The majority of Ukrainian IT companies operates on the
basis of outsourcing model, selling “working hours” of their
employees and completing assignments entrusted by the
foreign customers. This significantly limits the resources
of Ukrainian entrepreneurs, blocking the growth and
development of Ukrainian technology companies. Launch
of TCDC’s model in Ukraine shall increase the likelihood of
product technology companies’ emergence. Our success lies
in the growth of residents’ businesses by at least 30% per
annum.
My company is a co-founder of SILESIAN ICT CLUSTER. Companies that belong to
the cluster, from one hand, really compete on the market, but, from the other hand,
working together they reveal wider business opportunities for themselves.
I also used to be a consultant and co-founder of Technologic Park. The difference
is that a cluster - is only a certain agreement between different companies, typically
from one field, whilst park - is an investment into real estate, which value grows
thanks to the activities of companies, that rent spaces from it.
m How do you think we should build cooperation between, for instance, Polish and
Ukrainian clusters so that it would be beneficial for both of them?
First of all, we have to sign a two-side agreement, which would probably be formal
at the first stage. Then we will probably need to meet cluster’s participants. As the
cluster itself can be a much more effective platform for contact, than its managing
company.
m How to create a successful cluster? What is you opinion?
A cluster begins from a real need of the companies from one field of activity. Building
a cluster by order «from above» is usually bad idea.

I have carefully studied the materials of pilot project and possible future
expansion of the network of such centers.
To my mind, such initiative, in case of its consistent professional
implementation, may result in a considerable market success and provide
high returns on the initial investment within 5-7 years.
Ukrainian ecosystem of innovations is now at its early stage of development
and many market niches are just being filled, including the sphere of
systemic infrastructure institutions. Bold and ambitious teams can and will
take up leadership positions in these niches.
It’s a global trend to develop specially designed spaces for open
communication and practical interaction of entrepreneurs, specialists and
investors in various technological sectors. Such places in a number of cases
(counties) become new power centers, give impetus to the development of
new practices, new relationships, and new industries.

m How to create a successful cluster? What is you opinion?
It is important to integrate it into the global ecosystem of innovations
from the very beginning: to build cooperation with clusters from
other countries, with international business associations, investors,
universities. It’s important to set clear positioning at the international
market - what is the unique input of this cluster in the global value chain
of innovations.
And finally, it’s important to study and adopt international best practices,
and at the same time to be not afraid to experiment and adjust
dynamically. As nowadays market moves forward at amazing speeds,
and the approaches that were breakthrough and effective yesterday,
may hinder you today.

m How to create a successful cluster? What is you opinion?
It’s crucial for such cluster to be operated by entrepreneurs who work at
the international market. Besides, it needs modern knowledge - both in
technology and in business, as these two areas are closely connected
now.
m Why do you think this initiative is up-to-date?
Many talented people are being taken from Ukraine and their inventions
are being sold at little cost. If solid specialists stay here, they would
create a basis for rich country in future. The process is not quick, but
someone has to start it as long as the government does the opposite.

Development Center (TCDC)
Vasyl Khmelnytsky’s K.Fund jointly with ΒlackBox Capital will establish Technology Companies’ Develop-
ment Center (TCDC) in Kyiv which aims to support both small and medium-sized hi-tech projects.
TCDC’s residents will be able to use
comprehensive infrastructure solutions designed specifically to increase technology companies’ business.
We are talking mainly about the possibility to rent the newest office equipped with furniture and all required
communications in the Ukrainian capital for the price of $5/sq.m and receive up to 70% compensation of
education programs’ fees, as well as support in the field of strategic management, search for the new part-
ners, advising on matters relating to the foreign market entry and attraction of investment and donor aid.
Hi-tech product companies will become a priority during selection of the Center’s prospect residents.

Civil Smart City Laboratory is a platform for promotion of
institutional (policy and framework) and urban innovations
based on citizen engagement, inclusiveness and
sustainable urban development principles.
Key tasks of the Laboratory are:
Inclusion of citizens in the process of collecting and exchanging
data regarding the city;
Investigation and identification of existing issues and needs of
the citizens and the city itself, preparation of request for smart
solutions and innovations, management alterations;
Co-development of smart services and finding solutions to
the problems of the city (co-creation design), (inclusion of all
stakeholders);
Ideas and innovations development (innovative public projects);
Assessment and testing of smart solutions and services for the
city and improvement thereof;
Partnership - citizens, IT business (digital communities)
and municipal authorities - from an idea to introduction of
innovations and advanced city development tools.

VR First is an academic initiative designed to provide
state-of-the-art facilities to anyone interested in exploring
the power and potential of virtual reality development.
The program encourages educational institutions
around the world to establish dedicated VR labs on their
campuses by partnering with Crytek and leading VR
hardware innovators.
VR First participants have full access to Crytek’s
CRYENGINE software alongside the latest technology
required for VR development.
The overarching goal of VR First is to nurture new talent in
VR development and create a global community equipped
to embrace this exciting field of technology.

This significantly limits the resources of Ukrainian entrepreneurs, blocking the growth and development of Ukrainian technology companies. Launch of TCDC’s model in Ukraine shall increase the likelihood of product technology companies’ emergence. Our success lies in the growth of residents’ businesses by at least 30% per annum.

Companies that belong to the cluster, from one hand, really compete on the market, but, from the other hand, working together they reveal wider business opportunities for themselves. I also used to be a consultant and co-founder of Technologic Park. The difference is that a cluster - is only a certain agreement between different companies, typically from one field, whilst park - is an investment into real estate, which value grows thanks to the activities of companies, that rent spaces from it. m How do you think we should build cooperation between, for instance, Polish and Ukrainian clusters so that it would be beneficial for both of them? First of all, we have to sign a two-side agreement, which would probably be formal at the first stage. Then we will probably need to meet cluster’s participants. As the cluster itself can be a much more effective platform for contact, than its managing company. m How to create a successful cluster? What is you opinion? A cluster begins from a real need of the companies from one field of activity. Building a cluster by order «from above» is usually bad idea. Piotr W.   • 5. I have carefully studied the materials of pilot project and possible future expansion of the network of such centers. To my mind, such initiative, in case of its consistent professional implementation, may result in a considerable market success and provide high returns on the initial investment within 5-7 years. Ukrainian ecosystem of innovations is now at its early stage of development and many market niches are just being filled, including the sphere of systemic infrastructure institutions. Bold and ambitious teams can and will take up leadership positions in these niches. It’s a global trend to develop specially designed spaces for open communication and practical interaction of entrepreneurs, specialists and investors in various technological sectors. Establishment of Technology Companies’ Development Center (TCDC) Vasyl Khmelnytsky’s K.Fund jointly with ΒlackBox Capital will establish Technology Companies’ Develop- ment Center (TCDC) in Kyiv which aims to support both small and medium-sized hi-tech projects. TCDC’s residents will be able to use comprehensive infrastructure solutions designed specifically to increase technology companies’ business.
