… When a neophyte thinks about going to meetings, they tend to think strictly of the papers. That’s important, but it’s not the only thing… It is uncanny how you talk to someone at a meeting and then five years later, that person evolves in your life in some way. If you’re aware of that, there is a tendency early to nurture these things
  4. 4. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence PhD Opportunities  RCBC  Knowledge Transfer Partnerships  Knowledge Economy Skills Scholarships
  5. 5. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence Structure analysis of Grant Proposals   Claiming the territory   Spotting the gap   Stating the goal (Describing the promised land)   Stating the means   Reporting previous research   Benefits and impact
  6. 6. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence What makes a good proposal?   Quality of proposed research   Significance and importance of the project and contribution it will make clearly articulated   Appropriateness, effectiveness and feasibility of proposed research methods   Well-prepared and checked   Carefully costed and approved by organisation   Uses headings as requested   Ensure scheme aims are met

  10. 10. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence Peer review policy assessment   Please read the application thoroughly and provide comments on the relevance of the application to current Welsh Assembly Government policy.   Please score the application between 1 and 10 using the scoring scale provided at the back of this form.   Your response should be succinct, however it should capture all key points you wish to make in relation to the proposal’s relevance to current Welsh Assembly Government policy, and it’s potential to impact on future policy development.
  11. 11. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence Scoring Scale Score Indicators Very strong policy fit (9-10) 10 Very strong relevance to Welsh Assembly Government policy and project has very high potential for impact on future policy development. 9 Very strong relevance to Welsh Assembly Government policy and project has high potential for impact on future policy development.. Strong policy fit (7-8) 8 Strong relevance to Welsh Assembly Government policy and project has high potential for impact on future policy development. 7 Strong relevance to Welsh Assembly Government policy and project has fair potential for impact on future policy development. Fair policy fit (5-6) 6 Fair relevance to Welsh Assembly Government policy and project has high potential for impact on future policy development. 5 Fair relevance to Welsh Assembly Government policy and project has fair potential for impact on future policy development.. Weak policy fit (2-4) 4 Fair relevance to Welsh Assembly Government policy and project has weak potential for impact on future policy development. 3 Weak relevance to Welsh Assembly Government policy and project has weak potential for impact on future policy development. 2 Weak relevance to Welsh Assembly Government policy and project has no potential for impact on future policy development. Unacceptable policy fit (1) 1 No relevance to Welsh Assembly Government policy and project has no potential for impact on future policy development.
  12. 12. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence Scoring System  These scores are:  Combined  Ranked  A cut-off point is found, depending on the numbers of applications that can be managed
  13. 13. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence The HSDR Programme aims   To produce rigorous and relevant evidence on the quality, access and organisation of health services, including costs and outcomes.   To enhance the strategic focus on research that matters to the NHS including research on implementation and a range of knowledge mobilisation initiatives.   To support ambitious evaluative research to improve health services.
  14. 14. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence Health Service Delivery Research Assessment   Stage 1 – review of studies by panel. Short list 2-3 x as many projects that can be funded   External peer review •  Relevance of proposal to call •  Relevance to needs, interests and current future challenges for the management community in the NHS •  Likelihood to produce findings which is useful to management •  to provide greater engagement with the academic community
  15. 15. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence Assessment   Importance to the needs of the NHS And delivery of health services   Scientific quality   Advance in scientific knowledge and understanding   Leading to improvement in services   Understanding of the broader topic area   Feasibility   Skill mix, experience, project management and infrastructure   Realistic costs
  16. 16. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence NIHR - HTA  Research information about the effectiveness, costs and the broader impact of healthcare treatments and tests for those that plan, provide and receive care in the NHS.
  17. 17. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence   If you butter a piece of toast and drop it, it lands butter side down.  If you drop a cat it always lands on its feet.  What would happen if you buttered the back of a cat and dropped that? From: Toast polls, surveys and quizzes. http://www.pollsb.com (Accessed 17th March 2010)
  18. 18. Rhannu a Datblygu Rhagoraeth - Sharing and Developing Excellence Proposal for the study of toast Written in response to a call for proposals in the area of Chance and Destiny.   Whether toast lands butter side up is central to our understanding of whether the world is governed by chance.   Smith found no difference between butter-side-up and butter-side-down outcomes in a trial (BSU vs BSD). However, he used only English bread, and it may be that bread baked in Wales behaves differently.   This proposal aims to establish whether the properties of Welsh bread differ, using the Criteria for Bread (CfB) categories and a bread catapult described elsewhere.   Using sufficient quantities of bread from well-established Welsh bakeries, we will measure the properties of Welsh bread and, through direct observation by trained assessors, the frequency of BSU and BSD outcomes.   The impact on public services will be considerable. Should results indicate that the world is not governed by chance, then money should be diverted towards offerings to placate the gods. If it is governed by chance, then psychological support for victims of random toast-related accidents in particular should be increased.
