• In 2013, PM announced a S$200 million fund over five years to build new
innovative industry clusters
• Encourages technology organisations and economic agencies to work with
industry to develop and execute innovation cluster development plans
• Seeks to strengthen partnerships across companies, universities, research
institutes and government to bring ideas quickly to market, raise productivity,
create jobs and grow strategic technology areas

Water Technologies Innovation Cluster
• Singapore has been motivated to constantly innovate and
develop new water management and treatment technologies
such as water reclamation and seawater desalination.
• Over the last four decades, we established a sustainable water
supply
• 4 National Taps - water from local catchment areas, imported
water, reclaimed water (NEWater) and desalinated water
• Today, Singapore is recognised as a ‘Global Hydrohub’ - 180
water companies in the entire value chain of the water industry
• Areas for water innovation/test-bedding:
- Membrane Technology (Separation Technologies Innovation Cluster)
- Intelligent Watershed Management
- Network Management
- Water and Used water treatment
- Water quality and security

Green Buildings Innovation Cluster
• The Green Buildings Innovation Cluster programme, launched in September 2014,
allocated S$18 million for research and development for green and sustainable
buildings
• The Building and Construction Authority (BCA) awarded S$6 million to four research
projects on improving the energy efficiency of buildings
• The projects focus on air-conditioning and mechanical ventilation systems
• BCA will also be launching the smart building technology research and development
call, which aims to develop solutions for smart, green and healthy buildings.

• Establishment of a National Cybersecurity R&D programme,
involving key agencies MHA, MINDEF, IDA, EDB, NSCS,
CSA and NRF
• The programme will:
• Develop R&D expertise in cybersecurity for Singapore;
• Coordinate and prioritise R&D efforts in cybersecurity across
agencies (a Whole-of-Government Approach); and
• Provide a common platform for R&D collaboration among agencies,

NATIONAL RESEARCH FOUNDATION PRIME MINISTER’S OFFICE SINGAPORE Water Technologies Innovation Cluster • Singapore has been motivated to constantly innovate and develop new water management and treatment technologies such as water reclamation and seawater desalination. • Over the last four decades, we established a sustainable water supply • 4 National Taps - water from local catchment areas, imported water, reclaimed water (NEWater) and desalinated water • Today, Singapore is recognised as a ‘Global Hydrohub’ - 180 water companies in the entire value chain of the water industry • Areas for water innovation/test-bedding: - Membrane Technology (Separation Technologies Innovation Cluster) - Intelligent Watershed Management - Network Management - Water and Used water treatment - Water quality and security NATIONAL RESEARCH FOUNDATION PRIME MINISTER’S OFFICE SINGAPORE

NATIONAL RESEARCH FOUNDATION PRIME MINISTER’S OFFICE SINGAPORE Green Buildings Innovation Cluster • The Green Buildings Innovation Cluster programme, launched in September 2014, allocated S$18 million for research and development for green and sustainable buildings • The Building and Construction Authority (BCA) awarded S$6 million to four research projects on improving the energy efficiency of buildings • The projects focus on air-conditioning and mechanical ventilation systems • BCA will also be launching the smart building technology research and development call, which aims to develop solutions for smart, green and healthy buildings.   1. Singapore as a vibrant, international science and technology hub To begin, let me sketch out our aspirations and vision which guides our national R&D strategy and programmes. Singapore envisions itself as a vibrant, international science and technology hub, with R&D contributing significantly to a knowledge-intensive, innovative and competitive country.
  2. RIE2015 Plan RIE2015 has six key thrusts. First, there will be continued emphasis on basic science and knowledge as the basis for future innovations. Some funding is set aside for ‘white space’ to capture emerging opportunities that were not identified earlier Second, we will continue to focus on talent attraction and development, positioning Singapore as a choice location for top researchers. Third, there will be greater emphasis on competitive funding as a means to select the best ideas. This will direct resources to the best research projects and teams. Fourth, greater synergies between researchers across the public and private sectors will be fostered. Funding will be provided to encourage public-private research collaboration. Fifth, there will be greater emphasis on industry-oriented R&D with economic outcomes. Sixth, we will strengthen support for commercialisation so as to spur the development of new products and services for economic and societal benefit. RIE2015 is the culmination of a year-long planning process involving the collective effort of all research, economic and funding agencies. It will support Singapore’s long-term vision to be a research-intensive, innovative and entrepreneurial economy like Sweden, Finland and Israel.

