exchange of best practices
• Create multilateral transport
standards and agreements in
Europe and beyond (e.g.,
regulations for dangerous goods and
road vehicle construction at the
global level)
UNECE - Transport
• Established in 1977 to assist the integration process of European transport
infrastructure systems
• Sub-regional cooperation among Central, Eastern and South-Eastern
European countries.
• 15 full member countries: Armenia, Austria (associate member), Bosnia
and Herzegovina, Bulgaria, Croatia, Czech Republic, Georgia, Hungary,
Italy, Lithuania, Poland, Romania, Slovakia, Slovenia and Turkey
• 4 observer countries: Montenegro, Serbia, Sweden and Ukraine
• Azerbaijan awaiting signature for accession
UNECE Trans-European North-South Motorway project
Main TEM objectives:
• To facilitate road traffic in Europe,
• To improve the quality and efficiency of transport operations,
• To balance existing gaps and disparities between motorway
networks in Western, Eastern, Central and South-Eastern Europe, and
• To assist the integration process of European transport
infrastructure systems
UNECE Trans-European North-South Motorway project
• 2-3 reports annually related to roads/motorways development, asset
management, road safety, data management, environmental
protection

• safety for road workers
• safety for ALL road users
• safety for construction equipment

Safe System Work Zones – Principles 1/2 Speed limits in work zones must be set for protection of the workers and also of the road users passing through them along with the requirement of managing traffic flows. Work zones need to be designed and managed such that the potential for harm to all road users and workers can be eliminated or significantly reduced. All processes associated with roadworks have to be undertaken using Safe System principles. What is a traffic management plan (TMP)?  a site-specific set of documents that covers the management, implementation, inspection and clearance of work zones as well as communication and information  contains the risk assessment considering both risk to the workers posed by traffic and risk to the traffic posed by the roadworks  details how all road users will be directed through or around a work zone  contains the Temporary traffic control plan (TTCP) indicating the positioning and placement of temporary traffic control devices, signs and delineators in the work zone  made BEFORE the works commence for every work zone considering every stage of works (also night, day or between shifts) TMP

Speed Management in Work Zones  When setting speed limits Safe System speeds (max. 30 km/h: VRUs – max. 50 km/h: side impact – 70 km/h: head-on) should be considered.  Speed limit signs should not be placed too far in advance - drivers may consider them premature and ignore them when reaching the critical point.  Low speed limits should not be prolonged through long stretches.  Excessively wide lanes should be avoided to not induce speeding in times of lower traffic volumes.  The number of lanes should be maintained (altered layouts, narrow lanes, contra-flow, added lanes).  If a lane on a motorway must be closed, it is preferable to close the fast lane(s) first and conduct traffic through the slow lane(s).  If some limited extra-capacity is needed, diversions to alternative routes may be used, provided that these routes can accommodate the new traffic and are carefully controlled.  Speed limits may be lowered when the zone is active and increased when not active (but usually with a lower limit than the regular permanent speed limit).
