  2. 2. ‘ Caring for our future’ engagement exercise <ul><li>Caring for our future: Shared ambitions for care and support was launched on Thursday 15 th September </li></ul><ul><li>Three month discussion with people who use care and support services, carers, local councils, care providers, and the voluntary sector about the priorities for improving care and support. </li></ul><ul><li>Opportunity to bring together the recommendations from the Law Commission and the Commission on the Funding of Care and Support with the Government’s Vision for Adult Social Care , and to discuss with stakeholders what the priorities for reform should be. </li></ul><ul><li>We have an opportunity to get reform right so we want to have a wider discussion about every aspect of the system to help us decide what to do. </li></ul>
  3. 3. Government agenda – Coalition Programme <ul><ul><li>The Government believes that people needing care deserve to be treated with dignity and respect. We understand the urgency of reforming the system of social care to provide much more control to individuals and their carers, and to ease the cost burden that they and their families face. </li></ul></ul><ul><ul><li>We will establish a commission on long-term care, to report within a year. The commission will consider a range of ideas, including both a voluntary insurance scheme to protect the assets of those who go into residential care, and a partnership scheme as proposed by Derek Wanless. </li></ul></ul><ul><ul><li>We will break down barriers between health and social care funding to incentivise preventative action. </li></ul></ul><ul><ul><li>We will extend the greater roll-out of personal budgets to give people and their carers more control and purchasing power. </li></ul></ul><ul><ul><li>We will use direct payments to carers and better community-based provision to improve access to respite care. </li></ul></ul>

How will the engagement work? <ul><li>We have identified six key areas to focus discussion on improvements to the care and support system. </li></ul><ul><li>These areas are: </li></ul><ul><ul><ul><ul><li>Quality and Workforce </li></ul></ul></ul></ul><ul><ul><ul><ul><li>Personalisation </li></ul></ul></ul></ul><ul><ul><ul><ul><li>Shaping local care services </li></ul></ul></ul></ul><ul><ul><ul><ul><li>Prevention </li></ul></ul></ul></ul><ul><ul><ul><ul><li>Integration </li></ul></ul></ul></ul><ul><ul><ul><ul><li>The role of financial services </li></ul></ul></ul></ul><ul><li>We have asked a leader from the care and support community to help the Government to lead the discussions for each of the six areas, supported by a small reference group. These will draw in views from a wide variety of groups, networks and individuals. </li></ul><ul><li>We also want to hear people’s views on the recommendations made by the Commission on Funding of Care and Support and how we should assess these proposals, alongside other potential priorities for improvement. </li></ul>
  6. 6. Six engagement themes and discussion leaders <ul><li>Quality : how could we improve the quality of care and how could we support the care workforce to do this? Imelda Redmond (Chief Executive, Carers UK) </li></ul><ul><li>Personalisation : how could we give people more choice and control over the care and support they use, and help them to make informed decisions? Jeremy Hughes (Chief Executive, Alzheimer’s Society) </li></ul><ul><li>Shaping local care services : how could we ensure there is a wide range of organisations that provide innovative and responsive care services and that respond to people’s needs and choices? Peter Hay (President, ADASS) </li></ul><ul><li>Prevention: how could we support more effective prevention and early intervention to keep people independent and in good health for as long as possible? Alex Fox (Chief Executive, NAAPS) </li></ul><ul><li>Integration (in partnership with the NHS Future Forum): how could we build better connections locally between the NHS and other care services? Geoff Alltimes (Chief Executive, Hammersmith & Fulham Council) Robert Varnam (Manchester GP) </li></ul><ul><li>The role of the financial services: what role could the financial services sector play in supporting care users, carers and their families? Nick Kirwan (Association of British Insurers) </li></ul>
  7. 7. We also want to hear your thoughts on the recommendations of the Commission on Funding of Care and Support <ul><li>a. What are the strengths and weaknesses of the Commission’s proposals in addressing the problems of the current system? What are the priorities for action coming out of the Commission’s report, including in relation to other priorities for improvement in the system? </li></ul><ul><li>b. What are the implications of the Commission’s proposals on other areas of care and support reform? </li></ul><ul><li>c. The Commission presented a range of options in relation to some of their recommendations, which would affect the balance between the financial cost to the individual and the taxpayer. These include: </li></ul><ul><ul><ul><li>the level of the cap </li></ul></ul></ul><ul><ul><ul><li>the contribution that people make to their living costs in residential care </li></ul></ul></ul><ul><li>What would be the implications of different options on the outcomes which the Commission hoped to achieve? </li></ul>

Cross-cutting issues <ul><li>There are a number of cross-cutting issues that we need to consider as part of each of the six reform areas to decide our approach to reform so that the White Paper supports: </li></ul><ul><ul><li>all individuals throughout the time they experience a care need: this will mean considering how the system should meet the needs of children at the point of transition to adult services; working age adults; and of older people from all backgrounds and with all types of care need; </li></ul></ul><ul><ul><li>families including carers; and </li></ul></ul><ul><ul><li>staff to deliver high quality care within a reformed adult social care system. </li></ul></ul>
  9. 9. <ul><li>Until early December, we will be engaging with a range of people and organisations involved with care and support. </li></ul><ul><li>Together with our six key leaders from the care and support community, we will be attending events, holding meetings, listening to the views of user organisations, carers’ representatives, care providers, and local councils on what the priorities for improving care and support should be. </li></ul><ul><li>We hope to use existing networks and events to hear the breadth of opinion on these issues. </li></ul>Who are we engaging with?
  10. 10. <ul><li>At the end of the conversation, the discussion leaders will bring together views about the priorities for change. This will help the Government decide what to do. </li></ul><ul><li>The Government has said it will publish a White Paper and progress report on funding reform in Spring 2012. The White Paper will set out our approach to reform, to start the process of transforming our care and support system. </li></ul><ul><li>The Government has committed to legislating at the earliest opportunity </li></ul>After the engagement
