  5. 5. 5© 2016 DAY 2 2.1.2 ESR events and activities • Develop terms of reference or a guide/manual and share them with potential member organizations • Establish a steering committee • Prepare and submit funding proposal • Prepare an election observation checklist in the field • Organize meeting(s) to finalize modalities to kick-start the ESR • Set up a situation room central coordination centre • Publicize extensively the ESR initiative • Develop and disseminate a "statement of arrival" and organize coordination meetings in-situ • Develop and launch an early warning system (polling day) • Identify and implement timely and appropriate responses to dysfunctions/irregularities • Prepare and disseminate a "preliminary statement” • Make public the findings and highlights • Prepare, publish and disseminate the final report • Undertake an evaluation of the ESR

  8. 8. 8© 2016 DAY 2 2.1.5 Steps for effective ESR advocacy and public outreach In groups, put these steps into a logical order:  Get the message across (using the relevant media/channel/protocol)  Define the advocacy goal or the intended outcome after the advocacy  Consult on content and approach  Budget and identify resources  Define the strategy to be undertaken  Establish credibility as an advocate – Does the host CSO have issues about its own reputation?  Identify the target audiences, allies and opponents  Identify the issues that can be improved upon through an ESR initiative  Identify the key messages  Prepare a plan of action  Assess potential risk

Focus and build on needed relationship only. 2. Plan how you will do the ESR work – clear role distribution. 3. Identify and discuss risks using your local knowledge. 4. Agree on strategies for intervention. 5. Gain commitment. 6. Conduct regular feedback and assessment.
