Masyarakat Ekonomi ASEAN • Ekonomi terbesar ke-5 di dunia, ke-3 di Asia dengan GD P gabungan sebesar US$3.2 triliun pada tahun 2019. • Pasar ke-3 terbesar di dunia dengan total populasi lebih d ari 655 juta jiwa, setelah RRT dan India. 1/3 dari total popul asi berasal dari Indonesia. • Total perdagangan ASEAN mencapai US$ 2.8 triliun pada t ahun 2019. • Perdagangan Intra ASEAN tercatat sebagai pangsa pasar terbesar dari total perdagangan barang ASEAN pada 201 9 yaitu 22.5% lebih rendah dibandingkan pada tahun 2018 y ang mencapai 23%. • ASEAN mendatangkan FDI sebesar US$ 160.6 miliar pada 2019, 65.8% merupakan sektor perdagangan jasa. • Investasi Intra-ASEAN terbesar di 2019 (19.4%), diikuti de ngan Uni Eropa (18.4%), Jepang (9.6%) dan RRT (8.2%). Sentralitas ASEAN perlu diperkuat di tengah ketidakpastian ekonomi global dan Perdag angan internasional semakin kompleks pas ca Pandemi COVID-19. 2.   13. 13. Saat ini terdapat 6 FTA antara ASEAN dan negara mitra yang sudah implementasi (China, Korea, Jepang, India, Australia dan New Zealand, dan Hong Kong). Untuk ASEAN-Hong Kong, China FTA, Indonesia telah mengimplementasikannya mulai tanggal 4 Juli 2020 • Cakupan masing-masing ASEAN + 1 FTA berbeda-beda. • Berlangsung secara bertahap dan secara berkala dilakukan review sesuai dengan perkembangan perekonomian dunia dan kebutuhan. 2007 2010 2019 Timeline berlaku nya ASEAN+1 FTA: Kerja Sama ASEAN +1 FTA
  14. 14. Regional Comprehensive Economic Partnership (RCEP) RCEP Fact RCEP disepakati pada tahun 2011 yang merupakan konsolidasi seluruh negara ASEAN+1 FTA. Perundingan RCEP dimulai pada tahun 2013. Indonesia merupakan negara inisiator RCEP. Indonesia menjadi Ketua Komite Negosiasi Perdagangan RCEP (RCEP-TNC) RCEP bertujuan mengeliminasi tarif progresif dan hambatan perdagangan, selain itu menciptakan fasilitasi dan transparansi dalam perdagangan → regional value chain dan produk industri. Milestones in ASEAN – Canada Economic Cooperation (1) 2016 2017 2018 2019 Ministers agreed to initiate work on Joint Feasibility Study (JFS) for a potential ASEAN-Canada FTA and launch Trade Policy Dialogue 5th AEM-Canada Consultations focused on Small and Me dium-Sized Enterprises ( MSMEs) The 1st Trade Policy Dialogue (TPD) tasked Officials to exchange view on next step for ASEAN-Canada with a view of presenting the recommendation to 9th AEM- Canada Consultations The 3rd TPD focused on innovation and IP. The 8th AEM-Canada Consultations held in Singapore. The 2nd TPD focused on Canada’s experience negotiating FTA with EU July 11-12, 2018, the 1st Exploratory Discussions (ED)

ASEAN-Canada Annual Trade Policy Dialogue TPD is an annual event that serves to deepen the economic relationship between ASEAN & Canada by encouraging dialogue on trade policy issues of mutual interest 1st TPD ▪ 2017 ▪ focused on Small and Medium-Sized Enterprises (MSM Es), which was identified as a priority topic by ASEAN member states for 2017 2nd TPD ▪ 2018 ▪ focused on Canada’s experience negotiating an FTA with the European Union 2nd TPD 3rd TPD ▪ 2019 ▪ focused on Canada’s national IP and innovation strategies, including the policies and programs supporting Canadian innovation 2nd TPD 4th TPD ▪ 2020 ▪ Focused on four issues, namely Government Procurement, Environment, Labour and State- Owned Enterprises

