  2. 2. What is GOSPIN?GOSPIN is a Global Observatory onScience, engineering, technology and innovation (SETI) PolicyINstruments and indicators. GO SPIN will provide new andrevolutionary tools for knowledge brokers, decision-makersand SETI policy experts.The GOSPIN platform is based on a recently designedmethodology for the standardization and systematization ofinformation on STI policies, policy instruments and indicators.It consists of the interaction of six databases made more userfriendly with innovative graphic and analytic tools.

Who are the potential GOSPIN users?GOSPIN has been devised for knowledgebrokers, planners, directors andadministrators of science and technology ingovernments, parliaments, universities,research institutions, productionenterprises concerned with innovation,international organizations working fordevelopment; research workers andspecialists whose field of study embracesscience, technology and innovation policies.

What are a policy instruments?• Policy instruments are the means employed by those who exercise power and authority to influence the decisions made by other agents.• They induce and motivate individuals, groups, firms, organizations and institutions to behave in accordance with the guidelines and criteria established by the policies.• They are the connecting link between the purposal expressed in a policy statement and its implementation in practice.

  7. 7. LaboratorySTIGAP and GOSPIN initiatives apply innovative of ideas technologies to provide decision-makers andknowledge-brokers with accurate information about STI policiesaround the world. Standard- The GOSPIN platform is establishing through the setter “Paris Guidelines” new ways to standardize andnormalize information about STI policies that can be easilyreplicated by its Member States and might be used by othersimilar initiatives around the world. Clearing- The new knowledge on SETI policies generated by house STIGAP and GOSPIN initiatives will be available forfree via internet for any potential user in the world.

Capacity The Division of Science Policy and Capacity builder Building will implement training programmesfor the collection, generation and improvement ofinformation on national SETI policies for experts, decisionmakers and governmental managers around the world, whilethe STIGAP associated networks will promote the generationof new experts on SETI policies around the world. Catalyst for STIGAP and GOSPIN initiatives will be used international cooperationto promote South-South and North-South-South cooperation on SETI policies among Member States.

The key characteristic of theGOSPIN website is theintegration of:• tools for data collection and content management system, and• presentation and data analysis of information on a user friendly public on-line web platform.The solution is built to bemodular and flexible to ensurethat it can be easily upgradedand to accommodate futureelements.
  11. 11. Description of each national research and innovation systemThe prototype has 33 individual national reports + LAC regional report, approx. 320 pages of information (in Eng & Spa). Each organization chart is organized following a topological metrics to study their complexity level and function.
