Policy Implications of study <ul><li>City centers should allow mixed usage by the middle class and the poor </li></ul><ul><li>Land development should be a private sector business </li></ul><ul><li>Commercialization needs to follow a coherent and well-thought out plan instead of short lived policies </li></ul><ul><li>City Administrators should be sensitized about domestic commerce </li></ul><ul><li>Parking Assessments to be made and enforced for all commercial centers </li></ul>