  4. This shows how the various agencies fit together in Singapore such that we have a holistic coverage of the entire RIE value chain. The spectrum of activities undertaken by the various agencies and entities shade into each other. There is the National Research Foundation with programmes and policies that covers the entire RIE spectrum. The Ministry of Trade and Industry, with its various stat boards, also covers the RIE spectrum, although each stat board would have a slightly different focus. For example, A*STAR has 20 public research institutes that conducts R&D with an industry focus and is also involved in translating the research outcomes into innovative products and services. SPRING focuses more on the translation aspects of R&D and the building of local enterprises whereas EDB is the lead government agency for planning and positioning Singapore as a global business centre and in creating value for investors and companies in Singapore. There are also the Institutes of higher learning under the ministry of education, i.e. the universities and polytechnics, and the hospitals under the Ministry of Health, that engages in basic to applied research as well as bringing IP out of the academic and medical institutions.

In 2006, the government committed S$330 million to fund innovation and capability development in the industry.  In 2011, an additional S$140 million was allocated, bringing the total amount committed to S$470 million.   7. Finally, to prepare for the future, we have also set aside funds for research that will meet our national needs.
  8. The first NIC is on energy. It aims to develop cost-competitive energy solutions for deployment within 20 years to help Singapore improve energy efficiency, reduce carbon emissions and increase energy options. Last year, we started the Land & Liveability NIC, which seeks to create new space cost-effectively and optimise the use of space to sustain Singapore’s long-term growth and resilience.
  9. Virtual Singapore is a 3D city model platform for knowledge sharing and community collaboration. It aims to represent the physical Singapore accurately in the virtual space to operate, plan, experiments and make decisions for development of infrastructures & deployment of services.
  10. This is a snapshot of our economy. Some of the key sectors include business services, finance and insurance and the major contributor to our GDP is manufacturing, which makes up around 20% of our GDP.   The key industrial sectors under manufacturing would be electronics, chemicals, precision and transport engineering and biomedical sciences. *** Others include: Utilities $4.6b Other Goods Industries $0.1b Accommodation & Food Services $7.3b Other Services Industries $35b Ownership of Dwellings $13b Taxes on Products $19b
  11. Our public expenditure on R&D is a reflection of the major contributors to our economy. Of course it goes beyond manufacturing. For example, electronics covers infocomms and media technology R&D which would be applicable for business services, education etc. Our public expenditure covers the range from pure basic research to experimental development. Classification of fields: - Electronics, Infocomms and Media (ICM); Comprising: Electrical & Electronics Engineering, Info-communication & Media Technology, Computer Engineering and Computer & Related Sciences. •- Chemicals; Comprising: Material Sciences & Chemical Engineering and Chemical Sciences. • Biomedical Sciences; Comprising: Biomedical & Related Sciences and Biomedical Engineering. • Precision & Transport engineering; Comprising: Aeronautical Engineering, Civil & Architecture Engineering, Marine Engineering, Mechanical Engineering and Metallurgy & Metal Engineering • Others; Comprising: Agricultural & Food Sciences, Earth & Related Environmental Sciences, Physical Sciences & Mathematics, Energy and Other Areas Types of R&D: - Pure basic research (without seeking longterm economic or social benefits or making any effort to apply the results to practical problem); • Strategic basic research (carried out with the expectation that it will produce a broad base of knowledge likely to form the basis of the solution to current or future problems or possibilities). • Applied research (original investigation directed primarily towards a specific practical aim or objective); and • Experimental development (systematic work that is directed to producing or improving substantially materials, products and devices; or installing new processes, systems and services)
