  5. 5. INTRODUCTION -  WHAT IS BLOCKCHAIN Blockchain, as described by many, is the evolution of Internet. But, technically speaking, it is a distributed ledger system that can be used to record various types of transactions, especially financial, between two parties, in a verifiable, secured, and permanent way.

BLOCKCHAIN & GOVERNMENT Governments, be any country, needs to maintain information about its day-to-day operations, activities, assets as well as details of its people, institutions and organizations. From maintaining records of the general populace to high scale business transactions, they all exist in some kind of digital or paper form.
  7. 7. All these records are prepared at 3 levels LOCAL REGIONAL NATIONAL Every level of agency builds its own ledger of data with distinguished access-management protocols. The high-priority data is not very often available for general access and needs to be protected against manipulation or unauthorized access.
  8. 8. Blockchain technology can be used to smoothen this form of data management. Since blockchain is an encrypted digital ledger that can be stored on multiple computers, it can hold large amounts of data in the form of ‘blocks’, that cannot be altered without the collusion of the majority blocks.
  9. 9. As a result, blockchain makes it easier to create and manage volumes of data, while maintaining security and safeguarding from other potential threats - all that at a very minimum cost.

Each block contains a timestamp and a link to previous block.” Investopedia- “A public ledger of all Bitcoin transactions that have ever been executed.” Gartner - “ A distributed ledger in which value exchange transactions (in bitcoin or other token) are sequentially grouped into blocks.”
  11. 11. WHY IT CAN BE DEEMED “VERY SECURE”? Managing data digital assets has always been a worried subject. Despite the best efforts of agencies to protect their system, hackers are easily able to get through.

In 2015, hackers were able to obtain personal details, like social security number, fingerprint details, personal information, financial information, etc., of more than 20 million Americans.   13. 13. In blockchain, data of one block cannot be altered unless all the subsequent blocks are altered, which would require verification from several parties. Hence, hackers cannot obtain data and manipulate it.

GOVERNMENTS OF TOP COUNTRIES ARE WORKING WITH THE BLOCKCHAIN TECHNOLOGY  Russia - The Central Securities Depositories is implementing blockchain technology to allow various stakeholders transact with each other directly United Kingdom - The government is exploring blockchain to manage the distribution to grants.
  21. 21. South Korea - The government of South Korea is insisting its banks to implement the technology and create projects around it. Singapore - Government of this country has already turned to blockchain technology to prevent bank frauds. USA - The US government’s prime logistical agency, GSA or General Services Administration, is looking at Blockchain to streamline Contract Bidding System.
  22. 22. TRANSFORMING GOVERNMENT SERVICES So, how will be blockchain actually transforming government services? Blockchain can bring regulatory clarity, something that governments of every country has failed to perfectly achieve.
