CHECKLIST AND CERTIFICATION OF SOA and NCLB SCHOOL IMPROVEMENT PLAN REQUIREMENTS For Schools Warned (Tier I, II, III, or SST) and/or in Title I School Improvement Status Schools that are warned (Tier I, II, III, or SST) under the Regulations Establishing Standards for Accrediting Public Schools in Virginia (SOA) are required to develop a school improvement plan with specific components. In addition, schools in Title I School Improvement status under the No Child Left Behind Act of 2001 (NCLB) must ensure that the required Title I School Improvement plan components are included in that single school improvement plan. Specifically, during a federal program monitoring, the reviewer will ask to see the comprehensive school improvement plan for each school in Title I School Improvement, but will focus on the Title I requirements within that plan. The attached Checklist and Certification of SOA and NCLB School Improvement Plan Requirements has been designed to allow the school or school division to indicate where the SOA-required components and/or the Title I School Improvement plan components exist within that single school improvement plan. The division should complete the cover sheet and use the checklist and certification form when the appropriate school plans are presented to a federal program monitor, an Academic Review Team, or to a School Support Team (SST). The purpose is to certify that the SOA and the NCLB Title I School Improvement plan components have been specifically addressed. 1. For Schools that are Warned (Tier I, II, III, or SST) Only/Not in Title I School Improvement Schools that are warned (Tier I, II, III, or SST) only, but not in Title I School Improvement, should complete the left half of the checklist and certification form that follows. Submission of Plans: The school improvement plans accompanied by the SOA/NCLB cover sheet and the Checklist and Certification of SOA and NCLB School Improvement Plan Requirements should be submitted within 60 days of the school’s Academic Review or SST visit [8 VAC 20-131.310.F]. Submit the signed cover sheet to: Fonda Austin, Office of School Improvement, Virginia Department of Education, P.O. Box 2120, Richmond, VA 23218-2120. Submit an electronic copy of the complete plan to osi.reports@doe.virginia.gov. 2. For Schools in Title I School Improvement Only/Not Warned Schools that are in Title I School Improvement status only, but are not warned under the SOA, should complete the right half of the checklist and certification form that follows. Submission of Plans: Submit the school improvement plan accompanied by the SOA/NCLB cover sheet and the checklist and certification form for peer review to the school division within three months of the school’s identification for improvement status. (See Title I, Section 1116(b)(3) for additional details regarding the responsibilities of the school division in plan receipt and approval.) Retain a copy at the school site and for submission to the Virginia Department of Education as a requirement for receipt of School Improvement Funds (under a separate process to be annually announced).

Submission of Plans: The school improvement plans accompanied by the SOA/NCLB cover sheet and the Checklist and Certification of SOA and NCLB School Improvement Plan Requirements should be submitted within 60 days of the school’s Academic Review or SST visit [8 VAC 20-131.310.F]. Submit the signed cover sheet to: Fonda Austin, Office of School Improvement, Virginia Department of Education, P.O. Box 2120, Richmond, VA 23218-2120. Submit an electronic copy of the complete plan to osi.reports@doe.virginia.gov. Retain a copy at the school level for school improvement funding purposes to be announced under separate cover. Timelines Title I School Improvement plans are to be completed within three months after School Improvement identification and peer reviewed and approved by the local educational agency within 45 days after plan submission. SOA-required plans should be received by the Office of School Improvement within 60 days following the Academic Review or SST visit. Schools that are both warned (Tier I, II, III, or SST) and in Title I School Improvement should meet both timeline requirements by beginning a draft of the Title I School Improvement plan within three months of identification. The draft should be peer reviewed within 45 days. The plan should be finalized after the Academic Review or SST visit by responding to the academic review “essential actions” or to the SST recommendations.
