as experience in Physical Education Training Institution not given.
b. Required no. of teachers/lecturers as per NCTE norms are not in position.
c. CD was not submitted at the time of inspection. Authenticity of the CD submitted after the
inspection cannot be ascertained.
d. Particulars of teaching staff is not countersigned by the competent authority of concerned affiliating
body and is not properly filled in. Date of appointment and date of Joining not given.
e. The institution has not fulfilled the following deficiencies observed by Visiting Team and not

(i) The institution is having an old dilapidated building with a newly constructed aluminum
roof.
(ii) The laboratory for purpose of psychology, computer, physiology are not adequately
provided with required equipments furniture as per NCTE norms.

The institution namely Govt. Secondary Training School, Kishorenagar, Angul, Plot No.- 486, 488,
503, 505, 508, 509, Vill - Dimirmunda Kishorenagar, PO - Rajkishorenagar, Tehsil/Taluka - Kishorenagar,
Town/City - Angul, Dist - Angul, Odisha 759126 (D.El.Ed.) (Addl. Intake) was granted permission for
conducting D.El.Ed. Course with an additional annual intake of 50 students thus making the total annual
intake of 100 (one hundred) vide order No. 24186 dated 24.02.2014 from the academic session 2014-2015
subject to fulfilling the following conditions. The NCTE Hqrs. vide letter No. 48-
9/2013/NCTE/N&S/A78554 dated 03.12.2013 has already given procedural relaxation to the all existing
institution in the State of Odisha and directed to submit the faculty list along with budgetary provision before
issuance of formal recognition order as detailed below :-
(i) All staff as per the norms and standards of NCTE is in place by February 2014.
(ii) There is an adequate budgetary allocation in the budget of the State Government for the year
2014-15, for provision of requisite infrastructure as per the norms and standards of NCTE.
Further, the ERC in its 163rd
Meeting the VT letter to the institution as well as VT experts was
issued on 12.12.2013, 24.01.2014, 22.07.2014 and 28.11.2014. The inspection of the institution conducted
on 22.12.2014. As per VT report the institution is deficient as follows:
1. The existing science lab facility is not sufficient for the requirements of additional intake.
2. Laboratories like Psychology, educational technology and language learning etc. are not available.
3. The size of multipurpose hall, psychology resource centre, ET lab, health & physical education
resource centre, administrative office, seminar room & canteen etc. are left blank.
4. Classrooms are only two whereas the requirements for additional intake in existing D.El.Ed. Course
is four having an area of 500 Sq. ft. each, as per NCTE norms.
5. Separate cabins in staff room for faculty is not available.
6. Safe guard against fire hazard is not provide in the institution building.
7. The institution has not submitted the blue print building plan duly approved by any authority / Govt.
Engineer mentioning the plot No., khata No., total area & showing the extended built up area for
granted additional intake of D.El.Ed. Course in the existing building.
8. The total built up area of the institution is 1117 Sq. Mts. which is less than the required 2000 Sq.
Mts. for granted additional intake of D.El.Ed. course in the existing building.
9. Building completion certificate issued by Junior Engineer, Kishorenagar Block on 07.08.2014 for
existing D.El.Ed. course only. However, the extended built up area for additional intake of D.El.Ed.
course in the existing building is under construction.
10. No laboratories Psycho lab, Language lab and E.T. lab in the institution.
11. Vacancy in the existing teaching posts along with the post of Headmaster in the institution.
The committee noted that the last date of relaxation was 31.12.2014 to compliance the teaching faculty and
completion of building as per NCTE norms. The institution/state government has not compliance the above
deficiencies till date and relaxation period has already been over.
In view of the above, the committee decided as under:
Show Cause notice be issued to the institution as to why the recognition to the institution be not refused on
the above points. The Committee therefore, provides an opportunity under section 14(3)(b) of the NCTE
Act 1993 to the institution to submit its reply within 21 days from the issue of the letter before the
Committee takes final decision.
A copy of this letter may be endorsed to the Secretary, School and Mass Education as well as Director
SCERT for information with a request to submit a consolidated compliance report of all the institutions
granted recognition/permission as per the relaxation given by NCTE on or before 31st
December 2014.
