French Red Cross around the world  Member of an international network: •  The international Red Cross / Red Crescent Movement 183 national societies, 90 million volunteers • 7 principles : humanity, impartiality, neutrality, independance, voluntary service, unity, universality • 1 mission : To prevent and alleviate human suffering, protect people’s lives, health and dignity  FRC, active in France and around the world:  60 000 volunteers  1076 branches  679 institutions in France  66 volunteers abroad  43 programmes  35 countries in 2004  Specific fields of action abroad: • Disaster Preparedness and Response • Water & Sanitation • HIV-AIDS prevention, care and support and also: community health, mother and child protection, socio-economic development, capacity-building, … 3

Ongoing projects  Water, sanitation & food security in Oddar Meanchey (since 2001) • 3rd ECHO-funded programme in 2004, followed by a programme co-funded by the EU (2004-2007). • Improving water supply, sanitation conditions and hygiene practices • Increasing food security, diet diversity, and household revenues  HIV-AIDS programme (starting 2004) Improving health care for adults and children living with HIV/AIDS, including access to ART & community support. Projects in Sihanoukville and Phnom Penh Co-funded by the GFATM for 2 to 5 years. 4

HIV-AIDS programme  Launch of HIV-AIDS activities in 2004 • A 2/5 year programme co-funded by the GFATM • Improving health care services for adults and children living with HIV/Aids including access to HAART in order to improve patients’ living conditions in Kompong Som province and Phnom Penh (National Paediatric Hospital) • Focus on the opening of day care center / external consultations within MOH institutions  Perspectives Development of the home-base care and community support with CRC network 6

Water, sanitation & food security in Oddar Meanchey  « ODM3 » (2004) • 3rd ECHO-funded programme, targeting 16 000 beneficiaries in Anlong Veng and Trapaing Prasaat • Improving access to drinkable water, sanitation & hygiene • Providing home gardening activities for better food security & diet  « ODM 4 » (2004/2007) • A 3-year programme funded by Europeaid in the same area • More focus on food security and the operation of water points (rehabilitation, water point committees, maintenance)  7

Other projects?  complementary to existing projects eg.: community/family support for HIV-AIDS patients eg.: health education in Oddar Meanchey or in the same area of activity eg.: water & sanitation in another vulnerable rural area and/or in FRC areas of development ie.: water & sanitation, HIV/AIDS, disaster preparedness  in line with CRC strategy and branch capacities Working in partnership to build capacity Providing good prospects for long-term implementation  8