Recommendations: ASEAN – Canada Ministerial Consultation, August 2020 Task officials to develop a reference paper that would identify – on a ‘without prejudice’ basis – the possible FTAs objectives, proposed chapters /elements, including the potential level of ambition for each, areas of convergence and divergence and other relevant considerations 1 3 Urge officials to complete their task as soon as possible and submit their recommendations on whether or not to pursue an ASEAN-Canada FTA by the next AEM-Canada Consultations in 2021 Note the key milestones on the next steps tow ard an ASEAN-Canada FTA and agreed on the following milestones: 2 November 2020: progress report on the Next Steps Toward a Possible ASEAN-Canada FTA will be provided by Ministers to Leaders, either virtually or in person as appropriate Encourage ASEAN and Canada to explore creatively possible ways and means for continuous collaboration to enhance mutual understanding on issues of mutual interest January 2021: Officials initiate discussions on the Reference Paper for an ASEAN-Canada FTA August 2021: ASEAN and Canada Economic Ministers meet to consider the recommendations in the Reference Paper 4 Continue cooperation programs, as and when necessary, to enhance the capacity of ASEAN Member States to benefit from an ASEAN-Canada economic engagement in the future, especially in view of the on-going transformation of the global economy post-COVID 19 5 *Source: Next Steps toward a Possible ASEAN-Canada Free Trade Agreement 25

  33. 33. source:http://trade.ec.europa.eu • Arahan Menteri untuk memulai perundingan AEUFTA pada bulan April 2007, namun terhenti pada tahun 2009. • Tahun 2017, perundingan AEUFTA direaktivasi kembali dengan pembahasan Framework AEU FTA. • Framework AEUFTA telah dibahas sebanyak 3 (tiga) kali . (Pertemuan terakhir pada 18-21 Feb 2020) EU-Singapore Trade and Investment Agreements ditandatangani pada 19 Oct 2018. EU-Vietnam Trade and Investment Agreements ditanda tangani pada 30 June 2019. Perundingan Putaran ke-10 IEU CEPA dilakukan secara virtual pada 22 Februari - 5 Maret 2021. Proses negosiasi dimulai bulan Maret 2013, tetapi berhenti sejak kudeta militer tahun 2014. Negosiasi dimulai pada tahun 2010 dan setelah 7 putaran perundingan dihentikan atas permintaan Malaysia. Negosiasi dimulai pada bulan Desember 2015, putaran kedua diadakan pada bulan Februari 2017 Perundingan EU- Myanmar Investment Protection Agreement (IPA) telah berlangsung 5 (lima) kali putaran perundingan dan berhenti sejak 2017 karena isu human rights. MILESTONES FRAMEWORK ASEAN-EU FTA 2007 2017 Setelah 6 (enam) putaran, Joint Committee ASEAN-EU FTA dihentikan sementara AEM Retreat 2-3 Maret 2021 Para Menteri sepakat untuk segera melanjut kan pembahasan internal ASEAN terhadap framework setting out the parameters for a future ASEAN-EU FTA, untuk kemudian membahasnya dengan EU 2006 Pertemuan ke-7 AEM-EU Trade Commisioner Consultations, memberikan mandate agar negosiasi ASEAN-EU mulai dilaksanakan 2009 Pertemuan AEM-EU Trade Co mmissioner Consultations ke-1 5 menyepakati agar proses re- scoping ASEAN-EU FTA dimulai kembali 2018 Pertemuan ke-3 Joint Working Group ASEAN EU FTA, pembahasan framework masih memerlukan pembahasan lebih lanjut karena terdapat perbedaan “gap” yang cukup lebar 10 Maret 2017 di Manila, Filipina Proses negosiasi ASEAN- EU Free Trade Agreement (AE-FTA) diluncurkan SEBELUM RE-SCOPING ASEAN UNI EROPA FTA RE-SCOPING ASEAN UNI EROPA FTA 20-21 Februari 2020 di Brussel, Belgia 2021

  37. 37. DRAFT TEKS ROO Proposal EU: 1. Rules of Origin, including origin procedures, should support regional economic integration. They should be flexible, [consider the principle of substantial transformation,] and have simplified rules and procedures to facilitate trade and regional supply chains, while preventing circumvention. They should minimize costs and burden for businesses, particularly for [MSMEs small and medium sized enterprises]]. 2. [ Product specific Rules of Origin should be [trade facilitative, flexible, and should based on the standard EU GSP rules with limited number of adjustments to] reflect evolving economic realities.]] The Rules of Origin provisions should require clear and simple evidence of origin, such as self-certification of origin applied in a harmonised way in the ASEAN region. 3. [The provisions of the Rules of Origin Protocol shall also apply to the territories of Ceuta, Melilla, Andorra and San Marino] [The application or non-application of the Rules of Origin to the territories of Ceuta, Melilla, Andorra and San Marino will be subject to further discussion. Posisi ASEAN : ▸ ASEAN: We would like to retain the term “MSME”. Please note that EU already agreed to use MSME and it would be used throughout the text for consistency. ▸ ASEAN views that PSRs based on the standards EU GSP rules is already prejudging the outcome of potential negotiations; prefers not to mention any specific rules of origin in this framework.
