The attached slide gives a graphical hint how to manage performance in matrix organisations. Operational or project management manages recurring or project performance, while functional management manages functional performance. Both coordinate regularly for resource planning and time allocation on functional and operational activities. Ideally there should be global resource coordination where all managers coordinate resource allocations subject to a project portfolio agreed upon by (IT) governance or steering committees
