The overall objective of the community radio station is – giving voices to the unheard voices, providing information, knowledge and democratizing communication for Mahadalit community. Community radio, although taking on diverse forms depending on its surroundings, remains a type of radio made to serve people; radio that encourages expression and participation and that values local culture. Its will reach out to the remotest areas far from large urban centers, where the population is too small to attract commercial or large-scale State radio.

The main objectives of the project include:

• To identify the intervention area for setting up the community radio station.
• Coordination with all the stake holders for the compliances and necessary permissions.
• Technical assistance for setting of community radio station
• Content development of the broad casting issues.
• Community Mobilisation and Trainings for the hand holding supports in order to change the "passive culture" amongst the people and generating awareness on local issues, giving them voice and breaking silence to play an active role in future leadership.
• To engage the young people from the Mahadalit community in a youth radio partnership as the owners of the station and programs.

IntroductionWhat is a Community Radio?Community Radio means radio broadcasting with theobjective of serving the cause of the community in theservice area by involving members of the community inbroadcast of their programs. It affords a unique advantageof receiving transmission through low cost battery operatedportable receiving sets.It broadcasts material that is popular to a local audience.

  10. 10. MAHADALITSAs per Census 2011, Dalits constitute nearly 15 percent of Bihars 104million population. A total of 21 of the 22 Dalit sub-castes have beenidentified as Mahadalits.Article 38 and Article 46 of Indian Constitution has laid great stress onScheduled caste & Scheduled tribe communities to bring them in themainstream of society.Community Radio is one the most important tools that can help to bringthe Mahadalits in the mainstream of society. The main reason for theirsocio-economic backwardness has been illiteracy and ignorance whichhad led to their severance from the developing and developed society.Because of the illiteracy factor, the Mahadalits can perceive only visual& audio messages. Transmission of visual messages to Mahadalits is avery expensive and impractical proposition; however CRS can transmitaudio messages which will be beneficial for their up-liftment in manyways.
  11. 11.  The language issue will be addressed with theintroduction of community stations, given the large numbers of different local languages in Africancountries. In Africa it is not just a question of whether people can hear broadcasts but rather whetherthey can understand the broadcasts. It addresses human rights issues through the right toinformation and communication. The majority of the people in Mahadalit have beenstarved of information. In these days of the information society, community radio can offer someform of media education, creating an informationculture.
  12. 12.  It enhances emancipation and self-worth. Community radio can serve as a platform fordebate, exchange of ideas and reactions toplans and projects. It can accommodate peoples ideas and satisfytheir spiritual and psychological wellbeingmuch better than any other form ofbroadcasting.

Program Contents(Continued)Apart from the Program Contents mentioned in the previousslide which entails mostly awareness issues; various other topicswill be included which will be of high quality & ‘catchy’ innature designed to improve the meager income and thereby thelife-styles of the Mahadalits. These other items will include:Interviews of the families of Mahadalits about theirshort term & long term problems.Programs about availability of finance from governmentfor small business.Programs by experts on health problems of cattle.Folk Lore & Folk Songs.Programs by children of Mahadalits.Programs on home cures by qualified doctors.Program on child health & nutrition.Programs on availability of jobs for unskilled labor in nearbyBlocks or Town.