  12. Finally, NRF has a thrust called the National Framework for Innovation and Enterprise or NFIE. NRF’s charter is R, I and E. So the NFIE addresses the Innovation and Enterprise components of the RIE value chain. We have invested substantially to support research – with programmes such as CREATE, CRP, NRF Fellowships etc. There is clearly a need to make sure that some of the research results flow through the value chain into innovation and enterprise. So NRF took a holistic look at RIE in Singapore to determine where the obstacles are for the smooth flowing of research into innovation and enterprise. We came out with a suite of programmes under the NFIE to facilitate I&E and to build up a vibrant entrepreneurial eco-system in Singapore. This slide shows the various programmes we have implemented under NFIE. The University Innovation Fund Plus (UIF+) supports innovation and nurtures academic entrepreneurship in the universities. It provides grants to the universities for projects and programmes that support entrepreneurship, for example, immersion opportunities for students in start ups, awards for entrepreneurial academics, platforms for start-up formation etc. Proof of concept and translational  R&D grants provide funding for researchers to develop prototypes from their research with a view to commercialisation. We have selected several incubators to provide mentorship and guidance to seed companies. We agree to co-invest 85% of the capital into incubatee companies. We also seeded several early stage venture funds to invest in Singapore-based early stage startups by providing 1 to 1 matching.  We simplify the technology licensing process by developing a national framework for IP.
  13. The Corp Lab @ Universities programme supports universities in public-private R&D engagement. It aims to promote collaboration between universities and industry on R&D. This will help to align AU R&D to industry needs and also help to build R&D expertise in the AUs.
  14. MOE and NRF have co-funded 5 RCEs. They are well-embedded in the Singapore research ecosystem and have established fruitful collaborations within and outside the host university. Both NUS and NTU have benefited from the recruitment of first rank scientists and the improvement in the quality of students and post-docs.
  15. CQT has achieved Bose-Einstein Condensate, a state where a collections of atoms exist as a single entity in a single quantum state under supercooled conditions. Major achievements, accomplished by only a few renowned labs in the world (eg. MIT). Propelled CQT into the premier league of quantum physics. It was evaluated at its 3rd year mark by an independent review panel who was of the view that CQT has had an exceptional initial three years of operation and has put Singapore on the map of quantum physics. There is only one institute in the world (University of Waterloo –IQC) with a comparable programme and trajectory as CQT. EOS has received an endowment fund of S$5million from the AXA Research Fund on 28 Feb 2012 to create a permanent Chair in Natural Hazards held by Prof Kerry Sieh. The AXA Research Fund is a global initiative of scientific philanthropy supported by the worldwide insurance group, AXA. This is the first AXA Chair in Asia which is a strong reflection of international recognition and academic excellence of EOS.
  16. A*STAR is the lead agency for fostering world-class scientific research and talent for a vibrant knowledge-based and innovation-driven Singapore. A*STAR oversees 14 biomedical sciences and physical sciences and engineering research institutes, and six consortia & centres, located in Biopolis and Fusionopolis as well as their immediate vicinity.   - A*STAR supports Singapore's key economic clusters by providing intellectual, human and industrial capital to its partners in industry. It also supports extramural research in the universities, hospitals, research centres, and with other local and international partners. As at 1 Jan 2012, There were 1592 Researchers under the RSE scheme & 1335 Researchers under the RTS scheme. Hence, from the above, there are a total of > 2900 Researchers   OECD defines researchers as “professionals engaged in the conception or creation of new knowledge, products, processes, methods and systems and also the management of the projects concerned.” This definition does not discriminate by level of education.
  17. CREATE houses interdisciplinary research centres from some of the top universities in the world. We currently have 15 programmes from 10 overseas universities. We’re very happy that to date, more than 300 publications, 60 technology disclosures and 40 patents have come from CREATE.
