INVESTMENT OFFER THE COMMUNE OF THE CITY OF WLOCLAWEK WLOCLAWEK ECONOMIC DEVELOPMENT AREA – INDUSTRIAL AND TECHNOLOGICAL PARK Location Wloclawek Economic Development Area – Industrial and Technological Park is located in the direct vicinity of major industrial plants i.e. Anwil SA, PV Prefabet Kluczbork SA and Indorama Polymers Sp. z o.o.; the area is developed in technical infrastructure and it is fully prepared for business activity. Total area plots: no. 4/26 – 3.6973 ha, no. 4/28 – 3.5850, no. 4/35 – 3.1167 ha, plot no. 4/37 – 2.4376 ha, no. 4/40 – 2.5461 ha Form of ownership Property of the Commune of the City of Wloclawek Form of transfer of ownership Sale: Sale of the area by the Commune of the City of Wloclawek after tender pursuant. Tenancy: - for the period of 10 years, after which there is a possibility to purchase the property without tender pursuant to the currently- applicable regulations of law if the property has been developed and built-up on the basis of a building permit. - the rental fee is 0.30 PLN/m²/month (incl. VAT) and is valid until 2015. As of 2016, the rate will be increased by the value of the inflation rate. Leasing: - the ownership right to be transferred after the period of 10 years, - the leasing fee is to be determined on the basis of the property value as on the date of concluding the contract, - the total of the leasing fees paid shall be set off against the price of the after-lease purchase of the property.
  2. 2. Zoning The area of Wloclawek Economic Development Area – Industrial and Technological Park is included in the local zoning under the resolution no. XXVII/20/09 of the Wloclawek Town Council dated 6 April 2009, which describes the following land availability: 1) basic availability: for industrial areas, 2) possible availability: a) for warehouse and storage areas; b) for services. Communications The area has a direct connection with the no.1 state road via Wiklinowa str. (the distance of approx. 4km) and the planned A1 motorway exit – Brzezie junction (the distance of approx. 11km, the completion of the construction works is due in September 2012). To facilitate the connection of the area with the no.1 state road the future rebuilding of Mikanowska str. is possible. Moreover, in the vicinity of the area (0.5 km away) there is a siding rail. Land development Power The distance between the electrical grid or electrical substation and the plot limits 3 locations of transformer-distribution substations GSZ, ST1 and ST2 with transformers of 2x1000 kVA The grid is located within the right-of-way limits adjacent to the border of the plots – it is necessary to construct the connections as part of individual investments. Voltage 10 /0.4 kV (feeding from ANWIL) Power available Total 5 MVA (according to ANWIL’s conditions) GAS The distance between the gas grid or the pressure reduction unit and the plot limits The grid is located within the right-of-way limits adjacent to the border of the plots – it is necessary to construct the connections as part of individual investments. WATER The distance between the water grid and the plot limits The grid is located within the right-of-way limits adjacent to the border of the plots – it is necessary to construct the connections as part of individual investments. Amount available 52 l/s (187.2 m3/h) FIRE WATER The distance between the grid and the plot limits The grid is located within the right-of-way limits adjacent to the border of the plots – it is necessary to construct the connections as part of individual investments. The distance between the network and the plot limits On the border of the plot in the places determined by the designer with the connection to the wells in the course of main sewers (in accordance with the as-built survey) Pipe diameter Pipe diameter:  Sanitary sewers in the road 8KD-D: 200, 300  Sanitary sewers in the road 9KD-D: 200  Sanitary sewers in the road 10KD-D: 200  Sanitary sewers on Wiklinowa str.: 200, 300 Limitation of sewage discharge – quantitative and qualitative Sanitary and process sewage water 42 l/s (amount of pumped sewage) 151.2 m3/h (sewer piping) DISCHARGE OF RAINWATER FROM THE AREA – DESCRIPTION OF THE WATER RECEIVER Rainwater from the area is discharged to the Wisla river via a pre- treatment system. The facilities used do discharge the rainwater into the river include:  WITROS pipe sewer Φ 1000 mm (74 m),  Reduction wells Φ 2.0 m (5 pcs),  Reinforced concrete dock-type outfall, Φ 1000 mm,  Drain ditch with reinforcements (224 m), All facilities are of maintenance-free type. The flow split into nominal – directed to the pre-treatment plant and maximum – directed to a bypass will be performed automatically in the overflow chamber, and the even split into three treatment flows in the flow- splitting chamber. The designed separators are of no-filter type and they do not require systematic washing. Environmental limitations According to the applicable regulations of law all industrial investments must restrict their negative impact to the limits of the plots.
  5. 5. Special economic zone On 27th February 2012, the Wloclawek Town Council passed a resolution no. XIX/31/2012 on granting the permission to include Wloclawek Economic Development Area – Industrial and Technological Park in Wloclawek into the Pomeranian Special Economic Zone. On 27 th December 2012 the Council of Ministers passed the regulation ( Dz. U.2013.58) on extension the area of the Pomeranian Special Economic Zone by including Wloclawek Economic Development Area – industrial and Technological Park in it. Support for businesses A resolution No XXIV/170/2012 has been taken (on 30th August 2012) on property tax exemption for the entrepreneurs running their business activity within the area of the municipality of Włocławek, within the borders of Włocławek Industrial West. Land price The value of individual plots of land can be estimated on investor’s request by preparing a report of the evaluation.
