Project teams are expected to do more and deliver higher quality IT systems in lesser time and lower cost, with fewer resources to develop and test, in order to provide an early return on investment and shorter time to market. These pressures are forcing organizations to change the way software applications are built, while facing new operational challenges such as shorter development and testing time, outsourcing software development to cost effective geogra-phies, globally distributed teams, limited subject matter expertise and quickly deliver applications to support new tech-nologies. These challenges are putting intense pressure on quality assurance activities and processes. Traditional QA practices have failed to address these challenges, impacting delivery of high quality solutions. Many organizations are hence setting up Test Centers of Excellence (TCoE) that bring people, process, infrastructure, knowledge, tools and tech-nologies together, to address some of the challenges. To address the above challenges, the test organization must be moved out of the development and business teams, to a centralized and consolidated testing team, to form a Testing Center of Excellence (TCoE) that func-tions as a shared service, offering its expertise to many projects in the organization. A TCoE enables people, process and technology to be tied together, driven by key strategic initiatives and a robust governance model that enables organizations to scale up the existing testing services and offer new services with higher qual-ity, shorter delivery time and reduced cost. The role of testing, enabled by a Test Centre of Excel-lence is depicted in the diagram below. Organizations can make a transition to a full fledged TCoE at their own phase and gradually scale up their services, resources and capabilities. The implementation of a TCoE goes through several distinct phases described below. Phase 1 (Assessment and definition) - In this phase, the team gathers information and defines processes and standards. The vision, and roadmap of the TCoE is defined and metrics are identified. Phase 2 (Pilot) – In this phase, the testing processes and policies are applied as a shared service for a few projects as a pilot. In this phase, the strategies and policies defined in Phase 1 are reviewed and fine tuned. Phase 3 (Transition) - This phase concentrates on improv-ing service utility and the actual transition to the TCoE model from the traditional QA model, and TCoE starts working as a centralized entity for the entire organization. Phase 4 (Steady state) – In this phase, the TCOE takes com-plete organization wide ownership of quality assurance and testing processes. Tools and frameworks are standard-ized and widely used in the organization. The investments made in setting up a TCoE are realized in this phase. 1.
