Khan (2002) analysed the role of bureaucracy in terms of its relations with the politicians , bureaucrats and the public needs </li></ul><ul><li>F.W.Riggs states that political system comprises of the bureaucracy, military and political elite pre-dominantly and their internal relations defines their respective role </li></ul><ul><li>While Asaf Hussein describes the structure of power in Pakistan as system of elites wielding the power </li></ul>
